Title: AN ACT TO            AN ACT TO: Create a flat state income tax rate.


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to create a flat state income tax rate of 5.5% of an indi-
2.    vidual's income in the state of Minnesota.

4.    Section II - Definition:
5.    1. Income tax shall be defined as how much money an individual earns each year.
6.    2. A flat tax rate shall be defined as a percentage of an individual's income that must be paid to the state
7.    government by all individuals.
8.    3. An individual shall be defined as any resident of Minnesota eligible for paying taxes.
9.
10.   Section III - Penalties: If the tax requirements are not met or paid, the citizen(s) who did not meet the
11.   requirements will receive a large fine and possible jail time.
12.
13.   Section IV - Funding: No funding is necessary for this bill.
14.
15.   Section V - Enforcement: This bill would be enforced by the Minnesota State Government and the In-
16.   ternal Revenue Service.

18.   Section VI - Effective Date: This bill would go in to effect January 1, 2014.

20.   BACKGROUND / PROBLEM
21.   This new flat tax rate is necessary because the proportionality of state income tax rate is imbalanced.
22.   Right now, an individual with a high income pays an a lot higher percentage of their annual income than
23.   an individual with a low income. This is unconstitutional and unlawful. As of the 2012 income tax rates,
23.   an individual who receives an annual income of $0 to $23,670 pays 5.35% of their annual income to the
24.   state government, while individuals who make $23,671 to $77,730 and over $77,730 pay 7.05% and
25.   7.85% of their annual income respectively. This is called a bracketed tax system. This bill would remove
26.   the current state income tax rates and impose a 5.5% flat state income tax rate on all residents of Minne-
27.   sota eligible for paying taxes.

29.   BENEFITS / ADVANTAGES
30.   The flat tax rate will ensure that everyone pays the same percentage of their income to the state govern-
31.   ment. Since the flat tax rate would be lowered for most individuals and raised a small amount for few
32.   individuals to 5.5%, it would decrease the amount of money the government will receive in income tax.
33.   The government would have to use the money received more wisely and there wouldn’t be as much
34.   wasted government spending. This would also limit the government and make it smaller. The state gov-
35.   ernment wastes billions of tax dollars a year. The flat tax rate will be saving Americans money and lim-

36.   iting the powers and spending of the state government. Most people of lower income earnings would
37.   pay around the same amount of income tax money as they were before, so they wouldn't be put at a dis-
38.   advantage. The fact is, the majority of state income taxes are paid by the highest income earners. The flat
39.   tax rate would lower the amount that high income earners would have to pay while still paying a rea-
40.   sonable amount of tax money.

42.   DRAWBACKS / DISADVANTAGES
43.   A disadvantage of this bill would be that the state government would receive less tax money from in-
44.   come taxes. This means that the government would have less money to spend on programs, projects, and
45.   agencies. Though, this could be considered an advantage since the government would have to cut failing
46.   programs and invest in their budget more wisely.

        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to promote economic security and activity in the Min-
2.    nesota public sector.

4.    Section II - Definition: 1. A City will be defined as a local government comprised of members of the
5.    community and Tax base.
6.    2. Tax base will be defined as members of the community who pay property tax, and provide revenue
7.    to the city.
8.    3. Sales Tax will be defined as any tax imposed on purchases made by local government, by the State
9.    of Minnesota.

11.   Section III - Penalties: None

13.   Section IV - Funding: None

15.   Section V - Enforcement: This bill will be enforced by the IRS.

17.   Section VI - Effective Date: This bill will take effect upon passage.

19.   BACKGROUND / PROBLEM
20.   In 1992 minnesota was experiencing a budget shortfall. In response, they removed tax exemption for
21.   City and Township purchases like Wastewater Treatment facilities and supplies, Road Maintenance
22.   equipment and supplies, and some public safety equipment. Townships were granted Exemption again
23.   in 2011, while Cities were not. This additional tax costs state taxpayers over $100 million annually.

24.   BENEFITS / ADVANTAGES
25.   By giving Local government sales tax exemption, making purchases vital to the operation and mainte-
26.   nance of community infrastructure easier, and more effective. This tax exemption would also help a City's
27.   budget go farther, allowing for increased growth.

30.   The revenue made due to state sales tax will decrease.

Title: AN ACT TO           Raise taxes on visiting teams from 1 to 2 million dollars per year, and have the Vik-
                           ings organization pay for 45% of the new stadiums cost instead of 40%.

       BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose is to help raise money for a retractable roof, and to lower the taxes
2.    of citizens that live in Hennepin county. For Target Field, Hennepin County citizens had to pay 70% of
3.    the costs, that is outrageous! For the new Vikings Stadium, we will ensure the Minnesota Vikings or-
4.    ganization pays its fair share of the costs to build an enjoyable stadium.

6.    Section II - Definition: 1.) All citizens of Henneping Counthy, Minnesota are required to pay 55% of
7.    the stadium costs through taxes, the Vikings organization will pay 45%.
8.    2.) The money raised from taxing visiting teams will be put towards the retractable roof.
9.    3.) By September of 2016, funding for the new stadium should be complete, and our goal fulfilled.

11.   Section III - Penalties: Those who are found guilty of not paying their taxes will be fined 500$, and
12.   could possibly serve 60 days in state prison.

14.   Section IV - Funding: The funding for the stadium will come from tax payers in Hennepin County,
15.   visiting football teams, and the Vikings organization itself.

17.   Section V - Enforcement: The Minnesota legislature and the I.R.S will enforce this change.

19.   Section VI - Effective Date: The effective date will be February 17, 2013.

22.   The Vikings organization will be required to finance a historic amount for their own new stadium.

24.   Citizens of Hennepin County will be paying record lows in taxes for the new stadium, which will lead
25.   to happiness for the construction of a new stadium, and hopefully, a high attendence rate.

28.   Visiting teams of the National Football League (NFL) might be angered by the raised tax we are giving
29.   for playing in our new stadium, leading to questioning of our funding situation.

Title: AN ACT TO            Provide Extra Funding To Schools That Offer World Language Classes


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to take advantage of the accelerated language learning
2.    of children by exposing them to another world language other than English.

4.    Section II - Definition: a. Elementary school shall be defined as a government funded institution pro-
5.    viding education to grades kindergarten to fifth grade.
6.    b. Middle school shall be defined as a government funded institution providing education to grade sixth
7.    to eighth grade.
8.    c. World language shall be defined as a a common,y used language in other countries, such as: French,
9.    German, Spanish, etc...
10.   d. Public shall be defined as any member of the state being allowed to enter the establishment freely
11.   without restrictions or the need to pay.

15.   Section IV - Funding: The additional funding provided to those public elementary or middle schools
16.   who offer a world language would be funded through money borrowed from China.

23.   Children learn at an accelerated rate and one of the more complicated things to learn is a second lan-
23.   guage, so the language classes would make it easier for them to learn a language by taking advantage of
24.   children's accelerated learning.

27.   An advantage of the bill is the language classes would promote a better understanding and acceptance
28.   of diversity.

31.   A disadvantage to this bill is schools that offer the language classes would have to cut time out of other
32.   classes or make the school day longer.

        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to create a free market competition between private
2.    schools and public schools.

4.    Section II - Definition: 1. Public school shall be defined as a school that operates publicly and is funded
5.    by taxes.
6.    2. Private school shall be defined as a school that operates privately and is funded by private money
7.    such as tuition or donations.
8.    3. Tax credit shall be defined as an amount of money that can be offset against a tax liability.

18.   BACKGROUND / PROBLEM
19.   The state and local governments of Minnesota have control over the education system, which directly
20.   suppresses competition between public and private schools. One reason competition is low is because of
21.   the guaranteed enrollment public schools have based on district boundaries. Another reason competition
22.   is nonexistent is the high tuition fees of private schools who do not receive public funding. Many people
23.   cannot afford the option of a private education, which leaves them no other option besides the public
23.   school system in their district. The guaranteed student body and the inability of many parents to afford
24.   the option of private education does not give the public school system any drive to improve and excel
25.   the caliber of the education they provide.

27.   BENEFITS / ADVANTAGES
28.   By implementing a tax credit system in the state of Minnesota, competition in the education system
29.   would increase. This competition would force public schools to improve and strengthen their curriculum
30.   in order to compete with private education. Giving parents of Minnesota a tax credit would give them
31.   the freedom to choose between private or public education. The tax credit would offset all or part of a
32.   private school’s tuition from their taxable income. This augmented competition would force both private
33.   and public schools to offer the best education they can in order to attract students and keep their doors
34.   open.

        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: To discountinue the minting of pennies and slowly remove them from circulation
2.    between consumers and retailers

4.    Section II - Definition: Penny- a one cent coin equal to one hundredth of a dollar
5.    Minting- the process of producing currency
6.    Consumer- someone purchasing a good or service
7.    Retailer- a merchant who sells goods or services

9.    Section III - Penalties:

13.   Section V - Enforcement: 1. All bussinesses will be required to round prices, not of single goods, but
14.   of an entire purchase. If the price ends in a 1, 2, 6, or 7, it gets rounded down to a 0 or a 5. If the price
15.   ends in a 3, 4, 8, or 9, it gets rounded up. All rounding will be done after the sales tax is applied.
16.   2. The government will cease the production and minting of pennies. However, pennies will remain a
17.   valid from of currency for consumers indefinatly.
18.   3. Regularly, bussiness will be forced to return pennies to the government, where they will be melted
19.   down and their metals will be recycled

23.   BACKGROUND / PROBLEM
23.   According to the US Mint, it costs approximately 2.41 cents to produce the penny, which is only good
24.   for one cent in the US economy. The penny is a coin that is relatively useless, as well as undesirable. Ev-
25.   ery year, the US government loses millions of dollars to the undesirability of the penny: for example,
26.   when a consumer drops a penny, they don't bother to pick it up. The US government, in total, loses bil-
27.   lions of dollars each year, through the production and circulation of the penny. Also, the penny is made
28.   of scarce and valuable metals such as zinc, copper, steal, and nickel.

Title: AN ACT TO            Protect Salary, Wage, and Benefit Discussions Among Employees


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: In Minnesota, employees can be fired at certain companies or workplaces for dis-
2.    cussing their salary, wages, and/or benefits to another co-worker. This bill would make it illegal to dis-
3.    cipline or discharge an employee for such reasons. It protects the employee from unjust and unfair pay.
4.    The employees who are affected the most by unfair wages/salaries are females and minorities.
5.
6.    Section II - Definition: Employee - A person working for another person or a business firm for pay.
7.    Salary - A fixed compensation periodically paid to a person for regular work or services.
8.    Wage - Money that is paid or received for work or services, as by the hour, day, or week.
9.    Benefits - Various non-wage compensations provided to employees in addition to their normal wages or
10.   salaries.
11.   Discipline - Training to act in accordance with rules.
12.   Discharge - To relieve or deprive of office, employment, etc.
13.   Minority - A group differing, especially in race, religion, or ethnic background, from the majority of a
14.   population.
15.
16.   Section III - Penalties: In the event that an employer has been found guilty in the court of law of dis-
17.   ciplining and/or discharging an employee with reasons of discussing salary, wages, and/or benefits, the
18.   employer will have to comply with the judges penalty be it a fine, payment to employee, etc. Penalties
19.   will be extremely close to those of wrongful termination.

21.   Section IV - Funding: No additional funding would be needed. This is simply making it illegal to dis-
22.   cipline or discharge an employee for discussing salaries, wages, and/or benefits with another employee.

23.   Section V - Enforcement: Should and employer discipline or discharge an employee, it is put upon the
24.   employee to take action. Should one feel unjust action took place, it is necessary for them to bring it up
25.   with their employer or take their issue to the courts.

27.   Section VI - Effective Date: Effective January 1, 2014

29.   BACKGROUND / PROBLEM
30.   For the places that do not allow discussions of salaries, wages, and/or benefits, females and minorities
31.   are affected the most. They can never find out if they are making as much or less money compared to
32.   someone else. The problem being that an employer who has such rules or policies, can discriminate
33.   against an employee and should the employee inquire about this discrimination, they can be fired for do-
34.   ing so. Such policies or rules generally violate federal labor law. The National Labor Relations Act con-
35.   tains a provision that gives all employees the right to discuss their terms and conditions of employment

38.   BENEFITS / ADVANTAGES
39.   The biggest benefit is a step closer to true equality in the workplace. Females and minorities can no
40.   longer be discriminated against in the form of their pay. If you can't talk about whether you are being
41.   paid fairly - or how you are being treated, you can not work together to make changes. Make it so you
42.   can talk freely and you will be able to have a better work environment where positive changes are able
43.   to take place.

45.   DRAWBACKS / DISADVANTAGES
46.   I see no drawback or disadvantage from this bill. It's making the workplace a more equal and fair area
47.   to anyone, be it a majority or minority, male or female. With no extra funding needed, and little extra
48.   work needed, I see no reason for a drawback or disadvantage.

1.    Section I - Purpose: To make it mandatory for people to pre-pay for gasoline at gas stations.

3.    Section II - Definition: Pre-pay: Paying for a product prior to receiving or use of the product
4.    Gasoline: Refined petroleum used as fuel for internal combustion engines
5.    Gas Station: A service station that allows motor vehicle operators to purchase gasoline for their motor
6.    vehicles

8.    Section III - Penalties: Property taxes would exponentially for every month that the station did not in-
9.    stitute this change.

Title: AN ACT TO             Mandate all gas stations have a backup generator at the pump.


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: To ensure gas stations maintain on site generators so the gas station can pump
2.    fuel even during power outages.
3.
4.    Section II - Definition: 1. Gas station shall be defined as a business whose primary function is to pro-
5.    vide fuel to the user and has more than 6 pumps.
6.    2. Power outage shall be defined as a period of over 24 continuous hours without constant power.
7.    3. Generator shall be defined as power source able to power at least one pump for a minimum of 72 hours.
8.
9.    Section III - Penalties: Following the effective date, every gas station non-compliant with the man-
10.   date, will be penalized $10,000 per month until generator is in place.
11.
12.   Section IV - Funding: The state would raise the gas tax by five thousandths (.0005) of a cent per gal-
13.   lon to accommodate for the extra charges need for administation and regulation of the mandate.

15.   Section V - Enforcement: This bill will be enforced by Minnesota Department of Commerce- weights
16.   and measures.

18.   Section VI - Effective Date: This bill will go into effect 5 years after the date it is passed.

20.   BACKGROUND / PROBLEM
21.   Minnesota deals with a lot of unpredicible weather (i.e. ice, snow, and flooding) which can potentially
22.   cause extended power outages. This bill will help to eliminate a potential fuel crisis brought on by a lack
23.   of power.

24.   BENEFITS / ADVANTAGES
25.   Benefit to the bill is the ability to allow transportation to continue through a crisis and its after effects.

27.   DRAWBACKS / DISADVANTAGES
28.   The disadvantages to the bill will be the minimal increase to the Minnesota gas tax and the cost of the
29.   generator to the gas station. Also, allowing the gas station 5 years to attain funds and implement the gen-
30.   erator will delay full compliance date.

        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: To establish toll booths on major Minnesota highways in order to provide addi-
2.    tional funding for new road development, and improvement. Minnesota's roads are in terrible condition.
3.    This is due in part to Ex-Governor Pawlenty's "no new taxes" stance, while program did keep taxes lower,
4.    it severely hampered the state's ability to improve its road network. As a state, we are building and im-
5.    proving roads at a far slower rate than they are declining. This proposal would implement a system of
6.    toll booths at the on-ramps to major highways across Minnesota. The toll system would be based on the
7.    FHWA's Gross Vehicle Weight Rating or (GVWR) The system is separated into eight different classes,
8.    beginning with class 1 which ranges from 0-6,000 Lbs to class 8 which includes vehicles above 33,000
9.    Lbs. (The specific class weights along with the suggested charge for each weight class is included in the
10.   bill's definition.)
11.   According to the US Government Accountability Office (GAO) one semi truck causes damage equal to
12.   nine thousand six hundred typical passenger cars (assuming a gross weight of 4000 Lbs each). The toll
13.   booths would be automated, and have already been successfully implemented in other states. While there
14.   will be an initial cost, the toll booths would pay themselves off, leading to profit for the State that could
15.   be funneled into our road networks. Highway passes would be available for purchase, allowing motor-
16.   ists to enter and exit the highway at will. These "passes" would be small electronic chips that are placed
17.   in the vehicle, which then are recorded by a computer as the vehicle enters the highway, automatically
18.   deducting the funds from that person's account.

23.   for genuine interest or want to exercise. Also, the funds preserved from getting rid of some of the P.E.
24.   classes could be used to further enhance the P.E. classes that student's take out of genuine interest, as
25.   well as other courses. Of course, obesity is still a large problem in America's youth, so if a student
26.   chooses not to participate in a P.E. course, they must be involved in one or more school-sponsored var-
27.   sity sports. If a student is already physically active, a mandatory P.E. course is not the best of their pre-
28.   cious time in school that could be used learning other valuable skills.

24.   While a young child's body begins to produce melatonin at around 8 p.m., a teenager's body does not be-
25.   gin to produce melatonin until 11 p.m., causing them to go to sleep later.
26.   An insufficient amount of sleep can lead to decreased attentiveness, decreased short-term memory,in-
27.   consistent performance, and delayed response time.

8.    and agree with the document that states that the school is not liable for anything that may happen to the
9.    student during their lunch period if they choose to leave school grounds. After the school receives the
10.   parent permission form, a follow up phone call by the school will be made to avoid student forged sig-

4.    Section II - Definition: 1. Marijuana shall be defined as the dried leaves and flowers of the hemp plant,
5.    used for its euphoric effects, especially in the form of cigarettes.
6.    2. Recreational shall be defined as the use of marijuana for free purposes other than medicinal use.

8.    Section III - Penalties: - If you are caught with possession of marijuana and you are under 18 years of
9.    age, you must attend at least 60 hours of drug rehabilitation. If you are caught with more than five nano-
10.   grams per milliliter of active THC in the bloodstream while driving, your license shall be suspended for
11.   one year and you can face a fine of up to $1,000. If you get 3 DUI’s within a five year time period, you
12.   face up to ten years in prison and you are no longer allowed to possess marijuana. If you are caught pos-
13.   sessing more than 1 ounce of marijuana, you will be fined up to $5,000.

25.   marijuana is nearly harmless. Non-violent marijuana users are taking up jail space that should be reserved
26.   for the real criminals such as rapists and murderers. Yet, we still fight this battle that cannot be won.

29.   Perhaps the biggest benefit of legalizing marijuana is the immediate tax revenue that this industry brings
30.   in. Marijuana will be taxed at 25% through three cycles: cultivation, processing and the final sale, in ad-
31.   dition to the $1,000 payment that is needed for state licensed farmers to grow marijuana. Plus, you would
32.   save money from not having to regulate marijuana and not having to imprison millions of citizens for

17.   Currently, the government subsidizes airline service to the following cities in Minnesota: Brainerd, Hib-
18.   bing, International Falls, and Thief River Falls. Annually, $7,090,444 is used to keep these airports run-
19.   ning, airports that otherwise would not be used because they do not draw enough customers in order for
20.   them to make a profit. This bill will stop funding to these airports and will instead let the Minnesota gov-
21.   ernment keep this money for other more important things. Currently, there is no need for these airports.
22.   The only flights they have are to Minneapolis/St. Paul International Airport, and these flights are not ne-
23.   cessary because all these cities are within driving distance to said airport. Brainerd to Minneapolis is a
23.   simple two hour drive, Hibbing to Duluth, another prominent airport in Minnesota, is an hour and a half
24.   drive, and Thief River Falls to Grand Forks (another profitable airport) is an hour and a half drive as well.
25.   As you can see, there is no reason to have these specified airports due to their proximity to other major
26.   airports. Besides this, Minnesota would save over $100 million in the next 15 years, as well as cutting
27.   down on unnecessary air pollution. A major problem with our current government is the debt. This bill
28.   will cut the debt and make for a better and more economically sound Minnesota.

Title: AN ACT TO           Restrict the transportation of firewood through harsher penalties


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: Moving firewood (especially ashwood) can spread infectious diseases among ar-
2.    boreal plant life and trees themselves. The most common of these diseases is an irreversible degenerative
3.    condition caused by the Emerald Ash Borer (Agrilus planipennis). Most often spread through micro-
4.    scopic larvae, the disease can also be spread from tree to tree through underground vascular systems
5.    (roots, veins, sap, etc.)
6.
7.    Section II - Definition: "Transportation" means shipping, transporting, carrying
8.    "Firewood" means wood cut to lengths less than four feet long. This includes firewood cut for personal
9.    use
10.   "Harsher Penalties" will be defined later, in the penalties section
11.   "Restrict" means expand the area of the current Quarantine on Ramsey, Hennepin, Houston and Wi-
12.   nona counties, to the entire state
13.
14.   Section III - Penalties: For every log confiscated, the perpetrator will have to pay $1,000. If unable to
15.   pay this, the perpetrator will spend up to 1 day in jail, with a maximum sentence of 30 days.

17.   Section IV - Funding: No funding is necessary. Law enforcement officers will have to be educated on
18.   the change in policy.

20.   Section V - Enforcement: This law will be enforced by Police officers, Highway Patrol officers, and

25.   Exotic and native forest pests such as Agrilus planipennis (emerald ash borer), Anoplophora glabripen-
26.   nis (Asian longhorned beetle), and others cause serious damage to urban and natural forests in the United
27.   States. These pests and many others disperse various distances through multiple pathways including
28.   movement of nursery stock and firewood. Firewood is a raw forest product that is widely utilized and
29.   moved throughout the United States with relatively limited consideration of the risked posed by poten-
30.   tial pests. This bill looks to address those risks.

Title: AN ACT TO           Propose an amendment to the Constitution of Minnesota legalizing the use of recrea-

        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to amend the Constitution of Minnesota to allow for
2.    the recreational use of Marijuana by persons over the age of 21 in a regulated fashion.

5.    1. The following acts are to be considered lawful for persons 21 or older.
6.    a. Possessing, using, displaying, or purchasing marijuana or marijuana paraphernalia provided it is from

9.    c. Transferring no more than 2 ounces between two persons of legal age without remuneration.
10.   d. Consuming marijuana in a location and manner that will not endanger others.

12.   2. The following acts are to be considered lawful for businesses licensed for marijuana sale through the
13.   Chamber of Commerce.
14.   a. Sale of marijuana or marijuana paraphernalia to persons confirmed to be at least 21 years of age.
15.   b. Sale of cannabis plants to persons confirmed to be at least 21 years of age.

17.   3. The following acts are to be considered unlawful.
18.   a. Allowing a child access to any marijuana or marijuana paraphernalia.
19.   b. Possessing more than 4 marijuana plants in a residential home.
20.   c. Transferring more than 2 ounces of marijuana to another person, with or without remuneration.
21.   d. Driving while intoxicated with marijuana.
22.
23.   4. Employers will have the right to require treatment or terminate employees based on marijuana usage.
23.   Marijuana is defined as any part of a cannabis plant, budding or otherwise, and any form of cannabis,
24.   such as the form manufactured into a usable substance.
25.
26.   Consumer is defined as a person over the age of 21.
27.
28.   Recreational is defined as being for fun or personal reasons.
29.
30.   Child is defined as any person under the age of 21.

32.   Licensed Business is defined as a business that has gone through licensing procedures with the Cham-
33.   ber of Commerce.

36.   a. The penalty for providing any form of marijuana to a person under the age of 21 shall be a manda-
37.   tory court hearing. The court shall follow Minnesota Statute 244.10 in sentencing.

39.   b. The possession of more than 4 marijuana plants in any given private residential building shall be pun-
40.   ished with a fine not to exceed $750 and with confiscation of all marijuana paraphernalia, plants, and
41.   manufactured drugs on the premises.

43.   c. The transfer of more than an ounce of marijuana, whether or not for remuneration, or the transfer of
44.   any marijuana with the intent of receiving a remuneration, shall be punishable by fees not to exceed
45.   $1500 for beginning offenders and a mandatory court date for 3rd-time offenders to sentence the offend-
46.   ers according to Minnesota Statute 224.10.

48.   d. Those who are suspected to be driving while intoxicated will be required to attend a court session in
49.   which statutes 169A.40 through 169A.50 will be followed.

51.   e. Businesses who are suspected to have been selling marijuana

53.   Section IV - Funding: The provisions in this bill will be funded solely from the sales tax on marijuana
54.   products only.

56.   Section V - Enforcement: The provisions in this amendment will be enforced by local law enforcement.

58.   Section VI - Effective Date: This proposed amendment must be submitted to the citizens of Minne-
59.   sota on the election ballet in 2014 with the following text: "Shall the Minnesota Constitution be amended
60.   to allow persons over the age of 21 to use, purchase, and posses marijuana for recreational purposes?"
61.   The amendment will become effective the day after Election Day, 2014, provided the amendment passes
62.   the citizens of Minnesota.

65.   Marijuana has been illegal since 1937. I believe that now is as good a time as any to legalize it in the
66.   state of Minnesota. People who enjoy using this substance, in spite of the law, do not have any safe and
67.   legal way to obtain marijuana, nor a safe way to use it. By allowing people to buy marijuana and licensed
68.   companies to sell it, the safety of marijuana consumers gets increased greatly. The ability for people to
69.   simply buy the marijuana that they want at a legitimate business would lower the amount of money that
70.   drug dealers are taking in and would increase Minnesota tax revenue by millions of dollars. The amount
71.   of crime over the buying and selling of illicit marijuana would drop, nearly completely, and drug dealers
72.   would become more scarce as businesses decide to get licensed to sell marijuana.

74.   BENEFITS / ADVANTAGES
75.   Legalizing marijuana would provide consumers with a method to purchase marijuana in a legal fash-
76.   ion. By legalizing marijuana, the state can tax the sale of marijuana in a method similar to tobacco-based
77.   cigarettes. This will increase tax revenue by a noticeable amount. Also, consumers of marijuana are typi-
78.   cally intelligent enough to choose whether or not they want to use marijuana or not. It is not the govern-
79.   ment's responsibility to keep people from injuring themselves. Finally, the cost of marijuana-related
80.   arrests in Minnesota is over $100 million. This cost would be shrunk considerably by not prosecuting for
81.   sole marijuana arrests, but rather only for situations described in section 3 of this bill.

Title: AN ACT TO            Limit the Use of Plastic Bags.


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to diminish the detrimental effect our wasteful habits
2.    cause on the environment. Limiting the use of plastic bags is a small step into protecting our environ-
3.    ment and wildlife in the future. Plastic bags take up space in landfills and harm the environment, and
4.    their use must be regulated.
5.
6.    Section II - Definition: This bill requires all businesses, such as supermarkets, grocery stores, or any-
7.    where that offers plastic bags to its customers, to charge an extra 5 cents to every customer for every
8.    plastic bag they use.
9.
10.   Section III - Penalties: Any company found not to be in compliance will be fined a monetary sum.
11.
12.   Section IV - Funding: The funding for this will come from the environmental protection agency bud-
13.   get or state environmental budget. Although the costs would be minimal.

15.   Section V - Enforcement: This would be enforced by the local police, they would randomly check area
16.   businesses to see if they are in compliance with the law.

18.   Section VI - Effective Date: This bill will go into effect on July 1, 2013. This is a growing problem
19.   and must be addressed immediately.

22.   Since plastic bags are given out free at almost any business one can go to, they are not valued and are
23.   often thrown out without much use. This has contributed to a large number of bags being wasted and
23.   ending up either taking up space in over-filled landfills or causing a detrimental effect elsewhere in the
24.   environment.

27.   This will significantly reduce the number of bags being wasted and thus their overall effect on the envi-
28.   ronment. People will choose to simply bring bags from home to use. The fewer the number of bags used
29.   will help to maintain our environment and the health of our world.

Title: AN ACT TO            Requiring a bittering Agent in Antifreeze


        BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA
1.    Section I - Purpose: The purpose of this bill is to promote the health and safety of animals by having
2.    antifreeze manufacturers whose product contains at least 10% Ethaylne Glycol and is being sold in Min-
3.    nesota to include a bittering agent in their product in order to make it impaletable to animals.
4.
5.    Section II - Definition: An antifreeze manufacturer can be defined as anybody responsible for the pro-
6.    duction and distribution of antifreeze, specifically antifreeze containg Ethalyne Glycol.
7.
8.    Section III - Penalties: Any antifreeze manufacturer/ company who fails to meet these requirements
9.    shall have their product discontinued in the state of Minnesota.
10.
11.   Section IV - Funding: The funding would be the price of benzoate, which is $1400 per 5 tons of it.
12.   This would be paid for by the antifreeze manufacturers.
13.
14.   Section V - Enforcement: This bill should be enforced by The Department of Animal Health and
15.   ASPCA.

17.   Section VI - Effective Date: This bill would go into effect as soon as the last of the antifreeze has been
18.   used and more is needed to be manufactured.

20.   BACKGROUND / PROBLEM
21.   Antifreeze is such a frequently used item, being a chemical additive which lowers the freezing point of
22.   a water-based liquid. It is used constantly in motor vehicles, so is fairly accessible to animals. One of the
23.   main ingredients in antifreeze is Ethylene Glycol, which, when ingested, is extremely hazardous. It con-
23.   tains a pleasing aroma and taste, which is tempting to many different types of animals, including dogs,
24.   cats, and rabbits. By adding a bittering agent, such as benzoate, it discontinues the desire for animals to
25.   have it by diminishing the flavor and scent. In order to protect these animals, it is abosuletly vital to make
26.   this liquid impalatable to them.It is now estimated that 10,000 animals die annually due to the consump-
27.   tion of this poisonus substance. The epidemic caused by the ingredients in antifreeze continues to grow
28.   in astronomical amounts, and needs to be addressed as quickly as possible.

30.   BENEFITS / ADVANTAGES
31.   It is a relatively easy and non controversial change to put into practice. It is also inexpensive and dis-
32.   serves few people. Without the governments assistance with this, many animals may continue to die due
33.   to the consumption of antifreeze.
34.   It has been put into practice in many different states, including Wisconsin, Vermont and New Jersey,
35.   and is growing in frequency throughout the country.

1.    Section I - Purpose: To limit the amount of times an offender can commit driving under the influence

4.    Section II - Definition: Limited tolerance for committing the same crime more than 3 times.

6.    Section III - Penalties: In the state of Minesota being charged with a DWI will revoke your license for
7.    6 months. If after 6 months the same crime is committed your license will be revoked once more. And
8.    finally if it occurs for a third time the license will be revoked and every car in the household must be fit-
9.    ted with Whiskey plates. In addition to these requirement the law should require people to send a year in
10.   prison if a DWI is committed for a forth time.

12.   Section IV - Funding: These prisoner once in prison will be required to preform pubic service to help
13.   pay for their cost of living. A quota should be set each month of how much money they owe and once it
14.   is met the prisoner has the choice to stop working or continue public service and keep the money for their
15.   personal use.

1.    Section I - Purpose: To not decide how many votes a single state has just by population but by actual
2.    counted votes.

4.    Section II - Definition: When a government official is elected they are voted in by Electoral Votes
5.    meaning that states are decided by a certain number given to them. That is not fair to the people running
6.    because all they need to win is a select combination of states even if they don’t get the most amount of
7.    votes. Using the Popular Vote will allow people running for office to win with the actual percentage that
8.    people want and the winner will be more honest.

10.   Section III - Penalties: Bigger states with higher electoral votes won’t matter as much in the final poll.

6.    Section II - Definition: Voter ID legislation is a measure intended to ensure that a registered voter is
7.    who he says he is and not an impersonator trying to cast a ballot in someone else's name. The laws, most
8.    of which have been passed in the last several years, require that registered voters show ID before they're
9.    allowed to vote. Exactly what they need to show varies. Some states require a government-issued photo,
10.   while in others a current utility bill or bank statement is sufficient.

14.   Section IV - Funding: There is an issue with the what are real costs for enactment of Voter ID Legis-
15.   lation. Many say the cost will be high. But using Pennsylvania as an example, the cost of providing

39.   teer transportation to help get people to the ID office. The cost of voter ID has been made to seem like it
40.   is costly to the tax payers. There seems to be a huge difference about this when the cost to the individual
41.   is free and the savings that occurs from the reduced need of oversight for elections to prevent fraud. Also,
42.   during the recent election, the UN sent monitors to observe the voting process. Two things they said was
43.   very interesting. One, the United States is the only country that doesn’t require a voter to show ID, and
44.   second, there where no policemen at the voting locations so people thought they were safe to vote.

47.   Those who support the voter ID legislation think that this will reduce voter fraud, actually save tax payer
48.   monies, speed up the voting day procedures, ensure only eligible ballots are cast, and the legislation it-
49.   self is simple to understand. Over the year voter fraud has been an issue with our elections (Myths vs
50.   Facts), people who were deceased, the same person voting more than once, and those not eligible to vote,
51.   have been the main concerns about not having voters prove eligibility with an identification card. This
52.   amendment will simply require a government issued identification card, like a drivers license or other
53.   various types of available issued cards (Minnesota Office of the Revisor of Statutes). These cards are
54.   available in local communities and only require a birth certificate or marriage license (Myths vs Facts).
55.   These cards are free of charge and are provided for under state services(Myths vs Facts),. By requiring
56.   a government issued card the process to register to vote is simplified and reduces administrative costs for
57.   the state (Myths vs Facts). Typically, 50% of voters 18 - 34 years olds old require registration on Elec-

68.   pretation. One of the main arguments about this legislation is that everyone, in order to vote, needs a
69.   government issued identification card (Commentary). Some people, like homeless, invalids, minorities,
70.   those in assisted living or in other homes would not have the means to get an identification card (Myths
71.   vs Facts). They are qualified citizen, but don't have the ability to get out and get the cards unless pro-
72.   vided with help (Myths vs Facts). This is also related to an increase in taxes to pay for the additional
73.   identification cards, or called a poll tax (Myths vs Facts). Overall, not having an identification card will

78.   brought before the Minnesota Supreme Court recently by, "the League of Women Voters and others had

7.    Section II - Definition: A drug test is when a person has their urine, saliva, hair, or sweat examined to
8.    detect if they have used drugs or are under the influence of drugs. A clean drug test is when a person takes
9.    a drug test and the test results show no drugs in their system. Welfare is when the government gives fi-
10.   nancial assistance to lower income Americans who need help economically and Americans also receive
11.   benefits.

13.   Section III - Penalties: The penalty for this bill would be that if the citizen seeking welfare benefits
14.   does not pass the drug test, they will not be able to receive the welfare benefits. The citizen will have to
15.   wait another sixty days before they are allowed to take another application and test.

17.   Section IV - Funding: The funding for the welfare drug tests would come from the citizen who is seek-
18.   ing the welfare benefits for their family. The projected cost would be somewhere around thirty dollars.
19.   Upon the welfare recipient passing their drug test clean, the state would then reimburse them of their
20.   thirty dollars. However, if the recipient is to fail their drug test, they would not be reimbursed.

22.   Section V - Enforcement: This bill will be enforced by making citizens who meet the welfare benefit
23.   requirements and wish to pursue those benefits, to schedule a drug test as part of their application. If the
23.   citizen chooses not partake in the drug test then their application will not be accepted. If a citizen takes
24.   the drug test and fails then he or she will have to wait another sixty days before they are able to receive
25.   another application.

5.    ment, vehicle control skills and a driving performance test.

7.    Section III - Penalties: If the skills test is not completed prior to enacted deadlines, the offender's li-
8.    cense will be invalidated. Following invalidation, the offender will have two weeks to complete the skills
9.    test, if they do not complete the test in the allotted time, their license will be revoked.

11.   Section IV - Funding: Funding will be provided by an increase on the sales tax of vehicles in the state

20.   The problem behind this is that in the next 20 years, the number of elderly drivers is predicted to triple
21.   in the United States. Statistics show that older drivers are more likely than younger ones to be involved
22.   in multi-vehicle crashes, particularly at intersections. In a NHTSA study, they found that seniors were
23.   accounted for 13% of all traffic fatalities, 13% of all vehicle occupant fatalities, and 18% of all pedes-
23.   trian fatalities. Because of the increase of senior citizens now, we need to put a halt to the accidents
24.   caused by them.

24.   (NHTSA) showed that for every 100 motorcycle deaths, 37 lives could be saved by if they would have

23.   over 75 years old. Hearing when you're driving makes you more alert.
