MINUTES OF REGULAR MEETING
JUNE 22, 2011
CALL TO ORDER
The Regular meeting of the Ocean City Board of Education was called to order by President Moiso on
Wednesday, June 22, 2011 at 7:00 p.m. at the Ocean City High School Community Room, 501 Atlantic
Avenue, Ocean City, NJ.
OPEN PUBLIC MEETINGS ACT ANNOUNCEMENT
President Moiso announced that adequate notice of this meeting was provided in accordance with the
Open Public Meetings Act, Chapter 231, P.L. 1975. Notice of the time, place and agenda were filed
with the city clerk, posted in the lobby of City Hall, and delivered to the Ocean City Sentinel and the
Atlantic City Press.
President Moiso led everyone present in a salute to the flag.
ROLL CALL OF MEMBERS
On roll call, members present were Michele Barbieri, H. James Bauer, Kim Breckley, Jill Casaccio,
Joseph S. Clark, Jr., Raymond Clark, Gregory Donahue (arrived at 8:47 p.m.), H. Lloyd Hayes, Peter
Madden, Antwan McClellan, Thomas R. Oves, Jr. and Brenda Moiso. Also present were Kathleen Taylor,
Ed.D., Superintendent, Thomas P. Grossi, Business Administrator/Board Secretary, Michael Stanton,
Esquire and Student Representative Lindsay Vetter. Member absent was Student Representative
Samantha Edgell. There were more than 70 members of the public present.

Dr. Taylor gave an overview of the Agenda.

Buildings and Grounds Committee Report – Mr. Oves, Chairperson
Mr. Oves gave a report of the committee meeting.
Motion by Mrs. Barbieri, seconded by Mr. Bauer and carried unanimously, except as noted below, the
Board of Education approved the following Superintendent’s recommendations by “roll call vote.”
2. Curriculum and Instruction
A. High School Field Trip Request
The Board approves the attached High School Field Trip request.
B. Out-of-District Placement Extended School Year
The Board approves the following out-of-district special education student placement for
summer 2011 as recommended by the Child Study Team:

The Board adopts the District’s Nursing Services Plan for the 2011-12 school year that describes
nursing services for students by the following school nurses in consultation with the school

year as approved by the New Jersey Department of Education.
E. Comprehensive Equity Plan Statement of Assurance
The Board approves the attached Comprehensive Equity Plan Annual Statement of Assurance for
the 2011-12 School Year.
F. Ocean City High School Extension Program
The Board approves the Ocean City High School Extension Program for the 2011-12 school
year, pursuant to N.J.A.C.: A:16-1.3 & 9.2. The Extension Program offers 11th and 12th grade
students an alternative path to a High School diploma.

G. Vocational Technical Educational Plan
The Board approves the Ocean City High School Vocational Technical Education Plan for the
2011-12 school year.
H. Early Fall Sports’ Practices
The Board approves early practices for the following High School teams:

Mr. Bauer gave a report of the committee meeting.
3. Finance
A. Bill List (Attachment #3.A)
The Board approves payment of bills for June 2011 in the amount of $3,570,821.62.
B. Secretary and Treasurer Reports (Attachment #3.B)
The Board approves the Board Secretary’s Monthly Financial Report and the Treasurer of
School Funds’ Report for May 2011.
C. Line Item Transfers (Attachment #3.C)
The Board approves the revenue and appropriation transfers for May 2011. The Board also
acknowledges receipt of the State of NJ mandated transfer reconciliation form for May 2011.
D. Travel & Expense Reimbursement (Attachment #3.D)
The Board approves the June 2011 list of Board of Education Members and School District Staff
travel and related expense reimbursements.
E. Food Service Program Report (Attachment #3.E)
The Board accepts the Food Service Program Monthly Financial Report for May 2011.

F. Joint Transportation Agreement
The Board approves the 2010-11 Joint Transportation Agreement with the Upper Township
Board of Education. Upper Township (host) will transport one Ocean City Extension Program
(joiner) student, along with 18 Upper Township students, from Ocean City High School to
Marmora for work program on Route No. EXT starting May 3, 2011 and continuing through
June 16, 2011, at no joiner cost.
G. Cape May County Special Services School District Agreement for Itinerant and Transportation
Services
The Board approves the 2011-12 Itinerant Services Agreement and the Shared Services
Transportation Contract with the Cape May County Special Services School District.
H. Outstanding Checks (Attachment #3.H.)
The Board approves the cancellation of the attached outstanding, stale-dated checks from the
2010-11 school year.
I. Transfer of Current Year Surplus to Tuition Reserve
WHEREAS, NJAC 6A:23-3.1(f) permits a Board of Education to establish and/or deposit into
tuition reserve accounts at year end, and
WHEREAS, the aforementioned code authorizes procedures, under the authority of the
Commissioner of Education, which permit a board of education to transfer unanticipated excess
current revenue or unexpended appropriations into reserve accounts during the month of June by
board resolution for foreseeable future tuition adjustments for formal sending/receiving
relationships, and
WHEREAS, the Ocean City Board of Education wishes to transfer unanticipated excess current
year revenue or unexpended appropriations from the general fund into a Tuition Reserve account
at year end, and
WHEREAS, the Ocean City Board of Education has determined that an amount not to exceed
$500,000 for the 2010-11 year is a reasonable tuition reserve and is available for such purpose of
transfer;
NOW THEREFORE BE IT RESOLVED by the Ocean City Board of Education that it hereby
authorizes the district’s School Business Administrator to make this transfer consistent with all
applicable laws and regulations.
J. Transfer of Current Year Surplus to Capital Reserve
WHEREAS, NJSA 18A:21-2, NJSA 18A:7G-31, and NJSA 18A:7F-41 permit a Board of
Education to establish and/or deposit into certain reserve accounts at year end, and
WHEREAS, the aforementioned statutes authorize procedures, under the authority of the
Commissioner of Education, which permit a board of education to transfer unanticipated excess
current revenue or unexpended appropriations into reserve accounts during the month of June by
board resolution, and

WHEREAS, the Ocean City Board of Education wishes to transfer unanticipated excess current
year revenue or unexpended appropriations from the general fund into a Capital Reserve account
at year end, and
WHEREAS, the Ocean City Board of Education has determined that an amount not to exceed
$945,000 is available for such purpose of transfer;
NOW THEREFORE BE IT RESOLVED by the Ocean City Board of Education that it hereby
authorizes the district’s School Business Administrator to make this transfer consistent with all
applicable laws and regulations.
K. Resolution for Criminal Background Check for Board Members (Attachment #3.K)
The Board approves the attached resolution regarding reimbursement of Board Members for cost
of criminal history background check.
L. Donation (Attachment #3.L)
The Board accepts a donation in the total amount of $18,252.54 from the Ocean City Education
Foundation for the awarding of grants as per the attached list.
M. Funding for UT and OC MAC and the Governor’s Council on Alcoholism & Drug Abuse 2011
The Board accepts funding for the Ocean City High School for the calendar year 2011 from the Upper
Township and Ocean City Municipal Alliance Committee (UT & OC MAC) and the Governor’s
Council on Alcoholism and Drug Abuse as follows:

Student Coalition Against Tobacco $ 800
Drug Awareness and Prevention Week, October 23-31, 2011 $ 400
4. PERSONNEL
A. Substitutes (Attachment #4.A)
The Board approves the attached criminal history approved substitutes for summer 2011 and the
2011-12 school year.
B. Homebound Instructors
The Board approves William Moreland and Donna Schwartz as homebound instructors for the
2010-11 school year at a stipend of $30/hr.
C. Homebound Instructors (Attachment #4.C)
The Board approves the attached homebound instructors for summer 2011 and the 2011-12 school
year at $30/hr*.
D. High School Coaches, Stipends and Volunteers (Attachment #4.D)
The Board approves the attached High School coaches, stipends and volunteers for the 2011-12
school year.

The Board approves the following co-curricular sponsors and stipends (paid by gate sales) for the
2010-11 school year:
Donna Schwartz, Director of Pit Musicians at a stipend of $1,500.
Robert Snodgrass, Vocal Coach at a stipend of $500.
F. High School Co-Curricular Sponsors and Stipends (Attachment #4.F)
The Board approves the attached High School co-curricular sponsors and stipends for the 2011-12
school year.
G. High School Team Leaders (Attachment #4.G)
The Board approves the attached High School team leaders for the 2011-12 school year.
H. High School Cafeteria Person-in-Charge
The Board approves Deborah Heiler as the High School cafeteria person-in-charge at a stipend of
$400/year.
I. Extension Program Faculty
The Board approves the following High School faculty assigned to the Extension Program for
the 2011-12 school year:

J. Summer Technology Helpers
The Board approves the following summer 2011 technology helpers at $30/hr through June 30,
2011 and $30/hr* beginning July 1, 2011:

Stuart Lichtenstein – not to exceed 100 hours
K. High School Summer Employment (Attachment #4.K)
The Board approves the attached High School summer employment for curriculum writing/
professional development/departmental work at $30/hr*.
L. Certificated Staff Resignation
The Board accepts the resignation of Christian Clark, assistant football coach for the 2011-12
school year.
M. Certificated Staff Changes in Assignments
The Board approves the following certificated staff changes in assignments for the 2011-12
school year with their current salary*:
Mary McDowell-Campo from High School Mathematics teacher to High School Guidance
Counselor.
Shannon Pruitt from High School Social Studies teacher to Intermediate School Guidance
Counselor.

N. Supportive Staff Changes in Assignments
The Board approves the following supportive staff changes in assignments for the 2011-12
school year:
Gretchen Smith, from part-time Food Service Worker to full time Food Service Worker, at
Step 7, $17,382, effective September 1, 2011 through June 30, 2012.
Theresa Boylan, from part-time Food Service Worker at the High School to full time
Cafeteria Person-in-Charge at the Primary School, at Step 9, $17,937, with an additional
stipend of $400/year for Cafeteria Person-in-Charge.
O. High School Certificated Staff New Employment
The Board approves the following High School employment effective September 1, 2011
through June 30, 2012:
Karen Ludwig, Teacher of English, MA, Step 1, $54,633*
Dane Tabano, Teacher of English, MA, Step 1, $54,633*
Motion carried with the following vote to abstain: Mr. Raymond Clark.
P. Leaves of Absence (Attachment #4.P)
The Board approves the following leaves of absence:
Employee #2126, a paid medical leave of absence effective October 11, 2011 through
November 3, 2011and an unpaid FMLA/NJFLA child rearing leave of absence effective
November 4, 2011 through February 7, 2012.
Employee #0730, an extended unpaid FMLA leave of absence effective June 8, 2011 through
June 24, 2011.
AA. Business Administrator’s Contract Renewal (Attachment #4.AA)
The Board approves the renewal of Thomas Grossi, School Business Administrator/Board Secretary’s
contract effective July 1, 2011 through June 30, 2012, at a salary not to exceed $126,990, with additional
shared services stipends of $3,500 for Corbin City School District and $10,000 for Sea Isle City School
District.
Discussion on items ensued.
5. POLICY

The Board approves the following student teaching placement for the fall 2011 semester:

APPROVAL OF MINUTES:
Motion by Mr. Bauer, seconded by Mrs. Barbieri the Board of Education approved the minutes of the
May 25, 2011 Regular Meeting as presented.
Motion carried with the following vote to abstain: Mr. Hayes.
UNFINISHED BUSINESS:
Dr. Taylor went over the registration update process.
NEW BUSINESS:
Dr. Taylor went over the New Jersey Teacher Evaluation Pilot Program and corresponding grant.
o Ocean City School District is evaluating the program; Board members had questions that
Dr. Taylor addressed.
Dr. Taylor informed the Board that we have filled all 10 spots in our choice program.
PUBLIC COMMENTS:
Victor Staniec commented on the choice program, sports schedules as well as technology to help the
School District.
BOARD COMMENTS:
Board comments included: Graduation ceremony was great; the Baccalaureate was also great; Relay for
Life is this Friday into Saturday; congratulations to all retirees – we are fortunate to have such wonderful
people working for us; Good Luck to Class of 2011; congratulations to staff and students on the graduation
ceremony; thanks to Primary School staff and Dr. Walls for the Kindergarten promotion ceremony; thanks
to Intermediate School staff and Dr. Vaughan for the 8th grade graduation ceremony; thanks to the Board for
their dedication; and thanks to Mrs. Moiso for leadership.
EXECUTIVE SESSION
Motion by Mr. Bauer, seconded by Mr. McClellan and carried unanimously to adopt a resolution to go
into Executive Session.
President Moiso stated: WHEREAS, the Open Public Meetings Act authorizes Boards of Education to
meet in executive session under certain circumstances,
WHEREAS, the Open Public Meetings Act requires the Board to adopt a resolution at a public meeting
to go into private sessions; now therefore,

BE IT RESOLVED by the Ocean City Board of Education, that it is necessary to meet in executive
session to discuss certain items involving matters concerning negotiations, and specifically: Shared
Services with Sea Isle City School District.
BE IT FURTHER RESOLVED that any discussion held by the Board which need not remain
confidential will be made public as soon as feasible. The minutes of the executive session will not be
disclosed until the need for confidentiality no longer exists.
FURTHER RESOLVED that the Board of Education will not return to open session to conduct business
at the conclusion of the executive session.
The meeting adjourned into Executive Session at 9:12 p.m.
