POSITION PURPOSE: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted

Administers all procurement activities from the development and implementation of the sourcing strategy to the management of contracts and the supply base for assigned commodities.
DESCRIPTION OF DUTIES: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major and result of the task. Example: Types correspondence, reports, and other various documents

Responsible for the administration of all procurement activities from the development and implementation of the sourcing strategy to the management of contracts and the supply base for assigned commodities. Collects and analyzes commodity data and develops an internal and external commodity profile. Conducts qualitative and quantitative supplier analysis. Maintains documentation on progress and results achieved. Participates in the development of an annual Strategic Commodity Plan for assigned commodities and monitors performance to plan. Maintains documentation on model used. Utilizes a Total Cost Management methodology to establish best value when sourcing within assigned commodities. This methodology includes the use of tools such as Total Acquisition Cost Models and commodity specific pricing models.

Establishes and chairs an agency-wide Commodity Council for assigned commodities in order to establish a team approach to commodity management. Works with subject matter experts and internal customers to gather and assess agency requirements. Develops Requests for Information (RFI), Quotation (RFQ) and Proposal (RFP) and Invitations to Bid (ITB) with potential suppliers. Assesses results, documents recommendations and communicates results to agency representatives and suppliers. Participates in the development of fact-based negotiation strategies, utilizing the negotiations spreadsheet, and assists in conducting negotiations with suppliers. Develops and maintains supplier contracts. Monitors agency compliance to contracts. Manages supplier relationships, tracks supplier performance and communicates supplier performance feedback. Monitors supplier corrective action plans for quality, delivery and inventory performance. Identifies commodity specific cost savings strategies and inputs these strategies into the Cost Savings Tracking System. Reports actual savings to goal. Identifies, establishes goals, and communicates women and minority supplier sourcing opportunities. Monitors women and minority supplier spend within assigned commodities. Provides direction to and works closely with commodity team, assigned contract coordinators, and business analysts. Reviews requests and provides recommendations for emergency purchases, sole source purchases and no substitute purchases. Performs all other related duties as assigned.
