The Wakefield District Children and Young People’s Plan Summary and Self–Assessment Tool March 2006 The Wakefield District Children and Young People’s Plan (CYPP) Safe, Supported, Fulfilled 1. The plan’s vision “Safe, Supported, Fulfilled” is derived from the expressed priorities of local children and young people. These priorities reflect views expressed by children throughout the country which led to the 5 outcomes for children which underpin the Every Child Matters Programme:      Being Healthy Staying Safe Achieving and Enjoying Making a Positive Contribution Economic Wellbeing 2. The Plan sets out its strategic linkages to other high level plans:   The Community Strategy The Local Area Agreement and describes the partnership arrangements which exist to promote the health, education and well-being of children and young people in Wakefield. 3. Consultation with children and young people was extensive – more than 6,000 were involved. Issues raised included:        Bullying (90% cited as one of their priorities – 40% as their top priority.) Racism Personal Safety Health Substance Misuse Nowhere to go Relationships 4. The views of a wide range of other children and young people were also taken into consideration including those aged 4-13, members of the BME communities and those who are gay, lesbian or bisexual. The engagement of partners and stakeholders, including the voluntary and community sector, in developing the plan was significant. 5. Emerging from an analysis of need and the extensive consultation, the CYPP identifies a vision in which children and young people across the Wakefield District feel, and are: Safe  Protected from harm and neglect.  Cared for and encouraged to care for others.  Respected and showing respect for themselves, their community and their environment. Supported  Listened to, valued and able to make decisions to shape their lives.  Supported by excellent services that put their needs first.  Assisted in managing new situations and learning to take risks confidently. Fulfilled  Enabled to develop their confidence and self esteem.  Encouraged and challenged to achieve and enjoy making the most of themselves.  Helped to appreciate and participate fully in the society and community in which they live. 6. Through the consultation process six priorities and their associated key outcomes emerged: Vision Priorities Bullying, Racism and Personal Safety Safe Healthy Lifestyles This priority will seek to improve the health of children and young people. During the course of the plan we will take action to:  reduce childhood obesity;  improve the emotional well-being of children and young people;  reduce unwanted teenage pregnancies and lower the incidence of sexually transmitted infections. This priority will address the needs of the whole family with the aim of improving the well-being of children and young people. During the course of the plan we will take action to:  improve the integrated support available for families;  provide childcare places for all parents who want to access them;  improve opportunities for parents to be involved in education. This priority will focus upon the needs of certain groups identified through the annual review, e.g. minority ethnic groups, looked after children, young offenders, more able pupils, those with disabilities and special educational needs. During the course of the plan we will take action to:  ensure that services are accessible and sensitive to the specific needs of such groups;  ensure that the needs of these groups are addressed through the other five priorities. This priority will seek to raise achievement, improve life skills and encourage children and young people to make a positive contribution. During the course of the plan we will take action to:  encourage high achievement by all children and young people in everything that they do;  encourage greater involvement by children and young people in their local community;  increase the participation of children and young people in service planning, development and review, and the democratic process. This priority will seek to raise the aspirations of children and young people in all that they want to do with their lives. During the course of the plan we will take action to:  improve achievement at 16 and 19;  increase participation in further learning;  develop the employability and enterprise skills of young people. During the course of the plan we will take action to:  reduce concerns about bullying, racism, personal safety and the fear of crime;  decrease the number of admissions to accident and emergency services in local hospitals;  cut the numbers killed or injured in road traffic accidents. The Plan sets out a range of key indicators which will be used to measure the success of the CYPP (and its supporting detailed plans). 8. The Plan includes the arrangements for governance and its performance management. 9. This document provides you with a self-assessment tool to identify your position relative to the emerging Children and Young People’s Plan.
