					                                MINUTES OF REGULAR MEETING
                                        APRIL 13, 2011

CALL TO ORDER
The Regular meeting of the Ocean City Board of Education was called to order by President Madden on
Wednesday, April 13, 2011 at 7:00 p.m. at the Ocean City High School Community Room, 501 Atlantic
Avenue, Ocean City, NJ.

OPEN PUBLIC MEETINGS ACT ANNOUNCEMENT
President Madden announced that adequate notice of this meeting was provided in accordance with the
Open Public Meetings Act, Chapter 231, P.L. 1975. Notice of the time, place and agenda were filed
with the city clerk, posted in the lobby of City Hall, and delivered to the Ocean City Sentinel and the
Atlantic City Press.

President Madden led everyone present in a salute to the flag.

ROLL CALL OF MEMBERS
On roll call, members present were Michele Barbieri, H. James Bauer, Kim Breckley, Joseph S. Clark, Jr.,
Raymond Clark, Gregory Donahue, H. Lloyd Hayes, Antwan McClellan, Brenda Moiso, Thomas R.
Oves, Jr. and Peter Madden. Also present were Kathleen Taylor, Ed.D., Superintendent, Thomas P.
Grossi, Business Administrator/Board Secretary, Michael Stanton, Esquire and Student Representatives
Ciara Barrick and Jayne Snyder. Member absent was Student Representative Tom Heist. There were 9
members of the public present.

PRESENTATIONS:
Dr. Taylor and the Board of Education paid tribute to Audrey Eichenberger. Mr. Madden presented her
family with a plaque.

PUBLIC COMMENTS - AGENDA ITEMS ONLY:
There were no public comments.

SUPERINTENDENT’S REPORT:
Dr. Taylor gave an overview of the Agenda.
Based on the recommendation of the Superintendent of Schools, the following resolutions are presented
for formal approval by the Board of Education.

    Mr. Oves gave a report of the committee meeting.

Motion by Mr. Bauer, seconded by Mrs. Barbieri, and carried unanimously, the Board of Education
approved the following Superintendent’s recommendations by “roll call vote.”

2. Curriculum and Instruction

    A. High School Field Trip Requests
       The Board approves the attached High School Field Trip list.

    B. Professional Development Plans
       The Board approves the submission of the proposed Ocean City School District and Schools’
       Professional Development Plans for the 2011-12 school year to the State of New Jersey Department
       of Education Cape May County Office.

    Informational Items
    Out-of-School Suspension Reports for the High School and Intermediate School for March 2011 are
    attached.

   Curriculum and Student Affairs Committee Report – Mrs. Moiso, Chairperson
    Mrs. Moiso gave a report on the meeting.

3. Finance

    A. Bill List (Attachment #3.A)
       The Board approves payment of bills for April 2011 in the amount of $1,972,245.77.

    B. Travel & Expense Reimbursement (Attachment #3.B)
       The Board approves the April 2011 list of Board of Education Members and School District
       Staff travel and related expense reimbursements.

    C. Food Service Program Report (Attachment #3.C)
       The Board accepts the Food Service Program Monthly Financial Report for March 2011.

    D. High School Auditorium Interceptor Drain Project
       Whereas, on March 30, 2011, the Board of Education of the City of Ocean City opened and read
       bids for the Auditorium Interceptor Drain project as prescribed by law; and

       Whereas, the Board received bids for the project, all of which substantially exceed the amount
       of funds appropriated; and

       Whereas, The Public School Contracts Law provides that a Board of Education may reject all
       bids when the lowest bid substantially exceeds the funds appropriated for the goods or services
       required; now therefore

       BE IT RESOLVED by the Board of Education of the City of Ocean City, in the County of Cape
       May, that all bids received for the Auditorium Interceptor Drain Project be and they are hereby
       rejected in accordance with the Public School Contracts Law, N.J.S.A. 18A:18A-22.

  E. Extended School Year Transportation
     The District will be accepting bids for Extended School Year Transportation at 3:00 p.m. on
     May 17, 2011.

4. PERSONNEL

  A. Substitutes – (Attachment #4.A)
     The Board approves the hiring of the attached criminal history approved substitutes for the
     2010-11 school year.

  B. High School Coaches and Stipends
     The Board approves the following coaches and stipends for the 2011 spring season:
        Jeffrey Sykes, JV boys’ lacrosse coach, step 1, stipend of $4,278
        Ryan Huck, freshman/novice boys’ crew co-coach, ½ of step 1, stipend of $2,000
        Donald Matousch, freshman/novice boys’ crew co-coach, ½ of step 1, stipend of $2,000

  C. High School Co-Curricular Sponsor
     The Board approves Mark Impagliazzo as the spring weight room co-curricular sponsor at
     a stipend of $1,746 for the 2010-11 school year.

  D. Homebound Instructors
     The Board approves Sean Dwyer as a homebound instructor for the 2010-11 school year at a
     stipend of $30/hr.

  E. New Job Description (Attachment #4.E)
     The Board approves the attached new job description for a Technology Manager/Network
     Administrator.

  F. Certificated Staff Resignation
     The Board accepts the resignation of Kelly Cunningham, Extension School Teacher of English,
     effective as of March 31, 2011.

  G. Extension of Employment - District Certificated Staff
     The Board approves the extension of employment of William Boyle, Interim Director of Special
     Services, from June 1, 2011 to June 30, 2011 at $350 per diem for 3-5 days per week on an as
     needed basis.

  H. New Employment – Administrative Staff (Attachment #4.H)
     The Board approves the employment of Dean Paolizzi, Director of Special Services, effective
     July 1, 2011 through June 30, 2012 at a salary of $107,000.

  I. New Employment – Certificated Staff
     The Board approves the employment of Daniel French, High School Interim Teacher of English,
     effective April 14, 2011 through June 16, 2011, at $160/day.

  J. Tenure – High School Certificated Staff (Attachment #4.J)
     The Board approves the granting of tenure to the attached High School Certificated Staff members.

  K. Transfer of Professional Staff
     The Board approves the transfer of Daniel Kilgallon, Special Education Teacher from the
     Intermediate School to the High School for the 2011-12 school year.

  L. Transfer of Supportive Staff
     The Board approves the transfer of Patricia Dewey, Special Education Aide from the
     Intermediate School to the High School for the 2011-12 school year.

  M. 2011-12 Salary Guides for the Ocean City Educational Supportive Staff Association (Attachment #4.M)
     The Board approves the attached 2011-12 salary guides for the Ocean City Education Supportive
     Staff Association.

  N. District and High School Certificated Staff and Salaries (Attachment # 4.N)
     The Board approves the attached District and High School Certificated Staff and their salaries for
     the 2011-12 school year.

  O. District and High School Supportive Staff and Salaries (Attachment # 4.O)
     The Board approves the attached District and High School Supportive Staff and their salaries for
     the 2011-12 school year.

  P. Non-Affiliated Employees and Salaries (Attachment # 4.P)
     The Board approves the attached Non-Affiliated employees and their salaries for the 2011-12
     school year.

  X. Salary Corrections (Attachment #4.X)
     The Board approves the attached High School salary corrections for the 2010-11 school year.

5. POLICY

  A. Adoption of Board Policies – Second Reading
     The Board approves the adoption of the following Board policies:

  B. Revisions of Board Policies - Second Reading
     The Board approves the revisions to the following Board policies:

  C. Revision of Board Bylaw - Second Reading
     The Board approves the revision to the following Board bylaw:

Motion by Mr. Bauer, seconded by Mr. Donahue and carried unanimously, except as noted below, by the
Ocean City Board of Representatives, the Board of Education approved the following Superintendent’s
recommendations by “roll call vote.”

   F. Cape Educational Fund Grant Application (Ocean City Representatives Only)
      The Board approves submission of the Cape Educational Grant application for “Feeling Good
      Mileage Club”, a physical activity program for Intermediate School students.

4. PERSONNEL

   Q. Tenure – Intermediate School Certificated Staff (Ocean City Representatives Only)
      The Board approves the granting of tenure to Frank LaSasso, IV, Intermediate School Mathematics
      Teacher effective September 1, 2011.

   R. Certificated Staff Retirements (Ocean City Representatives Only)
      The Board accepts with deep regret the retirements of the following certificated staff:
              Kenneth Abrams, 7th Grade Science Teacher, effective as of July 1, 2011.
              Martha Godown, 7th Grade Language Arts Teacher, effective as of July 1, 2011.

              Vitina Symanski, Intermediate School Guidance Counselor, effective as of July 1, 2011.

   S. Intermediate and Primary School’s Certificated Staff and Salaries (Attachment # 4.S) (Ocean
      City Representatives Only)
      The Board approves the attached Intermediate and Primary School’s Certificated Staff and their
      salaries for the 2011-12 school year.

   T. Intermediate and Primary School’s Supportive Staff and Salaries (Attachment # 4.T) (Ocean
      (City Representatives Only)
       The Board approves the attached Primary and Intermediate School’s Supportive Staff and their
       salaries for the 2011-12 school year.

   U. Leaves of Absence (Attachment #4.U) (Ocean City Representatives Only)
      The Board approves the following leaves of absence:
         Employee # 0731, an extended paid leave of absence effective May 3, 2011 through
         June 30, 2011.

          Employee #0687, an extended unpaid FMLA leave of absence effective April 7, 2011
          through June 30, 2011.
               
   V. Leave Replacement (Ocean City Representatives Only)
      The Board approves the extension of Emily Conn, as a fifth grade short term leave replacement,
      effective May 3, 2011 through June 16, 2011, at $160/day.

   W. Intermediate School Clinical Practice Placement (Ocean City Representatives Only)
      The Board approves the following clinical practice placement for the Fall 2011 semester:

5. POLICY

      D. Residency Verification (Ocean City Representatives Only)
         The Board approves the attached residency verification for the 2011-12 school year for Ocean
         City School District students transitioning from grades 3 to 4 and 8 to 9.

APPROVAL OF MINUTES:
Motion by Mrs. Barbieri, seconded by Mr. Raymond Clark and carried unanimously, the Board of
Education approved the minutes of the March 23, 2011 Regular Meeting and Executive Session
as presented.

UNFINISHED BUSINESS:
There was no Unfinished Business.

NEW BUSINESS:
Dr. Taylor went over the security drill planned for tomorrow.

PUBLIC COMMENTS:
There were no public comments.

BOARD COMMENTS:
Board comments included: Spring sports are midway through the season; Blood Brothers was performed
last weekend, the High School Student Council is going to visit the 4th grade for Triviathon, the Interact
Club is sponsoring the End to End Family Bike Tour on April 30, 2011; Student Council is planning their
PB&J day; Spring Break is next week: AP testing is in early May; Prom is coming up; College decisions are
being made; Elections for clubs are in process for next year; Student Government day was yesterday with
Cape May County Freeholders; new Board of Education student representatives have been chosen; Thanked
PTA for teacher/parent basketball game; Ed Foundation Gala was a success; Scholarship in Audrey
Eichenberger’s name is being created by the Education Foundation; Board members thanked the student
representatives for their service; many sentiments about Audrey Eichenberger were shared and
Congressman LoBiondo spoke with an AP class.

ADJOURNMENT:
Motion by Mr. Bauer, seconded by Ms. Breckley and carried unanimously to adjourn the meeting at
7:43 p.m.
