Council Meeting
December 4, 2012
The Henning City Council met Tuesday, December 4, 2012 at 5:30 PM in the Council Chambers. Present were
Mayor Jim Hermanson and Council Members Beno Lohse, Doug Trana, Nancy Oseien and Dave Brutlag. Also
present was Chad Koenen, reporter.
Minutes of the November 13 council meeting were approved. M-Lohse, S-Brutlag; M/C.
Claims for the City of Henning and Willow Creek were approved for payment. M-Lohse, S-Oseien; M/C.
A question from Murray Lippy regarding the policy for snow removal on sidewalks was heard. Councilwoman
Nancy Oseien had a copy of the snow removal policy. It states that the City is responsible for snow removal on
City owned property and homeowners and business owners are responsible for their sidewalks. Councilman
Brutlag stated it might be a good idea to put a notice in the newspaper regarding this.
Superintendent Grabe made a recommendation that the City adopt a written sewer policy regarding sewer pipes
that are replaced. When sewer pipes are being replaced the City would replace the entire section of pipe from
the main to the property line. The homeowner would be encouraged to replace their pipe as well at their own
expense. After the new line is put in, the City would turn over ownership of the pipe, from the house to the main,
to the homeowner. He recommended that the policy apply to all of the homes on Front street from Hipple to
Marshall, and include all of the services that have been repaired this year.
At 6:00 PM the Council recessed.
At 6:01 PM the Truth in Taxation Hearing was called to order. Mayor Hermanson reviewed the amounts of the
proposed tax levy. There were no questions from residents. Resolution 2012-19 Adopting the Proposed Levy
Approved in 2012 for Tax Levy Collectible in 2013 was brought to motion by Oseien, 2nd by Lohse. M/C on roll
call vote.
The Truth in Taxation Hearing was closed at 6:05 PM.
The Regular Council Meeting was reopened at 6:05 PM.
Superintendent Grabe reviewed the current policy for converting to underground electric service. Presently, we
charge the homeowner for half the cost of the wire. It was his recommendation that since we are moving
towards having all services underground anyway, the conversion be done at no cost to the homeowner. He also
recommended the adoption of a policy requiring communication companies to place any new facilities
underground. He will provide a rough draft of a policy in the near future.
Grabe provided information for the purchase of a dump truck. After consulting with Jim Haberer, it was advised
to purchase a flex fuel vehicle as most diesel vehicles require extensive repairs. The Council was in unanimous
agreement that he should check further to see if a 2011 or newer dump truck could be purchased in the $30,000
to $35,000 range.
Mayor Hermanson reported the Haugdahl farm lease expired in April 2012. Currently, they pay the cost of
electricity to operate the irrigator. The Council agreed that Mayor Hermanson should meet with Dick Haugdahl
to review the terms of a new lease and continue to have him pay for actual electricity used. The second farm
lease the City has with Cichys was also discussed.
There being no further business, the meeting was adjourned at 7:00 PM.
