Managers Report those not in attendance to report any suspicious activity in

budget.

evaluate the effectiveness
of your structure. Some
walls failed during the
Memorial Day Flood and
others are deteriorating
rapidly with the higher
than normal level of our
lake in conjunction with
wakes. The Lakes and Dams Committee and the staff are
working to identify all failing structures and although our
drawdown is scheduled for 2010 we feel some may need
immediate attention. As a reminder we do sell soil cloth
and rip rap and deliver on site as close as possible. Our
lake is in excellent condition and we want to continue all
past practices to sustain it.
With the weather trend of the past two years we are
working diligently to patch all of our roads and it has been
trying. Until the current period we are in we have not had
two days during the work week without rain this year.
Many do not understand that to correctly patch a road the
potholes need to be dry prior to filling and tamping. This
bonds the patch material to the existing road and gives you
a sustained life expectancy. We must do it right the first
time due to staff, equipment and budget limitations. We
have accomplished a lot and we have more that will be
done.
House and dock lot numbering is a concern. I currently am
aware of 42 homes within our community that are not in
compliance. We are aware that many were lost from docks
during the Memorial Day flood and we would request all
property owners insure their property is complying with
this requirement at all locations. This rule is to insure
emergency services can react with no lost time in their
response to an emergency at your property. Please be
aware that a successful response in many instances is
measured in minutes and seconds. Please support our
emergency services.
We, like most of our community, have a difficult time
understanding how anyone can realize or see any benefit to
destroying street signs, writing vulgar graffiti on children’s
playground equipment, throwing rip rap through car
windows and pulling garbage cans from one side of the
lake to the other as examples. We know this is an agenda
item for tonight’s meeting; however, we would request

Roger reported on his committee’s objectives for this year as far
as Sea-Wall maintenance and the bylaws research pertaining to
Sea-Wall maintenance, Morning Glory collar, Morning Glory
repair and dredging..
Discussion ensued between Roger Groth and board about sea
wall maintenance and inspections. Inspections to be done now

behind a tree offering kids beer. IDNR accompanied Public

Scott: As far as IDNR on our boats, there has been a lot of
discussion on whether it is appropriate for IDNR to ride on our
boats and use our money to use the gas in our boats. I struggle
with this too. But having learned what our security members are
able to do, there have been a lot of members that have been less
penalized as they would have been had public safety not been on

“Too Close For Comfort”
Recent media reports indicated that there were two bats in Madison County that tested positive for rabies. A couple of
years ago I wrote about a similar situation where one bat in our county had tested positive for rabies. However, this year,
one of the two infected bats was found in Moro, just a few miles away as the “bat” flies. That’s too close for comfort.
Therefore, I thought I would share with the community information from the earlier article relating to bats and diseases
associated with bats.
Interestingly, bats are the only mammals that can fly. “Blind as a bat,” is also a myth. Many have good night vision and
some have a type of sounding ability (similar to sonar) to help them locate underwater food sources. However, as noted in
the above statistics, bats can be a health risk. And, it’s not just from rabies. Bat guano can expose people to a respiratory
disease called histoplasmois. Accumulated bat or bird droppings can harbor a fungus that produces spores that can lead to
histoplasmosis when inhaled. Therefore, should an attic, boat house, or shed have such an accumulation, it is wise to let
professionals handle the clean-up.
Of course, rabies is still the greatest health risk from bats. Once symptoms appear, it is usually fatal. Symptoms of rabies
may be flu-like, but since the virus attacks the central nervous system, hallucinations and delirium are also possible.
Unfortunately, the time from exposure to appearance of symptoms varies. It can be from days to years, but is usually one
to three months. Since rabies can only be confirmed in a laboratory, it is important to immediately seek treatment should
a person be bitten by a bat. In fact, since bats have small teeth, a bite could go unnoticed. Therefore, if a person has
had physical contact with a bat or has even been in a room with one, it would be wise to have the incident assessed by a
doctor.
Now, before there is a campaign to seek and destroy this insect-eating, Dracula-related creature, it’s also important to
know that bats inhabiting Illinois are protected by environmental laws. Therefore, without a permit from the Illinois
Department of Natural Resources, stow the chemicals, electromagnetic devices, and explosives. Exclusion is the best
method of eliminating communal living.
According to the Illinois Department of Public Health, bats have their young “pups” in May and June and migrate south
in September and early October. Therefore, after bats have left for their winter retreat, seal all exterior openings larger
than ½-inch with caulk, expandable form, metal flashing, ¼-inch mesh screen, etc., and make sure that all vents, doors,
and windows are properly sealed. Also, don’t forget to make sure all chimneys are securely capped and that utility lines
entering the house are fully plugged. With proper preventive measures, bats and people can still occupy their natural
habitat while maintaining a comfortable distance.

The Annual Holiday Shores Gar-
den Tour was held on July 20th, and was
enjoyed by all in attendance. A special
thank-you goes out to Richard & Gayle
Cox, John & Teri Dinnius, Jim and Judy
Griffith and Dean & Jean Keune for
their hospitality and allowing members
of the garden club to tour their beautiful
gardens. A lot of hard work has gone
into each garden and it shows.
Our September 21st, meet-
ing will be at the Clubhouse at 7:00
PM. Our guest speaker for the evening
will be Kathy O’Neil from Wild Birds
Unlimited. Judging for the plant of the
year will be done at this meeting via se-
cret ballot. The plant grower of the year
will be announced at the Annual Guest
and Award Dinner in October. The plant
being judged this year is the Impatient
which members started from seed at the
May meeting. Just a reminder that the
plant being judged does not need to be in the original container it was planted in and no other plants should be
in a container with it.
Garden Club Membership is open to residents of Holiday Shores and we invite you to join us. We meet
the third Monday of the Month at the Clubhouse at 7:00 PM. We are always looking for new members so come
on out and check us out.
This month we would like to shine the spotlight on Garden Gate F. This gate is maintained by Jerri De-
Weese and Sheryl Wyman. Thanks ladies for volunteering your time and talents to help beautify our wonderful
community.
Field Trip: On September 10th members will tour the Twin Rivers Visitation Center to view the migrat-
ing birds and wild flower display. We will have lunch in Grafton after the tour. Meet at the Clubhouse at 9:30
a.m. to carpool.
Garden Tips: During the first half of September herbs such as parsley, rosemary, chives, thyme and mar-
joram can be dug from the garden and placed in pots for growing indoors during the winter. With the exception
of tulips, spring bulbs may be planted as soon as they are available. Tulips should be kept in a cool, dark place
and planted in late October.

Scott: The board was polled and it was approved to allow YTB
to host an event on the beach; it will be sponsored by the Member

James Cunningham 552: Expressed his concern for the amount
of people accessing the beach and the undesirable activities
going on and requested the Security make an hourly drive by

the beach. He also asked what Security can or can not do in
situations like this. Scott expressed that we are aware of the
Tamarach situation and we are trying to address the issue, but the
budget for Security coverage is not the greatest and also stated
that Madison County does not want to come out here and Security
does not have the ability to arrest anyone but they can make
people leave the association area. Carla expressed her concern
that the association should reinstate the use of association ID
cards to prove they live in Holiday Shores.
Dawn Schmitt 372: Also expressed her concerns about the
use of profanity, drug deals, and sexual relations occurring at
Tamarach beach. She also asked what, as a community, she and
her neighbors could do, as well as what Madison County can do.
Glenn: If anyone sees anything suspicious happening on the
beach they should call Security as well as call Madison County;
the more Madison County is called the more they will come out
here.
Gerry Theodore 1346: The Building Committee is looking for
some guidance. If a lot owner is violating a building rule and has
had plenty of time to fix this problem, does the committee bring
this issue to the board before giving out a warning. Scott stated
after reading the procedures that the office has the ability to send
out a warning but before any fines are given it should be brought
to the board. Conversation ensued as to if it is appropriate
for the association office to send out the initial warning and it
was decided to allow the Lake Manager to send out the initial
warning. Jim McCann discussed the By-Law on procedure for
penalties. Conversation ensues and the consensus is the rule
needs to be revisited and rewritten by the next meeting for voting.
