									MINUTES OF THE MEETING OF NEWNHAM PARISH COUNCIL HELD ON
    THURSDAY 28TH APRIL 2005 AT 8P.M. IN THE VILLAGE HALL

PRESENT
Chairman S. Gunner, Clerk Ms. J. Mazzocchi, Parish Councillors C. Dartnell, J. Kirby,
D. Monk, A. Richards and one member of the public.

1.    CHAIRMAN’S WELCOME AND OPENING REMARKS
The Chairman welcomed those present to the meeting. She advised that a letter of
resignation had been received from Cllr. Meakins who, due to work commitments, felt
unable to continue at this present time. The Chairman AGREED to write a letter of
thanks to Cllr. Meakins and in the meantime, the Clerk had prepared notices advertising
the vacancy.

2.     APOLOGIES

3.    APPROVAL OF THE MINUTES OF THE MEETING HELD ON 24/03/05
The Minutes of the Meeting held on 24/03/05 were AGREED as a true and accurate
record and duly signed.

4.   MATTERS ARISING FROM THE PREVIOUS MINUTES
4.1 HIGHWAY ISSUES (5.1)
SHARSTED HILL
The works have been completed.

FOOTPATH O/S DODDINGTON PLACE
The Clerk had written a letter of thanks to Highway Inspector, Martin Peskett.

4.2 PERMISSIVE FOOTPATHS (5.3)
A letter had been received from H. C. Boucher, Champion Court who advised that the
land referred to in the map provided is one of the original drives to his property. He
believes it to be a bridal path and not a footpath although he has never objected to
people walking on it. He does have a problem with motorbikes driving quickly up and
down it and would wish to retain control so that he can manage the amount of usage of
small boys on motorbikes.

4.3 VILLAGE CLEAN UP (5.5)

4.4 TRAFFIC CALMING UPDATE (6.0)
No update

4.5 PURCHASE OF BIN FOR WINEYCOCK PLAY AREA (7.0)
The Clerk has placed an order with David Hill, Swale Borough Council, for a new litter
bin.

4.6   INVITATION BY CHALKWELL COACHES TO ATTEND THE LAUNCH
      OF NEW PASSENGER VEHICLES & LOCAL BUS NETWORK (17.9)
Cllr. Kirby attended as a representative of the Parish Council and asked for a handout
provided at the presentation to be circulated to Councillor’s for information.

6.    REPORT FROM VILLAGE HALL MANAGEMENT COMMITTEE
There was no report available. AGREED by all present to ask Michael Meakins to
provide a report to Councillor Kirby (PC Village Hall representative), to allow him to
update the Parish Council at meetings.

7.     REPORT FROM TREASURER AND MATTERS ARISING
The Treasurer provided an up to date Financial Report. The Clerk advised that
notification had been received from Swale Borough Council that the first instalment of
the Parish Precept, in the sum of £1,000.00 would be paid on 27/04/05.

All Councillors’ present AGREED the Year End Accounts to 31/03/05 and to asking
Duncan Hemstock to carry out the Internal Audit.

8.       REPORT FROM CLERK AND CORRESPONDENCE RECEIVED
     1) DEFRA re: Quality Parishes and Parish Planning and advising that £1 million
         will be available from April for Parish Plans
     2) Kent Downs AONB Unit enclosing a copy of the newly published Kent Downs
         Area of Outstanding Natural Beauty “Landscape Design Handbook”.
     3) SERPA Newsletter, Issue No. 47, Spring 2005.

         running the Gardening for Wildlife Award Scheme throughout Swale and asking

         Parish.

  11) Guide to taking part in Trafalgar Weekend, 21st-23rd October 2005 in
      commemoration of the bicentenary of the Battle of Trafalgar. This is being
      supported by NALC who would like to encourage its members to participate.

  12) Doddington Allotment Association enclosing two up to date posters advertising
      Doddington Allotments and inviting Parish Councillor’s to attend their AGM on
      Monday, 25th April at the Chequers Pub, Doddington, starting at 7.30p.m.
  13) Kent Police, invitation to attend a Police/Parish Council Meeting on Monday,
      13th June 2005 at 6.30p.m. at Sittingbourne Police Station. Cllr. Gunner has
      AGREED to attend.
  14) Kent Area, EYDCP – News, Summer 2005 issue
  15) Jasmine Kittermaster, Tournament Manager advising that Chart Hills Golf Club
      in Kent is the venue for The Ladies English Open to be held on 8-10th July and
      asking the Parish Council to display some posters in the parish notice boards.
  16) Ian Lewis re: Highway Works and Parish Grant Scheme Funding
  17) Email from Mr. R. Woodall who raises issues relating to (i) Schoolboy Scramble
      Club and advising that the site appears to be in Ospringe Parish – the Clerk will
      obtain an up to date boundary map (ii) List of Parish Newsletter subscribers and
      iii) any proposals for a Parish Design Statement.
  18) Letter from Mary Chastney re: renovation works to War Memorial. A lengthy
      discussion took place and it was AGREED to place this item on the AGENDA
      for the next meeting. In the meantime, Parish Councillor’s would attend the next
      meeting of Doddington Parish Council.
  19) Letter from Mr. D. McDonough advising that he would be holding a barbecue on
      01/05/05

9.    PURCHASE OF NEW PARISH NOTICE BOARD
A sketch of the proposed new notice board had been prepared to allow for estimates to
be obtained.

10. SCHOOLBOY SCRAMBLE CLUB – UPDATE
Graham Thomas, Planning at Swale Borough Council, had confirmed that there is no
planning permission for the Newnham “Scramble Track” – it operates within the 14
day a year rule. Swale has threatened, years ago, to curtail this unless “The Club”
agrees to 5 pre-notified events a year. This has worked well for years, but now either
“The Club” or others, appear to be using the land far more. Graham Thomas has
requested that he be invited to meet with the Parish Council and the new owners.

Nick Fry has advised that at the moment, he is trying to get the land back under “The
Clubs” control because they have arranged for new gates to be put at the main entrance
and also a hard standing area for the campers. He would like to maintain the good
relationship between the East Kent Club and the Parish Council and will endeavour to
keep the Council informed at all times.

Chairman, S. Gunner, met with Lawrence Banks on Sunday, 17th April at the site. He
had attended to pick up the rubbish left at the last meeting and to check hedges, fences
and gates for damage. He found the ambulance gate with the new chain and lock intact
but the gate opened and missing the piece of metal that held the chain in place. He
spoke to the people using the facility and explained the situation. Their response was
that they used the field frequently and were not inclined to leave so in an endeavour to
keep on negotiating terms for the meantime, he allowed them to stay but got them to
sign a disclaimer regarding liability. By the time he had finished his checking and got
back to his vehicle, other vans and riders had accessed the field and were using it.

He again explained the situation regarding the club and suggested they join with their
youngsters so that they would be in a safer, managed environment and said that it was
unfair that they were using a facility paid for by others contributions. By the time the
Chairman arrived, there were 3 youngsters one man and a small boy all riding bikes,
which is why I got out to ask questions.

Laurence Banks would like to meet with the Parish Council to discuss the ideas he has
and would appreciate all information the Parish Council can give him with regard to
“The Club’s” meetings and frequency and the illegal use.

The Clerk had written to the new landowner (Mr. Laurence Banks, Two Hoots, High
Cross Road, Southfleet, Gravesend, Kent, DA13 9H – Telephone no: 01474 833905)
inviting him to attend the next Parish Council meeting, scheduled to take place on
Thursday, 26th May 2005. In the meantime a letter had been received from Graham
Simpkin, Planning Official for Mr. Banks, suggesting a site meeting between the Parish
Council and his Client. All Councillors’ were AGREED to this and the Chairman
confirmed that she would liaise with Mr. Simpkin and set up a meeting.

11. NEWNHAM PARISH WEBSITE – UPDATE
An update was provided by Chairman, Cllr. S. Gunner.

12. PARISH DESIGN STATEMENT FOR NEWNHAM
A lengthy discussion took place when it was AGREED by Councillor’s that it was not
something the Parish Council would wish to embark upon. It was AGREED to place
an article in the Newsletter inviting residents to comment as to whether they want a
Parish Design Statement and whether there were any volunteers who would form
together to carry this out.

13. PARISH CLERK – CONTRACT OF EMPLOYMENT & JOB DESCRIPTION
AGREED to defer this item to the AGENDA for the next meeting.

14.   ANY OTHER BUSINESS
      Cllr. Kirby gave APOLOGIES for the May meeting when he would be on annual
      holiday.

15. CHAIRMAN’S SUMMARY/DATE OF NEXT MEETING
The next meeting is scheduled to take place on Thursday, 26th May 2005 at 8p.m. in the
