                                                   MINUTES




                    An executive session was held at 5:00 P.M. concerning personnel/legal matters.

                    The regularly scheduled meeting of the Palmerton Area School District Board of Directors
                    was held on Tuesday, November 20, 2007, at 7:02 p.m. in the Conference Room at the Central
                    Administration Office. President Neff presided.

                    MOMENT OF SILENCE/FLAG SALUTE

ROLL CALL           Present: Directors Bollinger, Yeakel, Ballard, Dwyer, Pollard, Gasper, Neff, & Bieling
                    Absent: Director Frank

OTHER               Lamar Snyder-Acting Superintendent, Lisa C. Vignone-Board Secretary, Steven R. Serfass-

                    SUPERINTENDENT’S REPORT:

                           Golf – Mike Englert placed 16th at states
                           Football team phenomenal; 5 players named to 1st team all-stars-some are double
                            recipients, 2 names to 2nd team, and 3 named to honorable mention
                           PSSA Keystone Award – AYP two years in a row at SS Palmer, Towamensing, and
                            Sr. High School, Jr. High School is improving
                           Thanksgiving family luncheon – 200+ served at Towamensing and 400+ at SS Palmer
                           Bloodmobile will be visiting at Sr. High 11/28
                           American Institute of Architects – article titled “Renovate or Replace”; features SS
                            Palmer Elem School; future edition will include Palmer-Franklin

                    PUBLIC PARTICIPATION:

                    Blake Campbell
                        Pictures of HS bathrooms (see enclosure)
                        Lawsuit waiting to happen; terrible condition
                        Loss of stall doors compromises the privacy of students
                        MRSA virus – dirty, broken sink
                        Told vandalism is reason for locking them-figure out a way to control it
                        Understands the school board is spending a lot of money to expand things-take care of
                           the buildings we already have
                        Considering security cameras on cat walk; should also consider security for the
                           building
                        Petition with 60 signatures of people who want situation to change

                        Only one picture of sinks – is there soap & paper towels in the bathrooms; Blake

                        Bloodmobile next week is sponsored by Concourse Club and assisted by National
                           Honor Society
                        Publicity lately about possible savings by consolidating tax collection
                        Press conference by Senator Rhoades proposing a drastic change in taxing structure
                           that would eliminate about 90% of property tax; proposing a referendum next

                   building project change order - Wind Gap Electric-Furnish material and labor or additional

PROJECT            video intercom door station at basement entrance for handicapped persons. Cost to the district

                   openings on the 1st & 2nd and 3rd floor penetrations. Cost to the district $17,665.00

ELEMENTARY         Director Yeakel moved, seconded by Director Ballard that the Board of Directors of the
SCHOOL             Palmerton Area School District approve the following Towamensing Elementary School
PROJECT            Project change order – Bracy Contracting – Furnish material and labor for an additional door
CHANGE             in the media center. Cost to the district $1,146.56.

                   material and labor for additional exterior handicapped and directional signage as required by
                   the code inspector. Cost to the district $319.65

                   Director Yeakel moved, seconded by Director Ballard that the Board of Directors of the
                   Palmerton Area School District approve the following Towamensing Elementary School
                   Project change order – G.R. Noto Electrical Construction – Furnish material and labor to
                   provide new wiring and circuits for existing hot water heaters to work with new electric
                   service. Cost to the district $10,358.00

ASBESTOS        Director Yeakel moved, seconded by director Ballard that the Board of Directors of the

                Palmerton Area School district approve the advertisement of bids if necessary for asbestos

                abatement in the high school boiler room. Payment from funds allocated in the August 21,
                2007 school board approved energy savings performance contract municipal lease for the
                removal of asbestos during the boiler replacement project.

PALMER-
               Director Gasper moved, seconded by Director Ballard that the Board of Directors of the
FRANKLIN
EDUCATION      Palmerton Area School District approve the following Palmer-Franklin Educational Center
CENTER         building project change order – Master Mechanical – Install additional fire dampers at all
PROJECT        areas at which the ducts split off the vertical duct to be distributed in various rooms as
CHANGE ORDER   required by the third party code inspector. Approval is subject to an appeal by Robert Bosak
APPROVED       to members of the National Building Code Council. Cost to the district not to exceed
               $28,237.00 (attachment on file)
