    materials or tools, from the national products or such products of national origin
    pursuant to the Minister of Commerce and Industry Resolution No. 6/87 as
    amended by Resolution No. 32 of 1987 and the Resolution No. 282 of 2000, whose
    provisions shall constitute an integral part of the contract conditions; and any
    breach of this obligation shall result in the imposition of a penalty of not less than
    20% of the purchased materials value in addition to the other penalties prescribed
    in respect of the contractor`s violation of its contractual obligations. Moreover, he
    shall comply with the provisions of the Council of Ministers Resolution No. 412
