    Lessons learned

    1. With increasing innovative content, it becomes more difficult to involve
       companies

    2. Lack of push factors

    3. Individual and concrete support of companies is important

    4. Difficult to promote cooperation projects in terms of a legal body

    5. Stakeholder approach makes it difficult but is absolutely necessary

    6. Regional management is a long term process

    7. It is a success when many local organizations participate
