Outcome of the Review and Evaluation of the Diploma in Foundation Studies (Art & Design)

The purpose of this briefing note is to formally announce the result of the funding review for the Diploma in Foundation Studies (Art & Design). Three awarding bodies offer this qualification, they are: ABC Awards, EDEXCEL and the Welsh Joint Education Committee. The key objective of the review was to evaluate the appropriateness of the national base rate and the programme weighting factor allocated to the provision. In 2006/07, the national base rate was based on 645 guided learning hours (£3,046.48) and the programme weighting factor was C, which equates to a 30 per cent uplift to the national base rate. The review was carried out by Tribal and their full report was published on the LSC website in January 2007. As part of the review, a Steering Group was formed to advise the contractors and to comment on the reasonableness of the results. Following the completion of the review, the Steering Group recommended that the funding rate for the Diploma in Foundation Studies (Art & Design) should continue to be based on 645 guided learning hours with a programme weighting of C for the three years from 2007/08 to 2009/10. This recommendation was endorsed by the Technical Sub-Group of the Planning, Funding & Quality Group and was subsequently approved by the LSC Finance Board.
