Doris Lee, absent. Javier Amaya, present. Lisa Chan, absent. C. Approval of senate minutes Chair Maldonado: One of the Senators found some minor errors in the minutes from the previous meeting. They will be correct and re-posted so check for them again. D. Approval of the Agenda President Roxanna Sanchez would like to motion to add Nathan Tarossa and Kevin Fu will be added as Item E4 and Jim Sandoval as Item G5, Senator Hector Rivera seconds, it passes with the majority vote. E. Public Forum 1. Caitlin Smith, Highlander- The Highlander is published twice a week, so look out for it. They have made some changes to the format as well as working on the reinstitution of the journalism minor. They have hopes for the future of The Highlander becoming a magazine. They are working on improving the opinions section because students have now shown interest in participating directly in the past. They are asking ASUCR to help them out with this; they would like the campus community to get more involved especially those in leadership positions to voice their opinions. With the elections coming up there is a lot to write about if you are interested you can submit something to them. They would like ASUCR to have more of a voice the paper. If you are interested turn something in to Matios Berhe no later than Thursday for the Tuesday issue and Friday for the Tuesday issue. If anyone has any questions they can go down stairs and talk with someone, also there is a Fleet reporter who is assigned to come in to ASUCR meetings regularly. o Senator Rivera: How should an opinion piece be? o Caitlin Smith: No longer than 600 words, because if it is longer students tend to not read, or not be interested. 2. Whitley Porter, Student Org- Starting an organization called “Truth be Told.” They are currently working on a UCR’s first black history play called “The Truth” Will be on March 15th, 2008. She explains what the play will be about. She hopes to cast between thirty and sixty people. They would like everyone to get involved in helping with this production and especially wants ASUCR’s assistance with helping publicize this event and volunteer. Try outs are November 5th and 6th located in Commons 355. One of the main points she wants to get across in the play is that history is not a color. o Chair Maldonado: Wants to make sure everyone knows that if you help out with this event it goes towards hours for senate o Le Blue: Would like to know what exactly she wants ASUCR to do? Publicize and volunteer? o Whitley Porter: Yes, she already has all the fliers and would like people to help out in passing them out to students and posting them around campus. Also would love for anyone who is interested in any part of the process to volunteer to help out. o President Sanchez: Informs Whiltey Porter that she can come drop them by ASUCR offices any time and they will be put in the boxes for each of the Senators to help pass out and post around campus. 3. David Wall, Safe- The student body submits evaluations on instructors at the end of each quarter and these are used for assessing future personnel assignments for classes. The student body pays for this program to be maintained. He suggests that this should be made available for student review because this would be very beneficial to the students in making wise decisions for classes and having better experience in the classes that they choose. Would like to do a special session to go into depth about this with senate, or committees. This would be a great thing to accomplish this year because it would make an institutional change, somewhere there is much resistance to this. Can email David Wall with any questions at david.wall@email.ucr.edu. o Senator Price: Can we get your contact information? o David Wall: Yes, I will leave info with Kenneth Le Blue. o Senator Rivera: Agrees this is a good idea, but wants to add that it should also be broadened to evaluating advisors. Many students have approached him after hearing he is an ASUCR senator and discussed the possibility of this because of discontent with the current academic advisors. o Davie Wall: Yes, that is something that is currently being worked on; there was a resolution on that during the last session. 4. Nathan Tarossa & Kevin Fu, ASBPo Senator Rivera motions for additional two minutes to be added to their allotted speaking time, Senator Price seconds. The motion passes with the majority vote. Kevin Fu, Chairperson- ASPB would like to continue working to bridge the gap between themselves and ASUCR. They are in an effort to communicate more with the students. The students fund ASBP but do not know what the money goes towards. They are working on a survey for student feedback and launching their website. In the future they would like to work more with ASUCR and really get their names out there. They are currently hiring programming assistants, applications are due Friday. If interested can go to the ASPB Office in Commons 111 and get more details. Want to get the word out to the student body about cosponsorships. Student organizations are often stuck with tight budgets and ASBP helps give that extra boost that they need to make their events bigger. They not only assist monetarily but also help out with all aspects of working on the event and offering the resources available to them. from ASUCR attend their next meeting Wednesday October 29th from 6:007:00pm. Nathan Tarossa, Director of Marketing- Joel McHale the host of “The Soup” is coming November 7, 2008 7:30pm at the Student Recreational Center the show will start at 8. Admission is $10.00 for UCR students and $15.00 for general admission. The band Action Design is coming to campus next Wednesday. Movie Premiere Friday, November 14, 2008, will be screening the new James Bond movie “Quantum Solace.” They will be charging this year, which they have not done in the past; it will still be cheap and cost less than going to see the movie in theaters. They are charging because they have big plans in store this year. o President Sanchez: Would like to thank them for inviting us to the first year success series, hopes they will continue to work together in the future on similar projects because the program was a success and they work well together. 5. Jim Sandoval, Vice Chancellor of Student Affairs- Would like to welcome to the new academic year, and wishes the best as we proceed. Student affairs is working with ASUCR, and now that we are facing a financial crisis and looking at potential budget cuts over the next two to three years we really need to focus on continuing to meet the needs of the students. They are looking at their own budget so that when the time comes and there is a budget cut there will not be a dramatic impact on the students. They would like to work with student leadership in accomplishing this goal. They plan to continue in an effort to expand and enhance student activity on campus and wants ASUCR to be involved in doing so. Working on the second phase of the commons and the Student Recreation Center Expansion to meet the needs of the students. The Student Recreation Center is currently beyond the capacity. Overall they want to promote UCR in general spread and spread the word of the great things about the school and students that attend it. If you have any questions email Jim at james.sandoval@ucr.edu. Chair Maldonado would like to motion to move closed session after item F, Senator Espinoza suggests after Item F, President Sanchez seconds the motion and it passes with a majority vote. F. Reports from the Subcommittees 1. Constitution and By-Laws, Joey Hoang- There were not enough people interested in being on the committee. He sent out and email to the Senators four replied, he needs seven more people for the committee. Hasn’t been able to start working since he does not have enough committee members. o President Sanchez: Wants to remind Senators that they need to be in at least two committees so contact people if you want to be involved in their committee. 2. Bills and Resolutions, Rodman Ngo- He is still trying to get more people in the committee. He has found four friends willing to participate and is working on filling the rest of the spots next week and will be able to begin working when that is done. G. Officer Reports 1. President’s Report, Roxanna Sanchez- There are committees and meetings that she has to attend, and she was not able to this week because of midterms. would like to thank Senator Price and Senator Derrick Hong for attending the meetings she was not able to go to. Something that they are working on is the expansion of the Student Recreation Center and getting an area in Big Bear where organizations will be able to go and have retreats. Commons phase two, scheduled to open the end of winter quarter/beginning of spring quarter. They are working towards getting a Starbucks and Jamba Juice. She is apart of the Reg Fee committee and they are working on student environmental heath committee and working to get that incorporated here at UCR. Wants to get counselors or psychologists on campus for the students because they may need that at times and we currently lack anything like that on campus. Ben and Jerry’s will be on campus November 4, 2008, election day, and they will be passing out ice cream with a little sticker saying something along the lines of “ASUCR thanks you for voting!” or “ASCUR thanks you for registering to vote!” Composite Friday, she will send out an email with more details. It will be located in the commons from 11:00am-1:00pm, if you have class or cannot make it at those times contact her to set something up. Started planning at UCR breakfast, for the first five hundred students, she has done this every year during finals week. Will consist of YumYum doughnuts, Starbucks Coffee and a finals care package. Will pass out a sign up sheet for that possibly next meeting. o Senator Derrick Hong: Starbucks has declined our franchise request, so they are now looking into getting other coffee. 2. Vice President of Campus Internal Affairs, Derrick Hong- Detailed Project Program working on the expansion of the Student Recreation Center the idea of co-ed locker rooms has been turned down. The decision to put in a juice/nutrition bar and grill has been reduced down to just the juice/nutrition bar. So they are working on the plans to update that. Glen Mor Phase II is in the process of program planning for how the next phase is going to be built. Once the plans are finalized and approved the project is slated to be complete by July 2012. With the Registration Fee Advisory he got a crash course on how to read the spreadsheets contained budget requisitions from various departments on campus. List of potential committee members for Campus Internal Affairs, still in the process of interviewing them and finalizing the list plans to get it approved at the next Senate meeting. Working on the Highlander Club’s page as well as the ASUCR website. He has learned how to update the website and now has full access to the site. Committees page has been edited to also show which committees are full for the 2008-2009 school year. Pens have been ordered, 1050 total, they feature a white barrel with chrome trim. Would like to have his interns approved, he has interviewed them and decided that he would only accept the first two Andrea Castillo and Blacna Contreras. There are three positions to be filled but these are the only two for now because they are the only ones that are qualified. Andrea Castillo is highly qualified and recommended by Brian Tan, and is skilled at using Photoshop. Blanca, outgoing and has school spirit, she also knows what she is doing and has great ideas. o Motion to approve interns made by Senator Rivera and seconded by Senator Vicki Dasakis. Motion passes. Senator Rivera would like to clarify; do we normally vote during Officer Reports? Chair Maldonado: Yes, we can do it during the reports and are doing it now for clarity because there are multiple interns they need to be approved and do not want to mix up who’s inters we are voting for. o Go to a closed ballot vote. The interns are approved with the majority vote. 3. Vice-President of External Affairs, Ericka Espinoza- Monday was the last day to register students to vote and it has been a crazy last two weeks. All of the UC’s put together have registered over 40,000 students. UCR’s official number is 3,332 students registered voters. Still in the process of data basing all of those numbers, it was a lot and they should be done by Friday. Currently working on Students of Color Conference, the poster has been designed with help of ASPB and they came out really nice, thank you to them for their help. Deadline for the application to attend is due November 3, 2008. They are limiting spaces to only nine senators or officers from ASUCR because they would like to have a good student representation. ASUCR sponsored buttons “Ask me why I vote,” will pass them around for everyone to take one. Had a phone call this week from Nancy Tubbs director of the LGBT resource center asking about the LGBTI conference that is held every year and ASUCR does help sponsor it. She gave her a response about waiting off a little bit because it is next quarter. Would like to get on of her interns approved, Maristell Navarro, everyone should have a paper with Maristell’s information. Approval of one intern, Maristell Navarro paper with her information. o Senator Rivera: Question regarding the Students of Color Conference, how many students total are we taking from UCR? o Senator Espinoza: This year? o Senator Rivera: Yes. o Senator Espinoza: We are going to be taking approximately ninety to one hundred students. o Senator Rivera: Okay, and who makes the decision to take only nine of us? o Senator Espinoza: We did as a committee. o Senator Rivera: How can he change that? I think it is unfair to just take nine, what if all of us are qualified? o Senator Espinoza: Well, the applications are on a first come first serve basis, and depending on how many students do register to go we can change that. o Senator Le Blue: The point of the Student of Color Conference is to get students involved and empower them to do work. We as senators and officers in ASUCR are already involved so it is good to limit the amount and allow others the opportunity to get involved. o Chair Maldonado: Question portion is over, will allow two comments and then let Senator Espinoza offer feedback. o Senator Rivera: This is what happens when Senators get picked up as interns. He thinks it is bad, and that there is a conflict of interest because Le Blue jumps on board and does whatever she wants to do. o President Sanchez: How many students did you say you were going to be taking? o Senator Espinoza: We wanted to take ninety to one hundred students depending on how many applications we get between now and November 3rd will determine that number. Also limiting it because there is a travel policy that only senators or officers can drive so those that go will be the drivers and be in charge. In the past it has been a mess with just anyone going and this year they want everything in order. Senator Juanita Price motions to extend the discussion two minutes, President Sanchez seconds. The motion passes with the majority vote. o Senator Price: Would like to ask Senator Espinoza to wait and see how many applications she gets in and possibly consider changing the amount of Senators/Officers that can go and possibly take as many as we can. Would like to change to possibly change to take as many as we can. o Senator Espinoza: States she will definitely take that into consideration depending on how many applications they receive, but for now it is limited to nine. o President Sanchez: If you plan to take only nine Senators and only they can drive, how is transportation going to work? o Senator Espinoza: We have twelve-passenger vans, so each senator will be in charge of a van. o Senator Hicks: How many are still open for senators? o Senator Espinoza: That depends on how many applications we get, 1st come 1st serve, depends on how many apply. o Le Blue: Taking consideration what the senators are saying, and they will consider all of this when it comes to the time to make the decision. He would like to ask that if you have something to say to him, please come at him in a respective manner. He respects everyone else and asks that others will do the same for him. Having more senators come is definitely a possibility. Hector motions to approve Senator Espinoza’s interns and President Sanchez seconds the motion. The motion passes. Senator Rivera motions to open it up for discussion. o Senator Espinoza: Believes that it is just personal attacks, and wants to know why there should there be a discussion about her intern. They already discussed it last week and Senator Hong was able to get his interns approved today. She does not see the consistency and believes that they should all be dealt with in the same manner. It seems like everyone is always coming at External. And Senator Rivera made a comment last week about being corrupt and would like to point out that she has good judgment and would not hire someone she thinks is corrupt. o President Sanchez: Maristell Navarro is the reason that they actually did things last year. and she trusts that she will make sure things get done. Also the Senators can see in the office that she is coming in and working. If in a couple of weeks there are problems and you believe it is not working, talk to Senator Espinoza about it and she can remove her from the position. o Senator Rivera: Maristell Navarro has already been an intern; he does not think that she should have a position again. This position should be opened up to freshman and other new people. The point is to teach new students rather than cutting corners but keeping the old people. Senator Le Blue reads a letter from Maristell Navarro: She has brought in the budgets from last year to prove that she is not corrupt. She did not abuse any of their accounts and she salvaged the budget from the abused usage that took place. o President Sanchez motions to close the discussion and moved to vote, Senator Iris Rodriguez seconds the motion. The motion passes. Chair Maldonado: Excuses the Senators that have to leave for class at 5:03pm. Personnel Chair report will move to item G4, so Senator Hicks can leave for class. o With the majority the intern is approved. 4. Personnel Chair, Senator Kristen Hicks- She will pass out list what committee senators are on and who the committee leaders are, she will also email this list so that people do not need to keep asking her. She will provide a closed list for CIA so that the website can be updated. Working with Joon, exchange store idea. Working with relay for life. Always available and if you have any questions email her more readily at ucrpersonnel@yahoo.com or khick001@student.ucr.edu o Chair Maldonado: Has a request for an email to be sent out letting the senators know who is on what committee and what committees still need members so that senators can sign up for these. 5. Vice-President of Finance, Vicki Dasakis- She attended the reg fee on Monday and she is now a part of the mental health committee. Finance committee did not have a meeting this past week because she was very sick. She attached the agenda from the first meeting to her report as well as the budget reports minus the budget report for external, which is really long and complicated. Just minor changes from past history. Trying to be more meticulous about the money and trying to save more money. A lot of time money just sits there and does not get spent and we do not want this to happen. Wants officers to know that if they do run out of money come to see her and see if there is something that can be worked out. One of the major changes was office supplies was moved to the admin account. For this to take place these have to be approved. Gave clubs money from the club contingency account, and also gave Senator Nam money because he stared his committee. This money is for him to be able to buy food and things for his committee. Would like to get her intern approved, Ali Saleh. He expressed interest from spring quarter and recommended by Taylor Steinbacher. Has been in the office and is a diligent worker. o Senator Price: Would like to discuss the budget before voting on it. Does not know if everyone has had time to review the budget to be able to vote on it intelligently. o Chair Maldonado: Its up to the senators if they want to vote on it now or wait to vote on it after reviewing the budgets further. o Senator Dasakis: The finance committee approves people that come in to their hearings; this is the first step of the process. The second step is that the Senate has to approve it also, for it to go into affect. If everyone would like to review the officer budgets that’s fine, but it is necessary to vote on the stuff that is coming out of the club contingency because they have already waited over a week and it is not fair to make they wait longer. o Senator Espinoza: Motions to wait to approve the officer budgets until next meeting, and open up discussion for the clubs, Senator Price seconds. The motion passes. Senator Espinoza: On the list there is a grant for Alpha Tao Omega for $1000, what does that money go towards? How do grants work? Senator Dasakis: Basically, ATO came and asked for $1000 dollars and after much discussion the finance committee cut it down to $790. This money is going towards a philanthropic event that they are going to be hosting. It is things for the event such as food, equipment and fliers. Senator Nam: Suggests approving all of the budgets as soon as possible. They need the money in order to get programs started, and by putting of voting they are delaying the work that needs to be done. President Sanchez: Would like to make sure everyone knows that when it comes to Greek organizations on campus ASUCR can only fund them grants, and they can only do this when it is an open event on campus that does not alienate a certain gender. As long as these conditions are met ASUCR can fund them the grant, and this has been done in the past. Senator Espinoza: When is the event going to be held? And what time? Senator Dasakis: It is going be on campus, November 15, 2008. Senator Eldessouky: It will be from 12:00-4:00pm. The event is called “Gladiator,” will be held at the Student Recreational Center. It is an event to raise money for their philanthropy “Homes for the Homeless,” and this is something they have been working on since last year. Sororities and Fraternities form a team and compete against the gladiators to win a top prize. Senator Espinoza: Actual gladiators? Senator Dasakis: No, the members of ATO are the gladiators. It is non-contact, and has been approved by the Rec Center. Wants to mention that ASUCR has grants to help fund organizations when they have big events and need additional monetary assistance for things such as equipment and publicity. o Senator Nam: Would like to highly recommend getting all of the budgets approved, and would like to make a motion to approve all of the budgets. o Chair Maldonado: Will allow a two-minute recess to review everything before voting on the budgets. Allots an additional two minutes because some of the senators went to the restroom. o Senator Nam: Reinstates his motion so there is not any confusion. o Senator Price: Would like to discuss before voting. o Chair Maldonado: That is what the four minutes were for, to look over everything. We need to move on to the vote. o Senator Espinoza: Motions to make a friendly amendment to the previous motion, to discuss each budget individually. o Senator Nam: Thinks we should vote on it and then if in the future your budget needs more money you can talk to finance about it. o Laurie Sinclair: Has a point of clarification, in the finance committee it is up to them to ask the questions and make these decisions. They vote on approving each report individually. So senate has to approve the reports that have already been voted on individually. o Senator Espinoza: The reason she wants to wait is because there are certain events that may be transferred to internal, and this would affect the budget. o Teresa Perez: They spent a great deal of time looking at the budgets and reviewing them all. This is not even all of the budgets, but this is what has already been looked at and voted. It is causing a problem and they do need to be voted on as soon as possible. The budgets were all looked and approved based on their history in the past five years. The purpose of the finance committee is to do this and go through and approve each budget one at a time. Price: Did not understand that all of the budgets would be discussed at the committee hearing, thought it was only going be the club budgets or she would have attended the meeting. It is the responsibility of the senators to look at this information and pass it. Wants everyone to make sure that they look at it carefully. Also she would like to discuss interns and their stipends at the next meeting. Last year there were interns who came and picked up checks but never did any work, there was no accountability. Chair Maldonado: Okay, that’s fine. o Senator Nam Motions to vote approve Senator Dasakis’ report; Senator Eldessouky sections the motion. The motion passes. o With the majority Senator Dasakis report is approved. 6. Outreach Director, Javier Amaya- The current 2008-2009 Student initiated Academic Preparation funding fro the state is $45, 637. The first hearing will be October 31, 2008 from 4:00-7:00pm. Applications were available on October 15, 2008 and the deadline has been extended to October 29, 2008. ASUCR outreach events funding this year was going to be $2,300, but do to the change of budget it will be $1,500. So he is working on trying to get more money for events. Outreach to Clemet Middle school, the contact person is Allen Gonzales. He would like to get his committee approved before they start working on events. o He motions to have his committee approved; Senator Espinoza seconded the motion. The committee is approved by majority vote. So, there first meeting will be next Wednesday, October 29, 2008, they will meet bi-weekly. 7. Academic Affairs, Johnny Ren- Plans to meet with Michael Paul Wong of the Learning Center this Tuesday, regarding the issue of the learning center needing assistance. Emailed Dr. Ruth Jackson and Anne Freckle about planning a meeting with them discussing the extension of library hours to be open 24 hours during finals week. Went to many different class and met new individuals and got them to sign the petition for library hour extension. Planning on “dorm storming” to Pendtland and will work with Ryan Briones on this. Talked with senator Le Blue regarding his website ihavethatbook.com. Planning on going to the UVT with Lisa Chan next week. Is currently in the process of creating a committee. Elections Chair, Lisa Chano Chair Maldonado: Senator Chan could not be at the meeting but submitted a report, if you have any questions contact her. Move to closed session, meeting resumed at 6:06pm. H. Policy Items I. Action Items J. Roundtable & Announcements Chair Maldonado: Come meet with her to discuss your goals for the year. Laurie Sinclair got big white post-its for the offices if anyone is unsure of what to work on or need ideas of projects to work on. Samantha, Cal Perk: Voter registrations are done and went well. Will be around on Election Day, if anyone would like to help out with the vote contact her. Laurie Sinclair: Working with programs in the commons the day of elections. There will be a live feed of the results all evening. There will be food and drinks as well as various things going on to allow students to watch the elections. Senator Hong’s office will be contributing giveaways. It will take place at 4:00 in the commons and go on as long as the elections and as long as there are still students. It will be open to all students throughout the evening. Needs a list of all interns to make sure that they meet the ASUCR GPA requirement. White Post-its for things to work on when you are not sure what to work on during senate office hours and will be located in the workspace in the back. Senator Le Blue: He is working with getting applications with Students of Color Conference, posters around campus, fliers, and other forms of advertisements. They will be open to allowing more senators to go if there is still an expressed interest. Voter registration is over, if you want to help with “Get Out the Vote” that would be very helpful. Still working on Ihavethatbook.com, a place to go and exchange books, because books are a problem on campus and this would be an easy way to exchange books with other students. Senator Price: Would like to discuss the accountability of interns at the study session next week. Asks Senator Hong to post the agendas on the websites and update senator information. Worked with Samantha for voter registration and met with KAPLAN and seeing if they would be willing to give a discount. Would like to have a personal statement workshop with them on November 20, 2008 4:00pm and have then help students prepare personal statements. Would like ASUCR to sponsor pre-tests with them. Senator Jeffery Ambriz: pass. Chair Maldonado: Still working on getting sponsors for at least eight new computers for senators to be able to work on. Make a meeting with her to discuss how you will achieve your goals and how you can work with other senators on a project. Will work on tabling possible getting speakers to play music and increase student interest. Working on getting club meeting information so that someone form ASUCR can go to the meetings. Senator Dasakis: pass. Senator Hong: pass. Senator Espinoza: Student organizations want us to participate in events. Check them out next Thursday, the day of the dead. Senator Dalia Eldessouky: Report what she is working on and the project wants insight on how to get the project started. Also passed out a report.
