Job Summary:

Inspect homes according to U.S. Department of Housing and Urban Development (HUD) Housing Quality
Standards (HQS) for the Section 8 Choice Voucher Program, Glacier Affordable Housing
Foundation/Neighborworks Montana, and the Veterans Affairs Supportive Housing (VASH) Program.

Essential Duties and Responsibilities:

   •   Inspections - % of time, 90%

       Conduct inspections in accordance with HQS. These responsibilities include travel within
       CAPNM’s four county service area to conduct the inspections, ensuring rental is in a safe, sanitary
       condition. Coordinate scheduling inspections with the Section 8 Specialists. Complete HQS
       inspection packet in accordance with HUD regulations in a timely manner.

   •   Deficiency Letters - % of time, 10%

       Using information from the HQS inspection, correspond with landlords and clients regarding any
       deficiencies needing corrected and conducting re-inspections as necessary. Submit deficiency
       letters to the appropriate Section 8 Specialist. Conduct follow-up to letters and re-inspections as
       necessary.

   •   Other duties as assigned and required


Minimum Qualifications (Experience/Education):

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
The requirements listed below are representative of the education, certification, licensing, experience,
knowledge, skill and/or ability required.
   •   High School diploma or the equivalent
   •   HQS certification or the ability to obtain certification within 60 days of hire date
   •   Two years experience in residential inspections preferred
   •   Two years experience in general office with frequent contact with the public
   •   Experience working with people from various socio-economic and educational backgrounds
   •   Strong interpersonal, written and verbal skills
   •   Knowledge of general office equipment including PCs
   •   Well organized
   •   Must possess and maintain valid Montana driver’s license
   •   Must possess proof of and maintain personal auto insurance
   •   Must be insurable under CAPNM’s auto liability per insurance carrier’s requirements

   •   Requires occasional to frequent standing, sitting, walking
   •   Intermittent bending or stooping

   •   Requires close, distant and peripheral vision
   •   Ability to hear normal conversation both in person and on phone
   •   Ability to speak in a clear voice
   •   Travel by auto with exposure to moving traffic in year round weather conditions
   •   Exposure to working in cold under 32 degrees and in heat over 80 degrees on an intermittent basis
   •   Some exposure to wet and slippery conditions
   •   Some exposure to annoying odors including cigarette and other types of smoke
   •   Some exposure to biohazards, electrical hazard, pollen, dangerous animals, insect bites, spider
       bits, grease and grime
   •   Some use of latex/rubber gloves
   •   Work requiring frequent attention to high detail
   •   Possible exposure to offensive language, violence and threats
   •   Frequently works alone
