PURPOSE
This research is part of a national project that seeks to refine our understanding of the national units of competency and skills sets that can optimise individual and
business adoption and use of information and communication technology (ICT).

This round of consultations is placing the future national priority setting back into the hands of users. The aim is to ensure workforce planning and later skills strategies
assist with the development of national competency standards that positively influence the adoption and use of ICT, in particular, the National Broadband Network.

Individuals, organisations (public and not for profit) and businesses will be able to review and validate competencies already confirmed as essential through research
commissioned by Innovation and Business Skills Australia (www.ibsa.org.au) in previous industry projects (e.g. in printing and graphic art, ICT, and finance industries),
related research (e.g. How young people use technology, Digital literacy, Core skills), and from earlier work in this project.

A major additional outcome from this second round of research will be to isolate any competencies required that may, as yet, not be available to promote or assist
communities and businesses adopt ICT.

DIGITAL LITERACY AND ESKILLS
Digital literacy is a component of ‘e’ skills: ICT skills and knowledge required by citizens at work or home to participate in the social and economic activities undertaken in
the digital age.

It is important to note the level of complexity and relative Australian Qualification Framework level for the eskills priorities. In earlier reports to IBSA a view on eskills
has been promoted that acknowledges digital literacy for people and the digital divide separating communities, regions and industries is not just about foundation skills to
use information technology and the internet. It is also about people competent in an existing role extending their competence through the adoption and use of
technology, and higher-level skills that enable organisations to competently plan, invest and implement technology.

As depicted in Figure 1 above, eskills have three types of user levels: foundation or entry-level, progressing their existing occupational or ICT user skills, and strategic
where the user may seek to manage ICT adoption for a group or deploy high-end ICT skills to the advantage an organisation, community or industry. The descriptions for
the eskill levels are provided in the table below.

                                  that meet the strategic requirements of a business or community.

You are invited to participate in our study of competencies relevant to digital literacy and eskills affecting the adoption of information and communication technology. In this
questionnaire, you will be asked to rank the eskills that extensive research has shown form the competencies having most impact on the use and adoption of ICT, in particular
activities enabled by the National Broadband Network. It will take approximately seven [7] minutes to complete.

The aim of this research is to ensure workforce planning and investment in skills strategies assist with the development of national competency standards that positively
influence the adoption and use of ICT, in particular, high speed broadband.

Your participation in this study is completely voluntary. There are no foreseeable risks associated with this project. However, if you feel uncomfortable answering any
questions, you can withdraw from the survey at any point. But please not it is very important for us to learn your opinions.
