Approval of Meeting Minutes (handout): Committee **Motion passed approving the May 14, 2008 meeting minutes as written. DOH Updates: Janet Kastl & Karen Jensen Janet Kastl Janet reviewed the ongoing organizational changes at the Department of Health including the reorganization of the EMSTS office to OCHS (org chart handed out) and the process by which section managers were identified. The Certificate of Need program will join the office in 2009. Sections in the new office structure have had managers appointed: o Melody Westmoreland Community Development 2.0 3.0 EMS & Trauma Care Steering Committee Meeting Minutes – March 19, 2008 Page 1 o o o o o Kris Sparks Kathy Schmitt Sandra Dlugosz Dolly Fernandes Mike Lopez Rural Health Research, Analysis and Data Operations EMSTS & Injury Prevention EMSTS supervisor William Hurley of the Washington Poison Center pointed expressed a desire to have a more clearly defined contact point for his agency within the new structure. Janet addressed the upcoming budget cycle and projected state budget shortfalls. Janet informed the committee that funding the Trauma Care Fund, and the continued funding of WEMSIS are under review and discussion in the Department of Health. 4.0 Trauma Care Fund: Janet Kastl and Rob Menaul **An update of the activities of the COST TAC was given by Dr. Lori Morgan (Update notes are under TAC updates.) Rob Menaul, WSHA: The Washington State Hospital Association has tried two different times to get more money for the Trauma Care Fund through the legislature and has failed at each attempt. WSHA is gearing up for another attempt at this, due to the increasing cost of On-Call pay for physicians. WSHA is asking committee members for the official support of the organizations that they represent, as well as any assistance that the organizations can provide. ***************************************************************************** Dr. Walkley announced the imminent departure of Dr. Cindy Markus from her role with the Steering Committee. Dr. Markus was presented with several gifts in appreciation of her service and dedication. Thank you Dr. Markus. ***************************************************************************** 5.0 Strategic Plan: Review Workplan Ted Walkley MD, and Janet Kastl Janet Kastl The meeting with the governor’s office Bids and Commission Staff is next week. The purpose of the meeting is to make the request that a neurosurgery representative be added to the Steering Committee. 5.1 By Laws The Steering Committee was presented with a revised by laws written to allow for the change in TAC structure that the Committee approved during the March meeting. ** Motion passed accepting the by-law change as written. 5.2 TAC Charters Page 2 EMS & Trauma Care Steering Committee Meeting Minutes – March 19, 2008 The TAC chairs updated the committee on their progress in developing charters for their respective TAC’s. Cost Reimbursement TAC The Cost TAC has developed a charter that is straight forward and based on the strategic plan. Licensing and Certification TAC The Charter and the Work Plan for the Licensing and Certification TAC have been filed with the Office of Community Health Systems. Pre-Hospital TAC The Pre-Hospital TAC Charter is signed and filed with the Office of Community Health Systems as well. BREAK 5.3 Injury Prevention & Control Capt. Mike DePalma and Dolly Fernandes A power point presentation was made by Capt. Mike DePalma on the Injury Prevention and Control component of the strategic plan, Goal 12. A handout of the presentation was distributed. In keeping with Goal 12 of the strategic plan, the Injury Prevention & Public Education Technical Advisory Committee is researching, identifying, disseminating and evaluating the best strategies and practices to eliminate premature death and disabilities due to injury and violence. The Injury and Violence Prevention Guide became available in June 2008. It is a resource for implementing and evaluating injury and violence prevention programs. It is currently available on the DOH website as well as hard copy. Copies were distributed. Janet Kastl commended the Injury and Violence Prevention team at the Department of Health and the Injury Community Planning Group for their work in developing this excellent resource. 5.4 Public Education & Information Ed Mund Ed Mund made a power point presentation to introduce and explain the newly developed Public Education and Information Tool. This tool was designed to assist in the development and dissemination of public messages. 5.5 TAC & Workgroup Updates COST TAC Update was given by Dr. Lori Morgan prior to Trauma Care Fund Report EMS & Trauma Care Steering Committee Meeting Minutes – March 19, 2008 Page 3 The Cost TAC met July 7th and discussed the Cost TAC Charter, the process to request funds from the Trauma Fund, a spending plan for 2009-2011 biennium, and some additional work needed by Navigant Consulting. DSHS Third quarter payments will go out next month. Hospital TAC For the last few months, the Hospital TAC has been in the process of gathering data about sources of care Small workgroup meeting with Hospital TAC in Sept to work on structure of Trauma system Pre-Hospital The Pre-Hospital TAC has been holding combined meetings with the L&C TAC Work has been in on the Pre-Hospital WAC . L&C Work has been on reviewing all local protocol exams from MPD’s. Education TAC The Education TAC has developed draft guidelines for examination development. These guidelines are intended to be submitted to MPD’s for review prior to the November MPD conference. Pediatric TAC The Pediatric TAC will present pediatric guidelines at the Yakima MPD meeting on June 5th. The next meeting of the Pediatric TAC is August 19th. Trauma Medical Director TAC The Trauma Medical Director TAC is working with the Hospital TAC on the strategic plan. The group has taken the summer off from guideline development, but will resume their work in the fall. Cardiac & Stroke TAC The Cardiac & Stroke TAC has completed an outline for stroke management in pre-hospital and hospital settings. The group is still working on an outline for designation and working on some challenges in the pre-hospital area for cardiac. The TAC did meet in June, the meeting centered on looking at and evaluating existing systems. The next meeting of the TAC will be in August. 6.0 East Region: Patient Care Procedures & Min Max Changes Kim Burke Kim Burke presented revised patient care procedures for the East Region. **Motion passed to approve revised patient care procedures as written. EMS & Trauma Care Steering Committee Meeting Minutes – March 19, 2008 Page 4 The East Region EMS and Trauma Care Council manager presented a Regional Council approved proposal from Spokane County to change the minimum/maximum numbers of verified services in Spokane County. The request was to:  Reduce the maximum number of BLS aid services from 13 to 12, and  Increase the maximum number of ALS aid services from 3 to 4 **Motion passed to approve revised Min/Max changes as written. 7.0 Health Tracks Update Chris Martin Image Trend software (Health Tracks) came online on June 24. Since that time, the state has made the decision that this program will be utilized statewide. To accommodate this transition Harborview has posted a position. This position will work to make the changes necessary to roll the system out to the rest of the counties.
