                                             Wishes to invite bids for

         Capacity Building for the Libya Ministry of Education on Children with trauma
                         Contract Period: June 2012 – December 2013

BACKGROUND OF THE ASSIGNMENT:
Libya is in the midst of a historic political, economic and social transition. The 2011 Libyan revolution culminated in
the “Declaration of Liberation” in October 2011. A provisional Council of Ministers was nominated a month later,
charged with steering the country towards the drafting a new constitution and general elections, initiating national
reconciliation, and addressing urgent priorities. Among these priorities, the return to school of children and
adolescents and the return to normal life through the provision of basic services are identified as key alongside
achieving security, stability, and the economic revitalization.
A very important aspect of the new development was found to be strengthening of psycho-social support and referral
systems for vulnerable children and children and adolescents with special needs (including children severely
distressed as a result of the conflict).

UNICEF is committed to support the Libyan Government in improving such services and, in this regard, requests for
proposals from national and/or international institutions specialized in working in service delivery and system building
for children with special needs in post-conflict environments on a large scale intervention (national and sub-national
levels) which covers the period June 2012 to December 2013.

OBJECTIVES AND EXPECTED RESULTS OF THE ASSIGNMENT:

The objective of the assignment is to support the Libyan Government and its relevant line ministries in establishing
and strengthening school- and community-based psycho-social support to students, their families and teachers, as
well as in strengthening of institutional capacity of support systems (referral systems) for vulnerable children, and
children and adolescents with special needs (including children severely distressed as a result of the conflict).
The assignment will initiate and accompany the Government of Libya in scaling up, at national level, structural multi-
sectoral development, strengthening inclusive education and psychosocial support in schools and communities, and
system development for referral within an inter-sectoral environment and respective line ministries.
The institution will support UNICEF and the Libyan Government to achieve the following results (more than 1 million
children will benefit from the intervention country-wide):

At Output level:
            Survey reports and data documenting the impact of violence on children in Libya; baseline of conflict-
               affected children, their psycho-social well-being, as well as teaching and learning behaviour in conflict
               affected schools
            Capacity assessment and arising opportunities of Government and non-Government institutions for
               providing psycho-social support
            Programme and training materials and methodologies on psycho-social support and psycho-
               education for use with the Ministry of Education, the Ministry of Social Affairs, the Minisrty of Health,
               etc. (community-outreach through the ministries), and for incorporation into pre- and in-service
               teacher training, and trainings for social workers, health workers psychologists
            Functioning school based psychosocial services for children affected by war and violence
            Functioning innovative service ‘models’ (amongst others, referral systems) for children and their
               families affected by conflict and violence, and for children with special needs; pilot in selected schools

At Outcome level:
           Improved inter-actions and practices of educators, social workers, health workers, psychologists and
              parents
           Improved psychological health among children affected by violence
           Recommendations and draft innovative inclusive policies (at least three) and inter-sectoral services
              in/of involved ministries and institutions for improved support to (severely) distressed children and
              children with special needs
           Teaching and learning support materials for various categories of children with special needs, with a
              specific focus on severely distressed children (conflict and violence)
           Improved Knowledge Management, data collection, analysis and use in relevant Government
              institutions
           Report on the improvement of the mental health of children involved in the programme
              implementation; documenting/report on the results of the innovative ‘models’ for referral/support of
              children with special needs, including long-term policy recommendations

The strategy and action to be implemented includes capacity building, knowledge management, research, social
mobilization and advocacy.

It is essential that any bid be submitted in a sealed envelope with reference number - LCO/ITB/2012/001
shown clearly on the envelope or email (Attention: Operations Manager) to any of the above mentioned

- Proposals received in any other manner will be INVALIDATED.

The bid shall be internally opened on, 06 June 2012 (at 10:00 hours) at UNICEF Libya Country Office, and
the successful institution shall be notified shortly thereafter to commence implementation as soon as
possible.

IMPORTANT

- Contractor form must be filled, stamped and returned back with the bid budget.

-Please provide an indication of the earliest start date noting that the contract will be on biennial basis.

-Implementation progress must be reported on regular basis to UNICEF Libya Country Office in Tripoli,
Libya.
