 SUMMARY OF THE ACTION                            Describe the activities and the main project objectives


The project will study the potential for using PPPs in the OECS and Barbados, as well as identifying the policy and regulatory reforms
needed to create favourable conditions for the development of PPPs in the region. Key stakeholders will be sensitised by means of a
workshop organised in the OECS region. A concrete and detailed roadmap will be drafted for the promotion of PPPs and presented to a
debriefing meeting in Brussels or in Luxembourg.

                                           The development of the regulatory framework that would support the strengthening of
                                           public-public and public-private partnerships for sustainable development is needed in the
                                           OECS and Barbados, notably for the promotion of market oriented approaches in
                                           diversifying energy sources. This could take the form of cooperation among Caribbean
                                           SIDS, South-South cooperation, including SIDS-SIDS, and the building of alliances with
                                           the multilateral and bilateral donor communities. In recent times, the government of
                                           Barbados has entered into several public-private partnership (PPP) arrangements mainly
                                           build-operate-lease and transfer (BOLT) contracts to undertake a number of large-scale
                                           public projects.

                                           Programmes to enhance energy efficiency and further develop renewable energy options
                                           require support for the formulation and implementation of integrated and interdisciplinary
                                           policies and programmes, including the implementation of public awareness programmes

                                           In general, there seems to be room for the private sector to increase its involvement to
                                           manage, construct and operate, and maintain major facilities. Moreover, PPPs can support
                                           an approach to enhancing the economic development impact of remittances is to develop
                                           ways to utilize some of the remittance proceeds for development purposes, notably
                                           through Development of Community-based Programs that help to leverage remittance
                                           flows for Long-term Investment. There is also need for private public sector partnerships in
                                           waste management activities that should be guided by a system of incentives and
                                           disincentives, rules, regulations and agreements. The governments have contracted
                                           private enterprises primarily to collect and transport waste in the OECS and Barbados.

 with other interventions? [2.8]
                                          The project will interact with the E-Government for Regional Integration Program (EGRIP)
                                          implemented by the World Bank which aim is to promote the efficiency, quality, and
                                          transparency of public services through the delivery of regionally integrated e-government
                                          applications that take advantage of economies of scale. The project will interact with the
                                          EGRIP first at the level of design and implementation of the EGRIP considering an action
                                          plan for pooled procurement in the OECS foresees the assessment of options for a PPP
                                          framework for e-procurement. Second, once the EGRIP is operational, to ensure the
                                          instrument can be used to forecast OECS public procurements, including those which
                                          cover PPPs options.

                                          A Report of a Special Meeting on the OECS construction sector held in St. Vincent and the
                                          Grenadines in March 2009 and requested by the Joint OECS Authority and ECCB
                                          Monetary Council Meeting, concluded that the construction sector had a vital role to play in
                                          the recovery effort and that creative strategies should be developed to ensure the
                                          continued growth of this sector. It was also recommended that there be focused attention
                                          over the medium term to the greater use of Public Private Partnerships (PPPs) for the
                                          delivery of public services, in a bid to increase cost effectiveness of delivery, generate
                                          more private sector activity and free up public resources for redeployment in other priority
                                          service areas and, to that end, engage the Caribbean Development Bank (CDB) as a
                                          partner in the development of a fiscally prudent approach to the use of PPPs in public
                                          expenditure programmes.

                                          The Caribbean Business Leaders meeting that took place in Trinidad & Tobago in March
                                          2009 ahead of the Commonwealth Heads of Government Meeting (CHOGM) in November
                                          2009 identified a number of priority sectors for investment.
