TOWNSHIP OF MAHWAH
JANUARY 9, 2013
The meeting of the Environmental Commission was called to order at 7:35 p.m. by
Richard Wolf, Chairman. The Opening Statement was made.
The Chairman welcomed new member, Chris Kiene, as well as reappointed member,
George Esty. Roll call was taken.

The Minutes of the meeting held on December 12, 2012 were approved as submitted.
Several items were discussed as part of an ongoing dialogue among Commission
George Esty recommends purchasing books “Laws for New Jersey Trees” for each
member. George also recommends continuing membership in ANJEC.
Rich Wolf is interested in pursuing changes to the township ordinance allowing us to add
two alternate members to Environmental Commission. Also discussed question: If a
shade tree commission is formed in Mahwah, should it be combined with Environmental
Commission or be a separate commission?
Rich feels the biggest impact of trees is damage to utilities. We need a consistent
program of pruning and tree replacement.
Rich asked Jane to find out if the master plan is on the next Planning Board agenda.
Rich will follow up with Brian Campion about ordinances.
Rich asked Chris Kiene to review a CD George brought from Shade Tree Federation
meeting about (a core presentation) tree preservation and tree inventories.
George also asked about having the property maintenance inspector Tom Mulvey attend a
future meeting. No date was specified.

Memo to Administrative Officer:
“The Environmental Commission reviewed the Soil Movement Permit Application,
landscape plans and tree preservation form for construction of a formal landscaped
entranceway to a previously approved assisted living facility.
The application proposes exporting 11,734 c.y. of soil. We note that the selection of
shrubs includes several varieties which are susceptible to deer damage. We recommend
substitution of more deer resistant plantings. The applicant can contact the
Environmental Commission if more information on deer resistant plantings is needed.
The tree preservation form states that 91 trees will be removed from Lot 120.06 and 9
trees will be removed from Lot 5. There will be 54 replacement trees plants.
The application is approved with comments.”
Two tenant applications were reviewed and approved: Pro Source Shop, Inc. at 19
Industrial Avenue and EZ Dynamics Auto Repairs at 147 Franklin Turnpike.
Reviewed a copy of report submitted to NJ DEP by Algonquin Gas Transmission LLC on
project to upgrade Mahwah station. Rich Wolf is interested in reading the section of the
application on riparian zones. Jane will ask the township clerk is it is on file in her office.
We received a letter from Boswell Engineering concerning drainage improvement on
West Airmount Rd. and a renewal statement for ANJEC 2013 membership dues.
It was decided to renew the ANJEC Membership ($290.00) plus ANJEC workshop plan
($60.00) for a total of $350.00. All were in favor of this expenditure.
It was decided to purchase publications from New Jersey Shade Tree Federation as
3 copies of Laws for New Jersey Trees @ $12.00 each for a total of $36.00, and
3 copies of Trees for New Jersey Streets @ $12.00 each for a total of $36.00.
A motion was made for this purchase of $72.00 by George Esty; seconded by Carol
Phiefer. All were in favor.
Chris Kiene presented an application for Mahwah to join Tree City USA. There was
interest in this application by Commission members. We need to follow up on items
needed for the application.
Rich Wolf said it should be possible to tie Tree City USA into Sustainable Mahwah
requirements. He will be speaking to Brian Campion and the Mayor about moving
forward. Karin LaGreca has volunteered to help.
Carol Phiefer asked for an updated membership list. Jane will supply.
Gregg Sgambati asked about getting wireless internet (WIFI) in the upstairs conference
room. It would be helpful during meetings and the cost is small. Rich Wolf will speak to
the Mayor about it.
At the next meeting, discussions will continue on shade tree issues and moving forward
with Sustainable Jersey certification.
The meeting was adjourned at 8:50 p.m. following a motion by Gregg Sgambati;
seconded by Dick Seibert. The next meeting will be held on Wednesday, January 23,
2013 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
