ACTIVITIES IN OCTOBER 2004 On October 4 – 6 2004, Miralem Turisnovic and Emir Sejranic participated in 3rd youth conference of Upper Drina Region, which was held in Visegrad. Around 100 participants (youth activists) from Croatia, Macedonia, Slovenia, Serbia and Montenegro and Bosnia and Herzegovina participated in the conference, as well representatives of some international organisations/embassies in BiH. Within conference there were discussions on three topics: “Perspectives of establishment of youth councils in BiH”, “Recommendations for more active youth participation in public life” and “Party or non-party youth engagement – strengths and weaknesses”. Besides working part of the conference, there were also visits to cultural and history monuments and entertaining and cultural program.
Activities in the project “Youth and Local Authorities” On October 4 2004, in Visegrad was held the meeting between representatives of hCa Tuzla (Miralem Tursinovic and Emir Sejranic) and representatives of Youth Council of Upper Drina Region - SMGDR (Dusko Krsmanovic and Marijana Carapic). During the meeting we talked about starting of the project activities in Podrinje region, as well about the activities for future period. On October 15 2004, in the office of hCa Tuzla was held the meeting between coordinator of the project “Youth and Local Authorities”, Emir Sejranic and coordinator of the same project for region North Bosnia, Luciano Kaluza (Youth Union Teslic). Luciano Kaluza reported about implemented activities in last period and plans for future activities. Within project “Youth and Local Authorities”, local partner in Podrinje region – SMGDR organised public debate in Cajnice, where young people had opportunity to ask questions and present their opinions about the problems they face in this municipality. We have to point out that the respond of young people was very good, since it is a small place. The general opinion is that young people in this place have few activities that could satisfy needs of young people, and that it is needed to work on better organisation of young people. Project “Youth and Local Authorities 2004” is supported by “National Endowment for Democracy” (NED) Washington, USA and IKV, The Netherlands. On October 26 2004, representatives of hCa/ORC Tuzla, Emir Sejranic and Miralem Tursinovic, held the meeting in Tuzla with representative of the organisation Abrasevic from Mostar, Asmir Sabic. We talked about possible cooperation in organisation of the round table “Inter-cultural Relations and Influence in BH Society – The Issue of Language and Education in Building of Cultural Identities”. This round table should be organised in Mostar at the beginning of November 2004. On October 27 2004, representatives of hCa/ORC Tuzla, Emir Sejranic and Miralem Tursinovic, together with representatives of Embassy of Local Democracy from Sisak (Croatia), representatives of the municipalities Petrinje, Daruvar and Slunj, participated in the meeting with Mayor of Tuzla Municipality, Mr. Jasmin Imamovic. We talked about regional cooperation, models of good practice, cooperation of governmental and non-governmental organisations and possibilities of more active engagement of those municipalities and NGOs within activities in Euro region “Dunav – Drava – Sava”. During October hCa Tuzla worked on preparations of Youth Conference, which will be held in Tuzla on November 22 – 25 2004. Participants will be youth activists from countries of ex-Yugoslavia. Youth conference is supported by Cordaid, The Netherlands. hCa Tuzla also worked on preparation of the Annual Assembly of Citizens Pact for South-East Europe, which will be held in Tuzla on November 25-26 2004. As continuation of the activities of expert meeting held in Tuzla on April 15-16 2004, titled “Inter-cultural Relations and Influence in BH Society – The Issue of Language and Education in Building of Cultural Identities”, hCa Tuzla worked on preparation for organisation of two round tables / expert meetings in Banja Luka and Mostar. The round table in Banja Luka will be organised by hCa Banja Luka, and in Mostar it will be organised by organisation Abrasevic. Both round tables will be organised at the beginning of November 2004. Round tables / expert meetings are supported by Hivos, The Netherlands. In October ORC Tuzla implemented regular activities (distribution of information, monthly bulletin, support to youth organisation in their work, etc.). On October 4 – 7 2004, representative of hCa Banja Luka, Bojana Mijic, together with two representatives from BiH, participated in the world conference on youth employment. The conference was held within world network YES (Youth employment Summit) in Boca del Rio, Mexico. The aim of the participation in the conference was to perceive possibilities of involvement of this region into the world network and starting of projects that would facilitate employment of young people here. On October 20 – 31, representatives of hCa Banja Luka participated in 8th Youth Meeting of Republic of Srpska, organised by Youth Union RS, which was held in hotel “Kardial” in Teslic.
On November 24 – 28, within project YOUthMOVE, in Livno, will be held winter school of young councillors who, after October elections, have their place in municipal councils. Beside workshops that are aimed to develop cooperation and youth programs at local level and many lectures, international organisations will have opportunity to present their plans for young politicians in next period and ways how to involve them in the programs. PLANNED ACTIVITIES FOR NOVEMBER 2004 Holding of Expert meetings in Banja Luka (November 2) and Mostar (November 10) titled “Inter-cultural Relations and Influence in BH Society – The Issue of Language and Education in Building of Cultural Identities”. Organisation of youth conference for youth activists from the territory of ex-Yugoslavia “Youth of Western Balkans – position, challenges, threats”, in Tuzla, on November 22 – 25. We expect participation of around 30 youth and peace activists from Macedonia, Serbia and Montenegro, Croatia and Bosnia and Herzegovina. The topics that will be discussed at the conference are: “The Issue of Language and Education of Youth – Do We Speak Same Language?”, “Religions and Youth Idols” and “The Issue of Cultural Diversities/Similarities of Youth”. Publishing of booklet – address book of youth organisations in Bosnia and Herzegovina. ORC Tuzla in last period collected information for data base and address book. The booklet will be printed by the end of month, when it will be distributed to our members by mail, but also to all other organisations in BiH and abroad. After we won 2 World Cups and European Championship, Nina Mesanovic and Senad Softic won World Championship on October 23 2004 in Shaffhusen, Swiss. None of the dance pairs in pioneer or junior category succeeded to make such results in one year. At Friday, October 29 2004, our members together with GKUD Bosna from Tuzla held performance in House of Soldiers in Tuzla. Many citizens were present, and they were very satisfied with dancers in acrobatic r’n’r, Latin dances, show dance, break dance and folk dances, and with musicians and singers from GKUD Bosna. We will have presentation of our activities and retrospective of the Festival of short movie held in Mostar on September 16 – 19 2004. Mostar Festival of Short Movie is held once a year, and this was the third one. In December film club will participate in the project “Film Week, Bihac”, where we will present ourselves with showing of French movie. We will also participate at the Festival of Alternative movie in Belgrade and Vojvodina Film and Video Festival in Novi Sad, where we will show retrospective of the best movies from Festival of Short Movie in Mostar, On December 15 – 20 2004. In next year film club will start mobile cinema. Photo project currently works on making of calendar titled “Faces of Mostar”, which will be distributed in USA. Used photos are in black and white technique and the aim was to show beauties of unity of diversity in this city through different portraits of the citizens of Mostar. Sanja Manic, Svijetlana Sakic and Goran Srsic are three photographs of Mladi Most who are working on the calendar, as well volunteer Lauren Eby from Chicago. Sanja, Svijetlana and Goran are also leaders of the workshop pf black and white photography, and this is one of the most visited workshops in Mladi Most. This year, soon, we will open workshop of digital photography. Sexual and reproductive health of young people in BiH is the project that lasts whole year and it will be finished on December 31 2004, main coordinator of the project, Ana Marincic, hopes that cooperation with donors of the project, IRC and UNFPA, will be continued in 2005. Project is implemented at the same time in Sarajevo, Bihac, Tuzla and Mostar. Beside distribution of promotion material and condoms at all youth events, project also organised educational lectures in schools in Mostar. Tita b.b., Gradacac e-mail: ermina@kultbih.org Association Cult, with its four offices, its activities and work in public life tries to create democratic environment where authorities will be partners to NGOs and with joint efforts make life of citizens more qualitative and better. Cult, main office Sarajevo works on making of planned game about functioning of European Union. Also in this month, members of the Cult held several workshops about improvement of the work of new and inexperienced NGOs. As the main problem of youth organisations, volunteers mentioned: weak
cooperation with local authorities, lack of institutional care about youth, lack of sustainability for organisation (lack of financial means and human resources), intolerance among the organisations. During the workshops we noticed that young people do not have knowledge about municipal authorities, not to mention higher levels of the authorities. So it is understandable that they do not know how to have influence on changes in their community. On October 1 2004, Cult office Gradacac implemented campaign “Youth Decide” (Youth and local elections in BiH) in cooperation with other youth groups in BiH. Within campaign we distributed flyers to young people and posters in the city. In period September 27 – October 10 2004, Cult office Gradacac, implemented campaign “Buying of Domestic Products Creates Conditions for Employment”, with assistance of Bospo Tuzla and CRS. In that period activists of Cult visited ten companies and asked for their products for degustation, which was planned for October 10 2004. The companies were very helpful and supported our action by donating their products. We also visited Mixed High School “Hasan Kikic” Gradacac and Gymnasium “Mustafa Novalic” Gradacac and invited professors and pupils on public tribune. Invitation of support in organisation of this campaign was sent to Economic Chamber of Tuzla Canton and Federation BiH, but they did not respond. In that period we implemented poll “Do We Buy Domestic Products?”. Poll results were presented at the public tribune held on October 10 2004. In the second week of campaign (October 4 – 10 2004) at Radio Gradacac was broadcast jingle of the campaign 40 times a day. Representatives of radio were present at the final day and there was article in the newspapers about the campaign published on October 13 2004. In the second week of the campaign we also distributed flyers and posters in the city. At Sunday, October 10 2004, in front of the cinema in Gradacac we placed stands with domestic products that we offered to the citizens. Following companies participated in the presentation: Mingos Coffee Gradacac, Intersenko Gradacac, Hod Gradacac, PMG-VIP Gradacac, Indira Gradacac, PMTrade Gradacac, Merx Produkt Gradacac, Menprom Tuzla, Hidra Co Gradacac, Bosna Coffee Gradacac. During presentation we distributed flyers, booklets and T-shits with inscription “Domestic Product – More Jobs”. At the same day, at 14.00 hrs we held public tribune “Buying of Domestic Products Creates Conditions for Employment” in the cinema in Gradacac. Besides public invitation for tribune, we sent invitations to directors of 30 companies in Gradacac. None of them showed up at the tribune. Invitation for participation at the tribune was sent to local authorities as well, but they also did not send their representative. Speakers at the tribune were: Muhamed Bilajac, president of the Association of Tradesmen «Gradacac» Gradacac, doc. dr. Midhat Jasic, professor at Technology Faculty at Tuzla University and Vahida Omerovic, professor in Mixed High School “Hasan Kikic” Gradacac. Activists of Cult Gradacac participated in the seminar “Making of Business Plan and Starting of Mini Business”, which was held on October 16 2004, organised by GTZ Sarajevo and OSCE. Our members also participated in the course of handicrafts – painting of silk shads, organised by DEZA-GTZ Gradacac. The course was held on October 23 2004 in their office, and handicrafts are exhibited in BZK “Preporod” Gradacac. On October 31 2004, activists of Cult Gradacac organised celebration of Halloween in café bar “Café del Blondi”. We organised competition for the best mask, and the place was decorated in appropriate way (pumpkins, masks, dolls, “witch drinks, etc.).
Cult office Gradacac started program of care about highly educated volunteers and beginning employees in Gradacac municipality who are not employed. Cult office Tuzla will help us in this, since they helped in solution of this problem in Tuzla municipality. Cult is looking for NGOs where members of Cult could volunteer for several days, to get new knowledge and experiences and to apply them in our work. Our escort was 2 police cars and motorcycle. The winners of the race are: I place – Miralem Omerbasic II place - Husein Delic III place – Matijas Lemut The aim of this activity was to visit the villages around city of Odzak, hoping to get new members. Our aims were achieved completely. Our plans for next month are: Visits, gatherings and helping to people with special needs; Celebration of November 20 – universal children’s day; Organisation of talent night in our city in cooperation with local radio Preporod Starting of our own radio show. Members of our centre meet twice a week, till now we had 15 active members and 30 members that visit centre periodically. YOUTH CENTRE “PINKLAND” BANOVICI Branilaca Banovica 37, 75 290 Banovici tel/fax: 035 874 114 e-mail: oc.pink@bih.net.ba web: www.pinkland-ba.cjb.net Youth centre “Pinkland” Banovici achieved aimed from the project through regular, free-time and extra activities, as well through other events. 17 young people, in 6 groups, passed three-month computer course, which means that they learned how to use Word and Excel programs. Web team has 13 members and they worked on construction of our web site. This team works continuously. RDG team has 15 members who made new design for “Pink times” and participated in making of promotion material (booklets and CD). This team works continuously. 16 young people participated in art section (beginners) for three months. Three of them were directed into permanent group. Youngsters learned drawing and cutting techniques, work in watercolour and tempera. Permanent group worked in tempera and oil techniques and during three months they painted 12 paintings. Part of them was presented at the Fair in Sarajevo. This group has 7 regular members. Beginners in fashion design, 16 of them, during three months learned how to draw contours of human body with model pose, and they also learned to harmonise colours and fashion details. Permanent group of fashion designers, who has 8 girls, prepared and selected models for making of catalogue. They also successfully sew two models that were presented at the fair.
Dance section has 28 girls in two groups. Younger group has 20 children who learn dance steps, body position and sequences, and older group that has 8 girls made two choreographies and had performances at box match in occasion of the Day of the Municipality and at the fair in Sarajevo. Sport section includes sand volleyball for men (6) and women (5) and table tennis (30). Young volleyball players participated in two tournaments. Table tennis players learned basics of serving and movements in launching of ball. Music section has the most members: 4 bends with 5 members, solo singing 8 members, choir of Islamic religious songs (ilahije) 12 and music school 6 members in three months. Bends rehearsed 2 – 3 songs, solo singers participated in OBN talents, choir ilahije rehearsed two songs, and in music school (keyboard) youngsters learned solfege, dynamics, position of fingers, two compositions… Journalist section has 12 members, who follow the work of the centre. During reporting period they placed two wall newspapers and edited magazine “Pinktimes” that was printed in 200 copies. Model group is divided in two groups: young that has 10 members and who are learning basic steps and older that has 8 members. Two members from the older group were models at the fair in Sarajevo for creations made by young fashion designers. Eco section has 11 members. Within the work of the section we held one round table, where 25 young people from the centre participated, and they also organised one action. In free-time activities we had about 240 young people. Other results and aims We enrolled 40 children in the centre. More then 1000 young people gathered and integrated through regular (470) and extra activities: drawing on the street (140 direct and around 500 indirect participants), picnic in nature (70), camping in Gorazde and Borje (18), visit to Sarajevo Film festival (50), volleyball tournaments (60 direct and around 400 indirect participants), promotions (65). During reporting period Youth Council held 6 meetings. One child will continue with regular education. Six children passed to semi-finals and four to the finals of OBN talents. At the audition participated 50 children, 6 of them passed to semi-finals. At the semi-finals participated 30 young people from 6 municipalities of BiH, and 4 of them who passed into the finals are from our centre. Whole event was covered in media. Support from local community is enlarged through organisation of the activities in local level (street drawing, volleyball tournament…). The work of our centre of continuously observed by local authorities, and with new activities the support is even better. Local authorities recognised importance of our centre in the local community long time ago, seriousness of our work and results we achieve, so they give us some material support like: means for fencing of sand volleyball, coal for heating of the centre, etc. We recruited one volunteer from grown-up youngsters into eco section. 25 young people actively participated in promotion of European Charter at Local and Regional Level. Youth centre improved cooperation with young people in wider region through international youth camp, organised by NGO “Zdravo da ste”. Our centre became member of the network “Together Still”. The aim of this network is establishment of joint cooperation with similar clubs in mentioned region through joint meetings and activities. Until now, active participation in the network had youth centres/clubs from BiH/RS (Youth centre Kastel, Young researchers from Banja Luka, DON Prijedor), Macedonia (MIC Tetovo, Biosfera Bitola, OXO Struga), Bulgaria (BASH, Sofia), Denmark (Falken Nakskov, Alborg) and youth organisation from Berani (Serbia and Montenegro). Since August this year
association “Zemlja djece” (including TTC “Telex” Tuzla and Youth Centre “Pinkland” Banovici) entered their program. Same aim was achieved through camping in Gorazde where was 65 young people from Sarajevo, Tuzla, Gorazde, Konjic and Youth Centre “Pinkland” Banovici. Through participation in the Fair of Swiss projects, we presented the work of the centre, exchanged experiences with other organisations; we received verbal acknowledgements both from the organiser and participants of the fair. Many citizens visited fair. We improved living condition for one child. We reconstructed his apartment and gave package of food. It is important to mention that in this month we started project “Compromises with Nature” in partnership with OSCE. Young people learn how to have debate with representatives of the municipality about mentioned subject. Until now we held four workshops, radio show, we published article in Oslobodjenje newspapers, printed and distributed posters. During next month beside regular educational, cultural and entertaining activities we will realise following: We will start self-financing activities: sound studio “Pink Sound” and Internet café Tournament in table tennis at school level Establishment of Parents’ Council and Youth Council. During October Balkan radio broadcast good music, actual information and promoted activities within project, but also continued with broadcasting of our regular shows: STEFAN DION FASHION TIME (show dedicated to fashion) PORTRET (biography and discography of famous artists) Stone in the shoe – what bothers you (TALK SHOW) KRATKI REZOVI – shirt cuts (show dedicated to movies) SRCE, RUKA, LOPATA – heart, arm, shovel (show dedicated to volunteerism) In October, within training program we continued with education for sound realisers and radio production. In the first half of November, Balkan radio starts with realisation of the second cycle of the show Tunnel, within VEZZA project, which is financed by SDC. All information about Balkan radio you can find at www.radio-balkan.com BUILDING OF PEACE AND DEVELOPMENT OF DEMOCRACY PROGRAM Within project “Development of Volunteerism among Young People”, in October we finished education for peer educators. 420 students (representatives of Pupils’ Councils, from of 21 high schools from Banja Luka and Prijedor, from each school 20 selected pupils). During education pupils gained knowledge and skills about leading of interactive workshops, team work, volunteerism, ways of motivating of high school pupils for engagement in volunteer activities, methods of organisation and implementation of volunteer actions in high schools and local communities. During education we made couples of peer educators who started with implementation of program of education about volunteerism with supervision of psychologist and pedagogue in their schools. Project “Development of Volunteerism among Young People” lasts 12 months, and it is financed by SDC/IBHI within Swiss program of support to NGOs in Bosnia and Herzegovina.
At the beginning of October OKC started with realisation of project “Volunteerism – the work that spread optimism”. General aim of the project is development of volunteerism in local community and development of system of volunteering of high school pupils in public institutions. During October selected high school pupils had education about specific categories of children and elderly people. After education, high school pupils started volunteering in Orphan House “Rada Vranjesevic”, Institute for Rehabilitation “Dr Miroslav Zotovic”, Centre “Zastiti me” (protect me) and Centre for social work and geriatrics. It is planned that project will last till April 30 2005, and it is financed by City of Banja Luka and IBHI within Project Activities in the Community. PSYCHOSOCIAL PROGRAMS In psychological counselling office of OKC work 9 psychologists every working day from 17,00 to 20,00 hrs, who give counselling and therapy services to different categories of the population that need those kind of services. VOLUNTEER PROGRAMS AND GLOBAL PARTNERSHIPS “Development of Volunteerism in Bosnia and Herzegovina” is another project which continues earlier started activities aimed to develop and promote volunteerism and possibilities that gives volunteer work. Project includes several activities: Media promotion Awarding of 10 small grants in amount of 1,000 KM for volunteer initiatives State conference on volunteerism in BiH (December 2004) Making of booklet about volunteerism We would like to use this occasion to invite all NGOs from BiH to apply for small grants in amount of 1,000 KM. Projects have to be realised in the period November 20 – December 5 2004. Application deadline is November 10 2004. Applications can be find at www.okcbl.org Project “Development of Volunteerism in Bosnia and Herzegovina” is supported by USDA in cooperation with International Orthodox Christian Charities (IOCC). On October 5-6, in Sarajevo was held video-editing training which was realised by Foundation for creative development, in partnership with 7 NGOs from BiH. Training was held within project “Young People Stay in BiH”. Representatives of OKC will participate in annual assembly SEEYN, which will be held in Krusevac on November 17 – 21 2004. On November 1 – 4, representative of OKC and long-term volunteer will visit Finland to meet the host organisation and persons that will be responsible for volunteer when s/he goes for six-month volunteer work in January 2005. Association “Mladi Tuzle” is association that gathers 70 young and successful people from Tuzla and surroundings. Our members are mostly the most successful pupils of primary and secondary schools, students of acting, psychology, law, music, architecture, medicine, economy, the best teenagers of the city, representatives of some other associations… The first activity of our association is theatre play “Cekat cu te…” Activities of the association in last month: Association “Mladi Tuzle” successfully finished tour in BiH with the theatre play “Cekat cu te…”, with performing of the play in Centre of Culture in Bihac. The hall was full, and that was beginning of successful cooperation with Centre of Culture in Bihac. The play got special acknowledgement out of competition of Bihac festival! Since members of the association recently participated in the project me-myself-and-we, and since they showed their qualities, in last month association was appointed for representative of BiH in the project. Coordinator of the activities for BiH is Elmedina Osmic and Mirza Softic – members of the association. Thanks to our previous results, association became member of the network of NGOs Referentna grupa Tuzla. Thanks to TTC Telex and Association “Zemlja djece” from Tuzla we succeeded to solve our biggest problem, and that is space for work and gathering. Project has been realised since 2003 at the international level. Our centre, as co-organiser, participated in this year gathering and in that way supported peace and reconciliation process, as well establishment of multi-ethnic life. We involved primary school “Novi grad” in the project, with 20 pupils who gathered with peers from two primary schools from Sombor. The meeting was organised in Feketic – Vojvodina and lasted from 14 to 17 October. Participants from Sombor and Tuzla presented their culture, tradition and habits in half-hour presentation. After they returned to their cities, youngsters will make diary of impressions and make boards that will be placed in their schools. The visit of pupils from primary school from Sombor to Tuzla is planned, and of course further cooperation between Ecumenical Humanitarian Organisation and Telex. WEEK OF CHILD Within celebration of Week of Child, TTC “Telex” realised many activities with focus on promotion of children rights titled “I have a right on…”, with financial support from Reference group.
Activity 1: Review of NGOs, primary and secondary schools, when presentation of children’s work was organised at stadium “Telex” (drawing in asphalt) Activity 2: Open competition in primary school “Mejdan” in art and well-reading on the subject “I have a right on…” Activity 3: Joint presentation of Telex, Reference group and primary school “Mejdan”, with announcement of the best works. We awarded 13 prises for pupils of lower and higher classes in the field of art and well-reading. Besides that, children were informed about meaning of the Week of Children, their rights and ways of violation of those rights in everyday life. Music section Bend «NEBITNO» that works within music section were guests in the show “Nedjeljni kolaz”, with the aim to promote this section and centre itself. Of course, our wish is to affirm bends in this way. Advisor in the project “Plan of two days for children of the street” participated in the round table “History, Culture, Habit and Tradition of Roma”, organised by association “Euro Rom”. The aim of the round table was to point out important elements of tradition and culture of Roma. Experiences gained at this round table will be used in the future work on the project “Children of the Street”. At the end they wrote draft of project proposal, which will be finished in future period. We are finalising preparations for start of realisation of the project in cooperation with OSCE about involvement of young people from Teslic municipality in the work of local communities and to contribute in engagement of young people in local self-government. OST is the host of 8th Youth Meeting in Kardijal in Teslic. This event will point on need of young people for more engagement in civil sector. Youth Guild Slovenia looking for partner organisations from SEE The Slovenian youth organisation Youth Guild is looking for partner organisations from South East Europe in order to further develop their project on a non-formal record booklet. Members of the organisation Youth Guild are individuals who join in either project or territorial groups. Project groups are formed on the basis of interest which is not territorially bound. At the moment the
organisation runs a training centre for the NGO sector called Youth Academy, works in the field of street work animation, is active in providing a mobile youth centre called Bus of joy and is specialised in the recognition on non-formal education of young people through a non-formal record booklet. The aim of Youth Guild is to promote active citizenship, free time activities, preventive methods in youth work and participation of youth in society. The Youth Guild is a full member of the National Youth Council of Slovenia and the Centre for information service, co-operation and development of NGOs. Furthermore the organisation has been developing contacts with other youth organisations, both governmental and non-governmental, and institutions working in different fields of youth work. The organisation’s most important project of the last 3 years is NEFIKS, a non-formal record booklet. With this project the organisation would like to emphasise the importance of non-formal and outdoor activities for young people and strengthen the recognition of non-formal education in Slovenia. Main purposes of project: · Promotion of values of non-formal education in Slovenia. · To motivate young people to educate on different areas. · To persuade employers to consider non-formal education as reference by getting job. The greatest challenges for using this method: · Raising awareness among NGO’s in Slovenia that what they do for young people has special value for them. · To persuade the NGO sector that they can really use the record booklet NEFIKS as their tool to promote their work, to get volunteers and to give their work value that it deserves. · Working with representatives of employers, employees and Employment service of Slovenia to promote value of non-formal education and lifelong learning for young people. The direct benefits for users of NEFIKS: · Clear evidence of their non-formal education (also in database). · They can get print outs (confirmation) of any part from their records. · They receive notices about non-formal education in their range of interest. NEFIKS is for young people aged 14 and more, active in different organisations all over Slovenia and also for those who are not members of any NGO. Request for Proposals (RFP) The mission of the EastWest Institute’s Regional and Transfrontier Cooperation (RTFC) Program is to identify and actively to bridge emergent political, economic and socio-cultural dividing lines that threaten inter-state cooperation and sub-regional integration throughout Eurasia. RTFC is currently seeking to identify local change agents able to contribute to the long-term sustainability and institutionalization of regional cross-border cooperation in South-eastern Europe. The RTFC “Micro-Project Launch Fund” (MPLF) will provide small grants (up to 2000 Euros) in support of local organisations that share the RTFC mission and are actively working to bridge severed crossborder relations in South-eastern Europe. Geography RTFC’s Micro-Project Launch Fund will target the following micro-regions: 1. The primary beneficiaries of the proposed initiative are located in the above GPKT target region and, b. Migration Issues Public Service Sharing Youth In Southern Adriatic, RTFC is looking for new and innovative initiatives in the areas of: Natural Resource Management (water, fire fighting, waste disposal) Tourism and SME Development Youth and Culture Cooperation (media, cultural events/exchanges, anti-drug issues) Types of Activity Eligible for Funding and Grant Types The RTFC’s Micro-Project Launch Fund seeks to fund initiatives with the realistic potential for affecting lasting, positive change in the target micro-regions. Projects should clearly address cross-border and transnational issues in the fields mentioned above in order to: ! Register local concerns about cross border issues ! Build capacity to empower citizens to identify practical cross-border initiatives ! Facilitate networking to implement cross-border collaboration ! Encourage information dissemination and knowledge exchange ! Foster dialogue about cross border issues between national governments and affected citizens ! Promote values of tolerance and openness in communities ! Assist communities to respond to the impact of economic and political change Grants will be awarded to support a partnership of organisations from more than one country in the target micro-region. The grants will provide seed funding (up to 2000 Euros per partner) for organisations to meet with their partners, to implement local cross-border initiatives or, to gather for specialized training. Maximum allowable funding per project is 6000 Euros. Each organisation must submit an application and reference the proposed cross-border partner(s). Project details may be outlined in one or all the individual applications. However, an application cover sheet, with background information on the organisation/institution, must be completed and signed by responsible individuals of each participating organisation/institution. Registration, bank and reference documents must also be submitted for each participating organization/institution. Trilateral collaboration is preferred, bilateral cooperation will be considered. Two types of grants will be awarded, Networking Grants and Initiative Grants. Networking Grants Aimed to promote networking, trust building, knowledge transfer, presentation of best practices, lessons learned and models of development among interested stakeholders. The category may include cross border conferences and information dissemination. This category is aimed to foster embryonic cross-border partnerships and networks. Initiative Grants Aimed to provide support for new models of cross border collaboration, including projects aimed to strengthen the capacity, expertise and leadership skills of organisations involved in cross-border initiatives. The category may include model cooperation projects in target sectors, specialized training or mentoring for a cluster of cross-border organisations. Initiative grants would involve some form of capacity building of established networks to foster sustainability of these partnerships.
The category may include, in exceptional cases, requests for funding of feasibility studies for implementation of certain cross-border initiatives. However, applications must include appropriate and substantive supporting documentation, clearly justifying the need of the feasibility study to achieve longer-term change, as well as confirmation of support (contact information) from relevant authorities that the proposed initiative under examination is indeed a priority for the cross-border region. Size of Grant The maximum amount for an award to one organisation under the Programme will be 2000 Euros. The maximum amount for an award to two organisations under the Programme will be 4000 Euros. The maximum amount for an award to three organisations under the Programme will be 6000 Euros. The maximum award for projects to be implemented by individuals, with organisational affiliation, will be 1000 Euros per individual project participant. The award should represent approximately 80% of project costs. The balance of project costs should be made by the organisation/institution(s) and in-kind contributions. Proposals with significant verifiable in-kind contributions to projects will be given preference. Term of Activity The Organisation(s) participating in the project must complete the proposed project activity and/or implement the planned event within a period of no more than six (6) months. Applications for Confidence-building Measures Programme The next deadline for receiving of the applications for financing within the framework of the Council of Europe Confidence-building Measures Program will be 18 November 2004 for projects beginning as of 15 April 2005. Projects, of which the primary aim is to improve intercultural relations, can be submitted by NGOs, local and regional authorities, media and educational establishments. In addition to their inter-ethnic character, projects should be relevant to one or more of the various fields of the Organisation’s intergovernmental work programme, including human and minority rights, democracy, democratic citizenship, media, education, culture, social cohesion, youth, local democracy and transfrontier cooperation. The maximum contribution that can be granted for a one-year project is generally 27,000 €. In addition to the above criteria, as in previous years, preference will be given to projects which fit within one or more of the following categories: * Projects relevant to one or more countries of the Caucasus and South East Europe * Projects promoting the integration of Roma communities * Projects promoting Council of Europe legal standards, particularly in the field of the promotion of human and minority rights * Projects linked to structures set up within or related to the Council of Europe (e.g. Field Offices, Information and Documentation Centres, Local Democracy Agencies, International NGOs enjoying consultative status with the Council of Europe) In addition, as in recent years, special attention will be given to projects aimed at: 1.
