               Mobilizing Regional Capacity Initiatives (MRCI)

         Minutes of the Meeting of the Project Steering Committee held on
      November 9-10, 2009, at the Conference Rom of the Secretariat of the
                 Association of African Universities, Accra, Ghana.

1.0    Attendance:

2.0    Opening:

The Coordinator welcomed the PSC members and the DFID Consultant to the meeting. He
reported the difficulty in getting the full house of the Project Steering Committee to meet,
following their inauguration. He informed the meeting of a recommendation which has been
made by him to the AAU Board through the M and E report for the development of a new
strategy for the selection of Project Steering Committee members. Members were informed
of the DFID Annual Review which has just been concluded.

The Chairman thanked the Coordinator for a good work done in the past few months. He noted
that the major task of the current meeting was the selection of the next round of projects
for the MRCI program. Members present indicated that they have read the proposals which
were earlier circulated electronically by the Coordinator. Members were informed that the
program has been given a no-cost extension till December; 2011.The following general
observations were made on the proposals:
   • Only 1 proposal was received from francophone related network.
   • Some old networks are applying for new grants
Members agreed that no new projects should extend beyond 18 months.

3.0   Progress Reports on existing Projects:

THE Coordinator directed the attention of the members to the new web-site opened for the
project ( www.aau-mrc.net).

The Coordinator reported that the first MRCI project awarded t SARUA has been
concluded , and there are nine on-going projects in the program. According to him, the new
web-site was developed as a strategy to make the operation of the MRC to become very
transparent. He noted that up-to-date information on the projects will be mounted on the
site.

He then presented a project by project report on the remaining on-going nine project as
outlined in the next Table:

The following reports were presented on each of the projects currently being supported



The project steering Committee noted the report and took the following decisions:

(a)    The project, MRCI 08/F06/P98,titled: An assessment of the sustainability of
Agricultural practices”, which is reported to be having execution problems should be reviewed.
The proposal and budget will need to be reviewed.

(b) The project, MRCI 08/F10 on “Mapping Out Best Practices For Improving Access To
Higher Education For Orphaned And Vulnerable Students (Ovss) In Kenya And Rwanda”,
should be observed till January, 2010. If no convincing progress is made, the project can be
terminated.

(c) The request of the Project, 08/F05/P39 titled: “Improving the Availability and Relevance
of Agricultural Learning Resources in Africa” for an additional fund of £20,000 for
dissemination, which has brought its total funding level to £100,000 was approved.

(d) As plan for developing a strategy for the sustainability of the MRCI program, beyond the
DFID support, a brain-storming session of the PS and other stakeholders should be arranged
towards the end of 2010.

(e) Although the project has a no-cost extension to 31 December 2011, the Committee agreed
with the Co-ordinator’s recommendation that the deadline for submission of completed Cycle
Three projects should be mid-2011, i.e. a maximum time-line of 18 months from initiation. This
will allow time for communication and dissemination processes to be completed in timely
fashion

(f) In order to ensure that attendance of the PSC members at the Project meetings, it was
decided that advance notice of the meeting should be given. To this end, the meetings of the
PSC for next yea were fixed as follows:

                   (i) October , 2010 or Any date in the last two weeks of October– The main agenda item
                   brainstorming for possible project futures, based on the successes ad lessons learned in
                   the present MRCI work.
                   and
                   (ii) April, 2011 – This meeting will be used to finalise development on any proposal well
                   ahead of the end of the existing project.
             (g) The Co-ordinator noted that apart from the advance notice of meeting being planned, he
             has     requested that the membership of the committee be reviewed, in order to identify
             members who would be able to attend regularly.

             (h) The PSC noted the report that the Coordinator will be leaving at the end of November and
             noted with satisfaction the arrangement that has been put in place for his replacement.




             4.0         Assessment of New Proposals:

              A total of 30 proposals were considered. Two proposals which were received after the
              deadline were rejected and were not considered. The PSC assessment and recommendations
              on each proposal are as follows:

5.0 Any Other Business –

5.1 Low Francophone and Luzophone Participation: The PSC discussed paucity of proposals
from the francophone and luzophone countries. Prof. Chumbow volunteered to quickly convene
a meeting of representatives of francophone HE institutions and networks in the following
areas: natural resources, health and economic development. He hoped that he could lead them
to develop about 2 or 3 Networks which will produce 2 or 3 good proposals for the
consideration of the MRCI support. This can only work if funds can be reserved for the
forth-coming 2 or 3 proposals from the francophone countries. The Coordinator was asked to
seek the possibility of support from the DFID on this arrangement.

5.2 The Coordinator should get in touch with the four projects given conditional approvals and
guide them appropriately with the expected reviews.

5.3. The recommendation on the reservation of three (3) proposal places for a yet to be
developed francophone proposal will only be pursued if the Coordinator can get the approval of
Carew on this.

5.4    The newly appointed Project Officer for the MRCI, Dr. Chuks Mba came in briefly to
see the Committee at work on the first day.

5.5   The Project Coordinator noted that he will want to confirm and seek the DFID approval
before confirming the approval of grants to the grantees.

5.6    The total fund involved in the 13 approvals cannot be calculated until after the various
reviews which will be concluded by the middle f December, 2009.

5.7     The out-going Coordinator indicated that he will continue to do the MRCI coordination
till the newly appointed Project Officer assumes duty in January, 2009, subject to the
approval of this by AAU.

5.8  The draft report of the Mid-Term review of the project was circulated to the PSC
members and they were quite pleased with the report.

5.9    The Policy briefs developed by the ADEA –Working Group on Higher Education will be
distributed to all MRCI, to educate them on Policy Briefs

In concluding, the outgoing Coordinator, Prof. Olusola Oyewole, thanked all the PSC members
for their support. He also expressed appreciation to Carew of DFID and Terry for their great
understanding.
