VISTA UNIFIED SCHOOL DISTRICT
ADMINISTRATIVE PROCEDURE: VERIFICATION OF RESIDENCY
Residency shall be established annually by documenting that the student lives with a parent/guardian within the
District; that the student is an emancipated minor living with the District; that the student has been approved for
interdistrict attendance; that the student is in the court-appointed care of a licensed foster home, family home or
children’s institution within the District; that the student is placed by the parent/guardian into a home of a care-
giving adult located with the district, as defined by the California Code of Regulations, Title 22 (Education Code
48200-48204). Notarized documentation must be provided*.
Proof of residence shall be maintained in the student’s file and is established by providing TWO of the documents
requested below, (one from each group):
Deed of Trust or
Lease agreement within last 12 months or
Mortgage payment receipts/coupon in parent’s guardian’s name for current month or
Tax receipt (property taxes or personal taxes) paid within last 60 days or
Rental agreement (rental receipt not acceptable) paid within last 30 days or
Final escrow papers for new home for current date
Utility bill (electric/gas/water/Cox cable) or utility “start order” within last 60 days in
parent’s/guardian’s name (telephone, or trash NOT acceptable).
For families living jointly in a housing unit, notarized documentation from the home owner or apt. lessee plus
documentation as requested above.
Children living in the district who do not reside in a permanent, fixed residence shall be admitted to district schools
upon presentation of one of the following:
Hotel or motel receipts or
Letter from a social service agency verifying student’s residency within the district Or
An affidavit from the parent/legal guardian stating that the family lives within the district with the
intent of remaining there.
California Education Code requires that the school district secure an address, phone number and medical release
from the parent/guardian when a child is placed in a classroom.
Falsification of Residency
Falsification of any information, either written or verbal, relevant t residency requirements may result in revocation
of the enrollment process.
Parents should be notified that a home visitation will take place to verify residency.
