JOB TITLE:                                PDU - SUBDIVISIONS ENGINEER

PURPOSE

To assist the Subdivisions Team Leader to provide an in-house consultancy service by:

1.        Undertaking engineering assessments and reporting on Plan Change/Variation and
          Resource Consent applications.

2.        Processing subdivision resource consent approvals for connections to the Council’s
          utilities and roading infrastructure.

3.        Being part of a Project Delivery Unit able to provide professional services to the Council
          competitive with the private sector and with a strong client focus.

POSITION OBJECTIVES

1.        To ensure all engineering aspects, including site suitability, of development proposals
          are adequately assessed and clearly reported on in accordance with the Resource
          Management Act 1991.

2.        To ensure servicing proposals for developments including reticulation for water
          supplies, sewerage, stormwater and land drainage are designed and constructed in
          accordance with Council’s Code of Practice and conditions of consent. This includes
          providing advice and guidance to developers and their technical representatives to
          ensure the servicing requirements are met and correctly integrated with existing
          Council systems.

3.        To ensure that all documentation relating to the engineering and servicing aspects of
          resource consents up to formal approval is completed and transferred to the
          appropriate records system.

4.        To assist in the development of policy plans relating to services.

5.        Maintain, review and update the Engineering Code of Practice in consultation with the
          Subdivisions Team Leader, Asset Managers, developers and other stakeholders.



PROJECT TASKS

Specific tasks shall include but not be limited to:

         Reviewing Resource Consent applications, identifying where further information is
          required, identifying the appropriate methods of providing services, and preparing
          consent conditions.
         Preparing technical reports and evidence on Plan Change and Resource Consent
          applications and presenting evidence at the associated Hearings.
         Where necessary, provide assistance to the Subdivisions Team Leader by performing
          auditing role for consents. This includes site inspections including keeping records to
          confirm the consent conditions have been met, preparing the appropriate
          documentation for authorization of title release.
         Where necessary and appropriate, providing assistance with engineering planning and
          asset management, project management, design, and construction management for
          projects that are the responsibility of the Project Delivery Unit.



MEETING ATTENDANCE

The Subdivisions Engineer will attend Council and Council Committee meetings when called
upon to do so, and internal staff meetings.

HOURS OF WORK

Normal office hours are 40 hours per week at hours agreed with the Project Delivery Manager
between 8am and 5pm Monday to Friday, together with such other time as may be necessary
to fulfil the responsibilities of the position.

LIMITS OF AUTHORITY:

The incumbent’s authority to make decisions or spend money on behalf of the Council is
limited to:
      Only making decisions that are necessary to fulfill the terms of this job description.
      Expenditure of amounts delegated in the Council’s Delegations Manual.

NOTE:        This document is subject to change from time to time as agreed between the
             Manager – Utilities and Roading and the incumbent.


RELATIONSHIPS

The Subdivisions Engineer, in carrying out his/her duties, shall:

1.        While this position reports to the Subdivisions Team Leader, the job holder has
          functional relationship with the Plan Administration Manager to ensure that resource
          consent assessments are carried out in an economical and professional manner and
          that imposed conditions are fair, reasonable and enforceable.

2.        Establish and maintain a consultant to client relationship with other staff groups within
          the Council.

3.        Maintain effective communication with the Subdivisions Team Leader and Project
          Delivery Manager, and obtain their agreement before implementing changes in policy
          or standards.

4.        Provide guidance to the Development Team.

5.        Maintain effective communication with the Asset Managers, to ensure that applications
          for connection to infrastructure are processed in an economical and professional
          manner.

6.        Maintain effective communication with developer’s and their agents.

7.        Carry out such other additional duties as may be delegated by the Project Delivery
          Manager from time to time.


PERSON SPECIFICATION

Technical
         Holds a suitable engineering or related science or resource management qualification,
          or other qualification combined with an appropriate level of practical knowledge and
          experience in the civil engineering and resource management area.
         Has technical expertise in all or some of Utilities and Roading Engineering and
          Resource Management relating to consenting processes, or expertise in some of
          these, with a demonstrated ability to learn quickly.

         An understanding of the practical application of the Resource Management Act and
          writing of consent conditions.

         Ability to clearly demonstrate technical experience as well as the ability to communicate
          with, organise and work closely with, other members of the Council team, private
          developers and their advisors, and members of the public.

         It is essential that the job holder understands the relationship between the Project
          Delivery Unit and the Plan Administration Unit, and the potential for conflict between
          Asset Management preferences and the resource consent process. The ability to
          objectively address these issues when they arise is paramount to this position.

         It is desirable, but not essential, that the Subdivisions Engineer has the ability to work
          on other projects within the Project Delivery Unit, including investigations, design,
          reporting, construction and project management tasks.

Communication
         Is able to communicate clearly, openly and concisely.

         Excellent written and oral communications skills, sufficient to be able to prepare and
          present evidence at consent hearings, and withstand robust questioning.
         Is politically astute, a good listener and able to remain professional while dealing with
          difficult meetings or adverse reactions.

Resource Management Law and Legislation

         Is familiar with the Resource Management Act; in particular the requirements involved
          in preparing and processing consent applications and the pre-hearing, hearing and
          appeal processes.
         Has a good understanding of local government operations, and the Local Government
          Act.
         Is very familiar with the Health and Safety in Employment Act, and the different
          responsibilities of each party.

following consultation.
