                   SCHOOL ENERGY CONSERVATION CHAMPION 2010




About the Programme:

ENERGY CONSERVATION CHAMPION PROGRAMME is designed in such a way
that to ensure maximum participation of student community in energy
conservation efforts. Each school’s energy conservation and related activities will
be evaluated through the criteria given in the filled in Evaluation Proforma .

Why Energy Conservation

Fossil fuel based energy resources are fast depleting on one hand and demand for
energy is increasing on the other hand with the challenges of rising population
and socio economic development. To overcome the crisis, new and renewable
energy sources are to be explored invented and its share has to be increased in the
energy                                                                         mix.
Cost effectiveness of these alternative sources are always questioned. So, energy
conservation measure are advocated. One unit of energy conserved is equal to two

units generated. So we need to inculcate energy conservation opportunities in our
home, school, offices and all places where we use energy and we need to inculcate
energy conservation a part of life style. We know, we have fossil fuel collection
only for limited years. Next generation will face all ill effects of energy crisis.
Energy wastage is very high and we have more than 20% of energy conservation
potential. Students can influence their friends and family to conserve energy. It
is a need of our nation to develop, grow and to prosper.

Energy conservation and Environment : to mitigate climate change and global
warming, energy conservation and promotion of renewable energy sources are
taken as priority areas. Carbon emission from industries and thermal power
stations are sources of Green House gases which causes green house gas effects,
global warming and climate change. By adopting green and clean energy
technologies, we can reduce the emission to protect our earth. Students can be
best change agents for promoting energy conservation and energy efficiency.

Being Decmber 14 as the National Energy Conservation Day, an ENERGY
CONSERVATION MONTH CELEBRATION is envisaged during December
14th to January 15th 2010. The Proforma is prepared to give more information
on energy conservation, awareness creation, conservation techniques, method of
conducting energy conservation programmes, projects etc.

This champion programme is to be a voluntary effort on the part of each school
for addressing the national cause of energy conservation.

Who can participate

    All Schools who have recorded achievement in energy conservation
    Schools desirous of doing energy conservation activities.
      ( fo this category, enough guidelines for conducting activities are given in

the Evaluation Proforma. Schools can organize and conduct these activities
during energy conservation month, and can submit the General Application
Form and Evaluation form on the deadline i.e 31st January 2010

Prize Money/Reward

After the evaluation of activities through proforma and through discussions, one
to one meeting, an ENERGY CONSERVATION CHAMPIONSHIP (Trophy)
along with prize money of Rs. 25,000 (Rupees Fifty thousand) will be given to the
Energy Smart School in three division
   (1) High Schools
   (2) Higher Secondary Schools
   (3) Vocational Higher Secondary Schools .

Benefits of the Programme

Increased Energy conservation Awareness and leadership: Students,
parents, teachers and other staff are encouraged to use their energy conservation
knowledge everyday in school and at home. This will help students to see the
relevance of what they learn in the classroom and apply it in real life. This
programme engages students in active citizenship creating energy conservation
leaders.

Conservation of school resources: Schools participating this programmes can
conduct a comprehensive review of utilization of energy, water and waste
reduction and to implement plans to solve these issues.

Student’s Academic Achievement: Students engaged in applied aspects of
energy conservation education will have an increased desire to learn and perform
better on any measures of student success.

Financial Savings: Actions taken through this programme will lead to savings in
the schools’ electricity, transportation and water bills. May also lead to reduction
in each participant student’s home bills.

Relationship with Society:                By engaging local resource persons and by

conducting awareness campaigns in local area, schools can share their experience
with local community and students could better understand how to interact
with society and how to solve societal problems.

To win this prestigious championship, a school must accomplish all criteria in
the Proforma. Proforma can be downloaded from www.keralaenergy.gov.in and
from www www.dhsekerala.gov.in, www.vhse.kerala.gov.in. The filled in General
Application form and Evaluation form should sent to The Director, Energy
Management Centre – Kerala, Sreekrishna Nagar, Sreekariyam P              .O.,
Thiruvnanthapuram 695 017 along with all supporting documents.

Once the application is successfully registered/downloaded, schools will receive
confirmation. If needed, further discussions and site visit will be conducted by
EMC officials along with school authorities.

Criteria 1 : Energy Conservation Team

              An Energy conservation sensitization initiative of:

The school should have an Energy/Environment Conservation Action Team;
Energy/Environment         Conservation Club, Energy Conservation Forum,
Committee for energy conservation activities or any other team action for
implementing energy conservation activities. This team has strong representation
from students, teachers, other staff, local members. Students have the significant
responsibility for conducting meetings of this team. Bimonthly meetings shall be
conducted and students are responsible for communicating information on
decision of the meeting to the whole schools and to collect suggestion from other
students. If any team found any difficulty to inform and involve whole school,
they may utilise other student forum to inform.

Criteria 2: Energy conservation Activities: Energy conservation team can identify
areas for conducting programmes and implementing projects. The programme
may vary according to the strength of the school.

Awareness on technical facts are important for any study/projects. For example,
the fact that CFL use reduces energy consumption . Action team can identify a
study project on this in their school, nearest area etc. To acquire knowledge on
such minor study projects, schools can identify any of the projects in attachment
2

Awareness Programmes: Local resource persons can be engaged for discussions,
seminars and workshops on energy related subjects . Schools in association with
local institutions, organizations can conduct energy survey. For implementing any
project, baseline surveys are needed . Schools can prepare questionnaire for
Micro level survey based on model questionnaires attached.

    Survey on CFL use and energy saving in a particular area
    Equipment survey to find out inefficient equipments
    Behavioral survey to campaign smart energy practices

Model Questionnaire for Behavioral survey is in attachment 4 (This survey can
be conducted in each room of your school, house and make use of stickers and
posters to remind wastage of energy .

Energy Audit: In any area, auditing is necessary to find out wastages. In schools,
several aspects are there to address like energy, water, transportation, waste and
global warming, climate change issues. Your school can conduct the audit in the
way that suits you best, but should ensure maximum student involvement at
every stage and to make sure that the results are well documented, displayed and
disseminated. The school notice board is an important place for publicizing the
results. Audit may be carried out periodically to evaluate the performance.
Following areas may consider for audit.

Energy: In Kerala, the gap between electricity supply and demand is getting
widened day by day . The share of hydel power and high cost thermal power is
changing over the years . Moreover, increased consumption from thermal power
leads to environment pollution. Thus, the objective of energy audit should be

    To suggest the ways to make the school and homes more energy efficient.

By Using the data from your audit, identify inefficient energy utilisation. Then
discuss/brainstorm solutions to these issues, then discuss and find out the most
effective solutions and then campaigning for implementation.

How to conduct School/home energy audit - Guideline

Audit is the analysis of the energy usage in your home and it recommends ways to
use energy more efficiently

Components of an Energy Audit

      House/school visit to know all items related to energy usage
      Electricity/gas/fire wood bill review
      Appliance and wattage calculation
      Wastage/leakage test
      recommendations for change and what if recommendations                       will
       implement (cost- benefit analaysis)

In homes, usually electricity is used for lighting, appliances, water heating, air-
conditioning.
So students can conduct lighting audit, equipment audit in the preliminary
stage. Model Energy Auditing forms are in attachment 5 .

Energy Audit report preparation is as important as conducting of audit

Some energy conservation tips for preparing audit/study plan

       Turn off light and fans when not in use.
       Instead of Incandescent Lamps (ICL) use Compact Fluorescent Lamps
       (CFL) which reduces the consumption of energy by ¼. Consider switching
       to Light Emitting Diodes (LED) Lamps which use less energy
       Dust off and clean light and lighting fixtures regularly.           Dirty light bulbs
       reduce light output by as much as 10 percent

       Form student team to check that lights are off in class rooms not being used
       Use stickers, posters as reminders to turn off lights, shut down equipments
       and unplug items when not in use.
       Turn computers off when not in work and set computers to go into sleep
       mode when not in use.
       When buying new equipments, choose BEE star labeled products as far as
       possible
       Find out options to use renewable energy sources (solar panels, wind mills)
       for school

The data collected from the audit will help in identifying the energy conservation
opportutnities for developing focused programmes/projects to make the
institution energy effieicnt.

Water: Clean, fresh water and air are basic requisite of life. But now water is
becoming scarce and more pollutant. Water conservation become very crucial. In
most of the schools, municipal water supply is used or if own well, uses storage
water . When students waste more water more electricity is used for pumping;
thus wastage. Hence, schools can conduct water efficiency/audit programmes in
residential area, panchayat and municipalities. Through this, schools can save
water as well as money.

Audit of Solid and Liquid Waste

Schools usually genrates waste of food, papers, plastic bottles and other
stationery items. Waste disposal is always an headache to schools. Waste creates
health and environmental problems. When we are talking of efficient waste
disposal, three ‘R’s are important. Reduce, Reuse, Recycle . Schools can develop
waste to energy projects through installing bio-gas plant or can develop organic
manure or compost etc. With the advancement of technologies that help efficient
utilization of waste, waste become a wealth . For taking up waste projects, waste
audit may be carried out.

Transportation Audit

We use various forms of transportation to reach school. Some of us walk, some
use cycles, some use public transportation, own vehicles and school buses. The
way we use have impact on our health and on our environment. Through a
transportation audit can review the extent of energy effieicny enhancement
potential and mitigation of environmental damages. This will raise awareness on

efficient transport solutions i.e like car pooling, school van etc.

Criteria 3: Implementation of energy conservation Plan

Once completed the survey and audit etc., analyze results for identifying the
energy conservation measures for implementation. For example, if you find out
inefficiency in lighting through lighting audit, i.e the need of replacing ICL with
efficient lights, discuss alternatives ie. CFL or LED or other, then set targets i.e
how many to be replaced, or percentage of savings to be achieved and set
timeframe i.e. within what time replacement will take place. Then fix the
responsibility for implementation           and inform the whole school/ whole
community.

Criteria 4: progress Evaluation

Once we implemented the plan we should evaluate the progress to discuss the
bottlenecks, if any in the target set. If target achieved as envisaged, inform
whole school, public through your own media such as notice board, school
newsletter , school assembly, PTA meeting etc.

Criteria 5: Text book to field

Energy conservation activities of your school can be integrated with the activities
in your workbook by discussing and debating various aspects of energy
conservation/energy efficiency/environment protection as part of school syllabus.
Schools already have a health and Hygiene workbook ‘Thelima’ and energy
conservation is also a part of it. Based on this, schools can do energy conservation
activities. School teachers can also participate in energy conservation guidance
classes/workshops/projects. This intended to realize the lessons learned in various
subject to the practical application

External expertise may be made use as knowledge partner in energy
conservation and energy efficiency Schools can engage seniors, subject experts for
better advice on their efforts. Engaging resource persons for better information,
better practical knowledge will help the action team to get desired result . With
the help of local bodies, local GOs, NGOs, local institutions, schools can organize
programme/projects;thus schools can widen the reach of their activities.
Likewise, the results of schools’ efforts can be intimated to society for outreach. It
will help educate the society beyond school walls. Energy conservation month
celebration can be made such an even that provides an opportunity to each school
and local community to work together for achieving targets set by each school
and showcase and propogate their best practice.

Criteria 7: Development of an Energy Conservation Mascot

Schools can develop their own energy conservation mascot. It may be in the form
of an energy/environment conservation mission statement, in the form of a
badge, in the form of a seal. It should be displayed in prominent place

The mission of the Energy Conservation Forum is to promote energy conservation awareness by providing
energy efficiency improvement techniques that reduce energy bill and empower students and staff to take
leadership in suh effort and saving valuable natural resources, while inculcating energy conservation
habits for future generations.
