Russia is the 4th greatest producer of steel in the world (after Chine, Japan and USA). Around 4% of
trade turnover in the country and 6% of proceeds from export sales of Russia belonged to Russian
ferrous metallurgy sector in 2008. Until recently, share of state in pattern of ownership in the sector
was below 2%. But in 2007-2008, the share began to increase. For instance, State Corporation
Russpetsstal’ acquired Volgograd metallurgical plant Krasny Oktyabr’. In conditions of the global
economic crisis, some Russian metallurgical companies will possibly be incapable to pay off taken
credits (often from State-controlled banks) and, thus, their share (partially and completely), being in
pledge for the credits, may change to state ownership. For instance this fate may become actual for
some enterprises of holding company Estar. There is high possibility of change of JSC Zlatoust
metallurgical plant under control of the Russspetsstal’.
