The compelling reason for such compulsory study is to find out if the objectives of this
Short LARP have been attained or not. The External Monitoring Agency will recommend
appropriate supplemental assistance for the APs of this subproject showing the outcome
of study, if the objectives of this Short LARP would have not been attained.

1     INTRODUCTION

25.   This section describes the background, categorization, description of subproject &
scope of work as well as main objectives of land acquisition and resettlement plan.
1.1    Background

26.    The reliable source of energy is considered to be the engine for the economic
growth, so the availability of cheap and abundant energy is a basic necessity for progress
and advancement of any society. It is essential for the provision of quality community
services in the entire sector in daily life. The production cost of the thermal power, due to
escalation in oil and gas prices is much higher than Hydel Power.
27.    The Government of Pakistan requested a loan for a number of renewable energy
projects under Renewable Energy Development Sector Investment Program (REDSIP)
and ADB has agreed and approved the said loan vide No.2286/87- for REDSIP. Within
the loan, a Project Preparatory Technical Assistance (PPTA) was conducted in
cooperation with the provincial Power Cells in Punjab (PPMU, IPD) and Khyber
Pakhtunkhuaw (PK), formerly North West Frontier Province (NWFP) Sarhad Hydro Power
Development Organization (SHYDO) and the Alternative Energy Development Board
(AEDB) as Executing Agency (EA). The objective of the PPTA was to verify and update
existing feasibility studies for future hydropower projects and present the studies
according to ADB standards.
28.     In the year 2004, the Hydro Electric Planning Organization (HEPO) of the Water
and Power Development Authority (WAPDA) of Pakistan carried out a first Feasibility
Study of the Lower Bari Doab Canal (LBDC), at RD 196+954, for constructing a Low-
Head of 5.1 MW hydropower station, about 6 Km before District Okara at village 27/2RA
(Miller). This Okara Hydro Power Subproject is one of the potential sites reviewed and
updated under ADB TA No. 4425-PAK by the PPTA Consultants (M/s ENTEC AG in
2005, hired by ADB). At Tender Level Design, the capacity of Okara HPP has been
estimated 4.16 MW.
29.   The additional sites also reviewed in Punjab under the same loan are Chianwali
(UCC RD 128+250), Deg Outfall (UCC RD 283), Pakpattan and Marala (UCC RD 00)
under ADB TA No. 4425-PAK. The land acquisition and resettlement plan of these sites
according to Tender Level Design and impacts has been revised, updated and submitted
to ADB. Map 1 shows the different subproject sites in Punjab.
30.   This Short Land Acquisition and Resettlement Plan (LARP) for Okara Hydro Power
Subproject has been prepared by PPMU-Resettlement Unit based on the Land
Acquisition and Resettlement Framework (LARF) prepared for the program as a whole.
As such the subproject will comply with the following land acquisition and resettlement
(LAR)-related conditions:
          •     The signing of contract award will be conditional to the approval of short
                LARP by ADB and its disclosure to the APs by PPMU
          •     Commencement of civil work will be conditional to ADB’s approval based on
                the confirmation of short LARP implementation by the external monitor.
1.2    Project Categorization

31.   According to the ADB’s handbook on Involuntary Resettlement, projects are
categorized based on the following benchmarks:
          •     Significant impact: > 200 people are resettled or will lose 10% or more of
                their income generating assets are classified as category “A” requiring a full
                LARP.

          •     Insignificant Impact: < 200 people will be resettled or experience a loss of
                <10% of income generating assets are classified as category “B” requiring a
                Short LARP.
32.   A total of 25 households with population of 142 persons will be affected by this
subproject and less than 200 people are losing their income generating assets, therefore
Okara Hydro Power Subproject is classified as category “B” and a Short LARP has been
prepared for implementation accordingly.
1.3    Description of the Subproject

33.    This Okara Hydro Power Subproject is one of the potential sites reviewed
according to tender level design by the PPMU-Resettlement Unit for the preparation of
Short LARP.
34.   The objective of this short LARP is to describe involuntary resettlement impacts
and mitigation measures and compensation to the Affected Households according to ADB
safeguard policies statements on involuntary resettlement.
35.     The Okara Hydro Power Subproject with an estimated capacity of 4.16 MW will be
constructed in the Power Canal in by pass arrangements opposite at RD 199+000 of
Lower Bari Doab Canal (LBDC). This proposed run-of-canal hydro power subproject site
is situated in the vicinity of village 27/2RA (Miller) approximately 6 Km from the District
Town of Okara in Punjab and access to the project area can be gained from Lahore
Multan National highway (M5) before approaching Okara city through Okara By-Pass,
turning to right side of National Highway to the canal bank road at RD 196+954 (Fall
Come Village Road Bridge) after railway crossing.
36.    According to the Tender Level Design of the project, a Power Canal in by pass
arrangement including Powerhouse, Headrace Channel, Tailrace Channel, Sub Station
will be constructed on the right side of LBDC in the Government Land being acquired.
O&M Staff Colony, Offices and contractor camps & yard and realignment/expansion of
some portion of 2RA Distributory (Disty) along the Diversion Canal to carry out the water
for three 3R Disty will also be constructed in the acquired land at right side of RD
199+000 of LBDC. The present LBDC will maintain the flow of water in the canal system
for general irrigation system during the subproject construction. The location map of
Okara HPP is given in Fig 1 and Project Layout plan at Fig 2.
37.    There are two falls at RD 196+954 and RD 227+454 of LBDC which will be
combined at RD 199+000 for getting suitable head to run the Power Plant and two
bridges will be reconstructed or remodeled at the same RDs.
38.    New head regulator upstream of existing head regulator of 2R Disty at RD
195+601 and new Disty from RD 195+601 to RD 226+454 including a bifurcation
structure near RD 218 for 3R Disty will be constructed within Right of Way (ROW) of 2R
Disty and LBDC including realignment of some portion of 2R Disty along the Power Canal
in Government Land and no private Land will be acquired for this purpose. Only 1094
trees of Forest Department within ROW of LBDC and 2R Disty will be affected. However
the impacts on these trees can be reduced at the time of final design.
39.     A 6 km long 11 KV transmission line from Power House to WAPDA’s Grid Station
near Okara Town will be constructed within existing ROW of LBDC. For this purpose, an
estimated total of 72 Poles would be erected. All the poles will be installed in the ROW of
the canal as well as the road to avoid additional acquisition of land and associated
resettlement impacts on communities on the route, thus there will not be involved any
land acquisition.
40.   A total of 100.1 Acres of irrigated farm land (Government Land) in which 92.96
Acres placed at disposal of Army Remount Department (leased to Ex-Army Officers
under Breeding Equines) and 7.14 Acres belongs to Irrigation Department, Punjab being
