NDRC / UNDP / GEF China End-Use Energy Efficiency Project Terms of Reference for International Experts Post ref: Post title: AITA8 International energy efficiency benchmarking experts ( 3 posts) Covering: Iron and Steel industry Chemical industry Cement industry Budget: Number of days: Execution period: Coming to China: Days in China: Expected start: Reporting to: Location: US$30,000 per post 21/ person 18 months 2 times about 14 To be advised PMO Beijing and other cities where pilot enterprises are located.The experts are expected to report to the EUEEP PMO office in Beijing at the end of each mission to China Associated sub-contracts: A01 Organize and coordinate the Energy Conservation Agreements A02 Organize and coordinate the Energy Conservation Agreement activities in the iron and steel industry A03 Organize and coordinate the Energy Conservation Agreement activities in the chemical industry A04 Organize and coordinate the Energy Conservation Agreement activities in the cement industry Background and Organizational Context The China End-Use Energy Efficiency Project (EUEEP) is designed to support the first phase of a 4-phase, 12-year strategic plan developed by the Chinese government to significantly improve the efficiency of its major end-use sectors, buildings and industry. The project fosters a strategic approach to developing, implementing and enforcing a comprehensive and effective energy conservation policy and regulatory system consistent with the objectives of the Energy Conservation Law of 1998. The project’s purpose is the removal of barriers to the widespread application and practice of energy conservation and energy efficiency in the major energy consuming sectors (buildings and industrial) in China. The project activities focus on the industrial and buildings sectors and are supplemented by crosscutting activities that will benefit both sectors. Sub-components in Industrial activities component (Component A) focus on 4 main areas: introduce and demonstrate the concept of energy conservation Agreements in industrial sectors of iron and steel, cement and chemical; develop and promote an energy efficiency design code for the cement industry; promote the energy efficiency of motor system and improve the operation of motor system; develop energy efficiency standards /labeling in the industrial, residential and commercial sectors. The China energy conservation agreements will develop the energy efficiency benchmarking guidelines for key energy-intensive industries such as iron and streel, chemical and cement.The experts will provide co-ordination and support to the four sub-contractors in the implementation of the program. Profile of consultant – Qualification and Competencies Eight years of practical experience and study of industrial energy use benchmarking Knowledgeable about key energy-intensive industries (especially iron and steel, chemicals, and cement) and their production processes Led or participated in the design, and study of benchmarks in support of energy conservation Agreements programs in his/her own country or other countries. Understand and be knowledgeable about Chinese enterprises’ management system and operations Familiarity with the national conditions of China and current situation in energy efficiency Language: Fluent in English (Chinese desired but not essential) Duties and responsibilities: Provide guidance on the use of energy benchmarks in energy conservation agreements. Prepare training materials on approaches to develop benchmarks to support the design of successful energy conservation agreements in accordance with the requirement of the PMO. Speak at domestic workshops about benchmarking in energy conservation agreements(benchmarking) in iron and steel, chemicals, and cement industry. Cooperate with subcontractors in developing detailed methodology to design, implement and evaluate the energy use benchmarking program for the energy conservation agreements pilots. Assist in the evaluation of the results of the energy audit in all the pilot companies Provide relevant inputs in the evaluation and setting-up of baseline data for all the pilot companies. Based on the energy audit results and energy use baseline data, set energy use targets for the variousenergy conservation agreements pilot companies Recommend an energy use benchmarking program specific to the energy conservation agreements pilot companies. Provide technical assistance (when needed) in the implementation of EC&EE activities in the pilot companies. Assist in the evaluation of the performance of the energy conservation agreements activities in the pilot companies, and where possible, recommend measures to enhance effectiveness of the energy conservation agreements activities Based on the experience in the pilot energy conservation agreementsm, recommend a follow-up sustainable energy use benchmarking program that will be implemented in the other industry subsectors in China Expected outputs / deliverables: Presentations at international and domestic workshops Analysis reports on international experiences with benchmarking and energy conservation agreements in the three pilot industries. Analysis reports on benchmarking methods and approaches that are appropriate to the three pilot industries in China. Documentation of the energy use benchmarking for the energy conservation agreements Report on the technical assistance provided in: (1) Evaluation of the results of the energy audit in all the pilot companies; (2) Evaluation and setting-up of baseline data for all the pilot companies; (3) Implementation of EC&EE activities in the pilot companies; (4) Evaluation of the performance of the energy conservation agreements activities in the pilot companies; and, (5) Enhancing effectiveness of the VA activities Report on the set energy use targets for the various energy conservation agreements pilot companies Documentation of the energy use benchmarking program specific to the energy conservation agreements pilot companies. Documentation of the recommend a follow-up sustainable energy use benchmarking program that will be implemented in the other industry sub-sectors in China
