  Carmel-by-the-Sea will hold public hearings on the projects described in this notice. All hear-
  ings will take place in City Hall located on the east side of Monte Verde Street between Ocean
  and 7th Avenues beginning at 4:30 p.m. or as soon thereafter as the agenda permits. The pur-
  pose of the hearings is to gather public input prior to taking action on the proposals described
  in this notice. Persons interested in the proposals are encouraged to review additional materi-
  als available at the Department of Community Planning and Building located at City Hall on
  Monte Verde Street between Ocean and 7th Avenues, phone number 831-620-2010, prior to the
  meeting date. Following a staff report on each project, all interested members of the public
  will be allowed to speak or offer written testimony.

     7 July 2009 - City Council
     Consideration of an Ordinance to revise the Municipal Code and Zoning Ordinance/Local
  Coastal Implementation Plan returning all design and land use responsibilities to the Planning
  Commission. This ordinance would eliminate the City’s Design Review Board and requires
  certification by the California Coastal Commission.

     8 July 2009 - Planning Commission
     Consideration of a draft of the General Plan Update Project. The General Plan is a com-
  prehensive planning document that describes the City’s goals, objectives and policies and is
  divided into several elements. This project involves the update of the Circulation,
  Environmental Safety, Noise, Public Facilities, Open Space and Conservation elements of the
  General Plan. The Planning Commission is advisory to the City Council on this project. The
  Circulation Element is part of the Local Coastal Program and will require certification by the
  California Coastal Commission.

     12 August 2009 - Planning Commission
     Consideration of a Resolution revising the Coastal Access and Recreation Element of the
  General Plan and an Ordinance revising the Municipal Code and Zoning Ordinance/Local
  Coastal Implementation Plan banning all fires on Carmel Beach. Recreational fires are cur-
  rently permitted until 10:00 p.m. each night on Carmel Beach south of Tenth Avenue. The
  Planning Commission is advisory to the City Council on this project. The project is an amend-
  ment to the Local Coastal program and will require certification by the California Coastal
  Commission.
