					Director’s Meeting Minutes

Opening

The Department of Personnel (DOP) Director’s Meeting was called to order at
approximately 8:33 a.m. on November 12, 2009 and held at the DOP-1 Conference
Room A, 521 Capitol Way South, Olympia, Washington 98504-7500.

The results of this meeting are summarized below. Any Merit System Rules
adoptions and/or modifications are attached as handouts. Adopted items that were
modified from the original Director’s Notice Agenda (23-Day Notice) and which were
available at the meeting, are attached as handouts. All other items were adopted as
printed on the Director’s Meeting Agenda unless otherwise noted below.

Introduction

Eva Santos, DOP Director: The Director’s meeting was called to order by Eva
Santos, the Director of the Department of Personnel, at approximately 8:33 a.m.
(delayed due to technical difficulties) on Thursday, November 12, 2009.


Previous Minutes – Section A

C.J. Iwata, DOP Classification Staff: The first item of business was the
recommended adoption of the August 13, 2009 Director’s Meeting Minutes as
printed.

Eva Santos, DOP Director: Hearing no comments, the August 13, 2009
Director’s Meeting Minutes were adopted as presented with an effective
date of November 13, 2009.


Exempt Compensation – Section B

C.J. Iwata, DOP Classification Staff: The next item of business was item one
which was a proposal from the Department of Transportation requesting to
establish a position. The position would direct community relations and conduct
local outreach work with stakeholders involved in the Alaskan Way Viaduct Bored
Tunnel project in Seattle, Washington. Staff recommended adoption as
presented with an effective date of November 13, 2009.

Classification and Pay – Section C

C.J. Iwata, DOP Classification Staff: Classification and pay plan amendments
followed which were items 2a thru 2d and item 3. Staff recommended adoption
as presented with an effective date of November 13, 2009.

Eva Santos, DOP Director: Hearing no comments, items 2a thru 2d and
item 3 were adopted as presented with an effective date of November 13,
2009.


Compensation – Section D

C.J. Iwata, DOP Classification Staff: No compensation items were submitted.


Rule Amendments – Section E

C.J. Iwata, DOP Classification Staff: The next items were the proposed rule
amendments. C.J. introduced Connie Goff, DOP Rules Manager, to present
these items.

Connie Goff, DOP Rules Manager: The first item makes adjustments in the WAC
so seniority and unbroken service dates are not affected for general government
employees who are off-payroll due to layoff. The rule adjustment does not affect
higher education employees, therefore a new rule was created to keep the
current requirements in place for higher education. Staff proposed permanent
adoption as presented with an effective date of December 15, 2009.

Item two: Proposed changes to WAC 357-19-070 would give employers
discretion as to whether or not to count time served in a current probationary or
trial service period towards the probationary or trial service of a new position.
Staff proposed permanent adoption as presented with an effective date of
December 15, 2009.

Item three: To fix a discrepancy, a proposed change to WAC 357-19-455 would
modify the definition of “reemployment” that was found in WAC 357-01-280 and
WAC 357-19-455. Staff proposed permanent adoption as presented with an
effective date of December 15, 2009.

Item four: This item took a look at the definition of “reassignment” in WAC 357-
01-275 and WAC 357-19-165. It was found it did not coincide with WAC 357-19-
170 which would grant the authority for an employer to reassign an employee, an
appointing authority may reassign an employee to a different position within the
same class, there was no mention of a different class with the same salary range
maximum. Proposed changes would correct the discrepancy. Staff proposed
permanent adoption as presented with an effective date of December 15, 2009.

Item five: Proposed deleted language in WAC 357-31-215 was being interpreted
to mean employees must use Excess Vacation Accrual (EVA) before using
Justified Excess Vacation (JEV). It was explained that HRMS has been
configured to pull from JEV first, then EVA which was correct. It was shared with
stakeholders that if an agreement was made with an employee to let them use
their EVA balance prior to JEV balance, they would then need to do a leave
balance correction to remove the leave from the EVA balance and add it back to
the JEV balance. Staff proposed permanent adoption as presented with an
effective date of December 15, 2009.

permanently adopted as presented with an effective date of December 15,
2009.


Adjournment

C.J. Iwata, DOP Classification Staff: The business was concluded and the
meeting was adjourned at approximately 8:43 a.m. The next regularly scheduled
Director’s Meeting was announced for February 11, 2010, at DOP-1, Conference
Room A, located at 521 Capitol Way South, beginning at 8:30 a.m. Additionally,
a special Washington Personnel Resources Board meeting was announced and
scheduled for December 7, 2009 at the same location (DOP1).
