There are many sections of the act to consider;but, I will only present my views concerning- !.Efficiency
and Effectiveness of the RSA-1.4 Human factors,safety awareness and public information. 1.4.1. Employee
training-C.N.R. has been caught in a manpower crunch. They are short of transportation employees and a
massive hiring and training program is underway. Prior to this there had been no hiring in over a decade. In the
rush to get people into the workforce the training has fallen down. The 'new hires' are receiving insufficient
training and it is falling to the Locomotive Engineer to complete or supplement this training while on the job as
well as trying to run the locomotive. This is too much responsibility and impossible to do when the new
Conductor is out of sight while on the ground. Also those senior conductors who are responsible for training
these ' new hires' have had no training to be instructors or mentors which means that the training will at best be
inconsistent and probably be incomplete. Lately CNR has attempted to start training Locomotive Engineers.
there has been no training or mentoring for the trainers and sitting in the centre seat in the locomotive with a
'new hire' conductor on my left and a student engineer on my right is unappetizing. I urge the member of the
RSA review to take action to correct this issue. 1.4.3- concerning employee fatigue, hours of service et cetera -
The lineups are poor the employees cannot accurately know when they are going to work and subsequently are
not able to be properly rested. Consider gong to bed at an appropriate time in order catch a train at a certain time
only to have it fall back a number of hours such that the employee is not properly rested. The 12 hours one way
and 18 hours out of 24 is to long and should be changed. 1.4.5- I do not know whether this issue belong here or
under fatigue issues; the Code provides for the ability to book unfit if we are not fit to go to work. If we attempt
to book unfit we are informed that we cannot but can have to book sick and a doctors note may have to be
supplied. The crew caller then refers us to a Transportation Supervisor whereby we are cross examined over the
issue. The issue of booking sick will come up at our performance evaluation year end. Why should we have
to falsify the issue. Is there not better use of a doctors time than having to supply a note for said
illnesses.Lastly there must be some way to ease the union company adversarial positions.
