JOB TITLE:                           Human Resources Manager

RESPONSIBLE TO:                  Currently Deputy General Secretary

SALARY:                                        Band 4

RESPONSIBLE FOR:                       Management of HR team

JOB SUMMARY:
Responsible for providing United Reformed Church (URC) General
Assembly and Church House with a comprehensive human resources
service and ensuring that policies and procedures are in place to achieve
agreed priorities and objectives.


                   Principal responsibilities and duties

Policies and procedures
To:

   1. develop, monitor, review and recommend to Human Resources
      Advisory Group (HRAG), employment policies and procedures for
      central staff (General Assembly and Church House) in order to meet
      the staffing needs of the central URC and legislative requirements.

   2. advise Church House management regarding URC HR Policies and
      Procedures, ensuring they are applied fairly and consistently for
      central staff.

   3. advise HRAG and Church House management on any relevant
      employment law requirements and provide guidance on all staffing
      issues.

   4. to foster links with ecumenical partners and identify, recommend and
      implement as appropriate, opportunities for shared HR working.

Appointments
To:

   5. provide HR support throughout recruitment, appointment and
      induction process for central staff.

   6. support the General Secretary in the appointment and review of synod
      Moderators.

   7. facilitate sound employee relations; identifying potential / current
      issues and advising HRAG and managers on the appropriate course of
      action.

Training and Development
To:

   8. in conjunction with line managers, analyse and identify training and
      development needs, producing a training plan for Church House.

   9. ensure training needs are being met and where appropriate organise
      training identified from appraisals and reviews, determining the best
      method of delivery, and ensuring that all training is timely, effective
      and within budget.

HR administration
To:

   10.oversee the administration of all contractual information, personnel
      practices and procedures and the maintenance of a confidential
      personnel database.

   11.implement, in conjunction with Finance, the company car scheme.

   12.act as secretary to the Human Resources Advisory Group.

Management
To:

   13. manage the Church House HR team, ensuring that staff are
      appropriately trained and deployed such that a high quality service is
      provided to Church House.

Advice
To:

   14. research, analyse and report people-related data to HRAG and
      Church House management to meet current and potential needs.

   15. review regularly and report as appropriate to the Remuneration
      Committee and HRAG, external comparative remuneration trends and
      cost of living data in order to make recommendations concerning staff
      salaries.

   16. recommend to HRAG changes to terms and conditions of employment
      for church house lay staff.

Budget Control
To:

   17. manage the HR team budget.

   18. administer the Equal Opportunities budget.


Relationships

The post holder will be expected to work closely with:

      All central staff in respect of personnel matters.
      All Church House managers in respect of personnel matters.
      Relevant committees in the planning, development and monitoring of
       policies and procedures relating to the personnel function and the
       management of Church House.
      The Chief Finance Officer in relation to budgetary and other financial
       matters.
