MEASURE'S PURPOSE: Establishes a new program within the Department of Agriculture to distribute agricultural food commodities to food banks; establishes a grant program which would award grants to be used to purchase and distribute agricultural commodities to food banks; establishes a Surplus Agricultural Commodities Advisory Committee and set its membership and its mission; establishes a Surplus Agricultural Commodities Fund. PROVISION/MECHANICS: This legislation establishes a new program within the Department of Agriculture to distribute agricultural food commodities to food banks. The bill establishes a grant program which would award grants to be used to purchase and distribute agricultural commodities to food banks. The requirements for those grants are set forth and grantee reporting requirements to the department are established. The bill establishes a Surplus Agricultural Commodities Advisory Committee and a Surplus Agricultural Commodities Fund. The bill provides a requirement for the commissioner of Agriculture to promulgate administrative regulations necessary to govern the established programs. FISCAL EXPLANATION: This legislation provides language which make its provisions dependent upon the availablitity of funds.
