General Market Surveillance Programme
A description of the national structure and the distribution of the responsibilities
The subjects of the market surveillance under the Slovak National Council Act No. 51/1988 Coll. on
mining activity, explosives and state mining administration in the next wording as amended (Directive
94/22) are in particular:
explosives and pyrotechnic articles for civil use
exclusive technical equipment – lifting, electrical, pressure, gas equipment
selected mining machinery, apparatuses and appliances, which are not designated products
Selected mining machinery, equipment, apparatuses and appliances which are not designated products
are devices, which are not subject to conformity assessment under a special regulation before they are
put into service.
Selected mining equipment, which are not designated products are:
a) Machinery and equipment for the production of explosives,
b) non-rail mining machines with the combustion engine or with the electric engines are being used
in the underground
c) analysers, indicators and detectors to detect the components of mining air, including their
accessories, designated for the underground
d) respiration and resuscitating apparatus for mining rescue service, including their accessories
e) self-rescue apparatuses
f) fire extinguishers, fixed fire-fighting equipment or fire extinguishing systems, other than the fixed
fire extinguishing equipment installed in machines, mechanisms, technical equipment, electric fire
alarms or other signalization notifying of the fire, installed in machines, mechanisms, technical
facilities, when designated for the underground
g) personal lighting for the underground
h) devices and equipment for trouble free condition control of underground electrical equipment,
except for over current protection.

3. The general national organisation as regards the human resources and technical means of the
involved market surveillance bodies.
Organizational Structure : State Mining Authority and 5 District Mining Authorities namely
in Bratislava, Banska Bystrica, Košice, Prievidza and Spišska Nova Ves are main mining supervisory

reactive controls and the precautionary principle.
Proactive control : Manages and performs according to the Annual Plan of Major Tasks.
Reactive Control: Is performed as a follow-up control, it investigates how deficiencies identified by
the previous inspection were taken care of by employees. Controls are carried out not only when
related to work injuries, accidents or extraordinary event but regularly in course of the every year.

Priority: High priority is given to the explosives and pyrotechnic articles for civil use, such as
products with the greatest potential degree of risk in the process of their production, handling and use.

Period: Specific annual in accordance with the Major Tasks Plan and at the same time long-term in
accordance with the General Plan of Inspection Activities.
