ICR 2007 and Century 21 Contests
Saturday, July 14, 2007 Cap Sante Marina, Anacortes, Wash. The IPBA presents the 2007 version of the ICR and Century 21 contests on 07/14/07. The event is a one day two race boomerang contest out of Cap Sante marina. Moorage has been set aside for IPBA contestants. Contestants must make their own moorage reservations by calling the marina, (360)293-0694. Upon arrival, contact the marina staff, on channel 66 for slip assignment and mention the IPBA. The moorage rate for all vessels at Cap Sante Marina is $0.85 per foot plus taxes. Due to limited space we might not all be together, so make your reservations early if you are a group. Friday afternoon will be a potluck Hors d’oeuvre at 4:00 PM at the marina picnic area, so bring your favorite special hot or cold treat and a beverage of your choice. Buffet dinner is Saturday evening July 14th, at 18:30 hrs at Randy’s Pier 61 Restaurant. Tickets are $25.00 US, per person (includes tax and gratuity). Race results will be announced and interim awards given Saturday evening after dinner. Everyone is encouraged to provide an observer if possible. Shelter Bay Yacht Club has agreed to request observer participants from their membership for us. Special Rules For The International Cruiser and Century 21 Predicted Log Races Saturday July 14, 2007
(1) Rules This contest shall be conducted under the Standard Rules for the International Powerboat Association, current edition, as modified by these Special rules. A copy of the Standard Rules is available on request and can be obtained from the Contest Committee. IPBA Rules require that Contestants operate in a safe manner in compliance with All Pilot Rules, Rules of the Road, and Navigation Laws, including local laws enacted by proper authority and applicable to the Contestant’s cruiser in the area where the contestant is operating (Rule 8I). Failure to comply with the Rules of the Road result in a 1% penalty or disqualification (Rule 14a). (2) Observers The race committee will attempt to supply observers for each contestant who does not bring an exchange observer. We have contacted the Shelter Bay Yacht Club, but we have no numbers at this time. Some observer corps members who’ve offered to come up may need accommodations Friday and/or Saturday nights. If you are expecting us to provide an observer please be ready to house and entertain the people whom come out of their way to help us. We encourage contestants to bring family, friends or club members. Observer meeting will be held @ 08:00 hrs at Cap Sante Marina Saturday morning, please be on time. (3) Logs Predicted Logs and Contest Logs shall be completed in ink and shall be submitted to the Contest Committee aboard the Mousetrap, between 14:00 hrs and 17:00 hrs Friday and between 08:00 and 09:00 on Saturday. The completed and signed contest Log shall be returned to the Contest Committee aboard the Mousetrap, ASAP after completing the contest and no later than 16:30 hrs. It is recommended that the error in seconds and percentage of error be calculated by the contestant and returned to the committee in order to assist the committee in calculating the results. Contest Logs shall be accepted only when submitted with the contestant and the observer present together. (4) Time Time shall be in Pacific Daylight Time. A stopwatch shall be allowed only for timed runs, time outs, and verification of reading the Official Time by the Observer in accordance with Rule 80. Only a stop watch will be used for timed runs and shall be available to the Observer who shall confirm the proper time has been run. The stopwatch shall be stopped and cleared when its use is no longer permitted. (5) Throttles Throttles may be adjusted during the contest to adjust RPM plus or minus 10% from the RPM shown on the Log.
(6) Handicap The current IPBA handicap as set forth in the Standard Rule Book shall be employed to get a net percentage of error. For predicted speed less than 7 knots, the handicap for 7 knots shall be used. For predicted speed greater than 23 knots, the handicap for 23 knots shall be used. Predicted speed in knots is determined by multiplying the Official Mileage by 3600 and dividing by the total number of seconds predicted by the contestant to complete the course. Predicted Speed shall be rounded to the nearest 1/10th. (7) Finish Time Flat water speed is the speed of the cruiser at the basic RPM shown on the Log without consideration for wind or current. (8) Awards Token awards will be given Saturday evening after dinner. Final awards will be presented at the annual IPBA meeting and awards banquet 11/17/2007 at the Port Orchard Yacht Club. The awards will be distributed according to page 4 of the IPBA handbook [rulebook] under the heading Awards. (9) Chart and Mileage The recommended chart for this contest is 18423 or any other charts that will help the contestant chart this race. This contest will be made up of two races, with the official mileage of ICR is 26.7 and Century 21 being 16.7 nautical miles. The Century 21 contest will be comprised of the last four legs of the ICR. These distances will not be exceeded. As agreed, this ICR will be scored as two races, consisting of Legs 1 to 4 and Legs 3 to 7 (Finish), however your Predicted Log sheet will be made out as if it was one race. The scoring for two races will be done at a later date for NACA points. (10) 2007 ICR Course Description Preliminary - The contest course lies within the navigable water of the US San Juan Islands. Distances are in Nautical Miles and Yards. Courses are all relative to True North. All of the race will be run at the contestants cruise speed; there are no speed changes. References to Port and Starboard are given in relation to the contestant’s vessel, for instance, “take or pass buoy xyz to Port” means the buoy xyz must be to the port side of the vessel when passing. (11) Chartlet The attached chartlet is intended to assist you in laying out the course. It is not to be used for navigational purposes and it is not to be considered an accurate representation of the course. In all cases, the written Course Instructions and Special Rules take precedence over the information on the chartlet.
ICR & CENTURY 21 CONTEST COURSE DISCRIPTION “CORRECTIONS ARE IN RED” START: Begin with a standing start at a Range of buoy RG ”A” Fl (2+1) R 6s and buoy GC “3” to Starboard between 350 and 400 yards from buoy RG “A”, then follow a course of 90 degrees true until an extension of the East side of the East fuel refinery dock (Lat 48 30’ 28.49” N Lon 122 34’ 04.88’W). Proceed to Checkpoint #1. FL G 2.5s 26ft Light on West side of Saddleback Island abeam to Starboard at 200 yards. Proceed to checkpoint #2 while passing buoy G “5” Fl G 4s Gong within 100 yards to Starboard. R “4” Fl R 4s Bell Buoy abeam to Port between 200 and 300 yards, proceed to Vendovi Island Fl R 6s 13ft 5M “2” light to port at 400 yards, then start Time Run #1 at a distance of 0.85 nm on a course of 330 degrees true. Proceed directly to checkpoint #3. Fl G 4s 32ft “7” Light on Sinclair Island abeam to Starboard at 300 yards. Proceed on a course of 185 degrees true until abeam Fl G 4s 16ft 5M “5” light on Cypress Island to Starboard, then start Time Run #2 on a course of 319 degrees true for 0.250 nm. Upon completion of the time run, proceed directly to checkpoint #4. Northern point of Eastern Cone Island abeam to PORT between 200 and 300 yards, then start Time Run #3 for 0.600 nm on a course of 9 degrees true. Upon completion of time run proceed directly on a course of 300 degrees true until abeam of the West side of Sinclair Island, then start Time Run #4 on a course of 343 for 1.00 nm. Proceed to Checkpoint #5. Buckeye Shoal Fl R 6s Bell Buoy abeam to Starboard at 300 yards, then to check point #6 while passing Tide Point Fl R 2.5s 15ft M light within 200 to 300 yards. Southern Point of Strawberry Island abeam to Port within 200 to 300 yards, then start Time Run #5 on a course of 143 degrees true for 0.600 nm. Proceed directly to Reef Point RG Fl (2+1) R 6s Buoy abeam to Port within 100 yards, then proceed directly to the Finish.
