1 Introduction
1.1 The purpose of this report is to advise Committee of the arrangements for the re-tender of
the Tenants’ Contents Insurance scheme and seek approval to the shortlist to be invited to
tender.
2 Background
2.1 The Tenants’ Contents Insurance scheme is in its third year of a three year contract period
which ends on 3 1 March 2004.
2.2 The number of policyholders currently is 9,650 including 3,205 who have opted for
extended accidental damage.
2.3 Press advertising recently invited indications of interest from suitably experienced and
qualified brokers or insurers.
2.4 Three suitable companies have emerged. This is in line with expectation as there has been
considerable consolidation within the insurance industry.
2.5 All three are acting as broker and they will within the tender process require to obtain
competitive quotations covering price, the extent of cover and the quality standards that a
scheme of this nature demands.
2.6 The present scheme has an option for extended accidental damage insurance and this will
also be requested within the tender response.
2.7 The three names are as follows.
1) Jardine Lloyd Thompson Group plc, trading as JLT Municipal Risks, Perseverance
House, St Andrews Road, Huddersfield
2) AON Ltd, 8 Devonshire Square, London
3) Marsh UK Ltd, 48 StVincent Street, Glasgow.
3 Recommendation
3.1 It is recommended that the shortlist for the re-tender of the Tenants’ Contents Insurance
scheme be approved and that the report be otherwise noted.
