OHS Policy Riverina Environmental Education Centre Aim The aim of this policy is to ensure that the workplace is safe for all employees, students, parents, visitors and contractors. Context This policy commits this school to the Department's OHS policies:    Occupational Health and Safety, 2000 Injury Management, 2000 Workplace Rehabilitation, 2000. The Occupational Health and Safety Act 1983 requires that workplaces are safe. AI I staff members, especially those in executive positions, have a responsibility to ensure the safety of themselves and others in the workplace. To do this, hazards will be identified, assessed and controlled. The Act requires that the employer or representative must:       identify the hazards in the workplace and assess their danger eliminate or control hazards so that people are kept safe ensure that machinery, equipment and tools are maintained and used safely train staff in safe work practices ensure that safety data sheets are available for every chemical in the workplace label all chemicals and other substances which could cause ill health and injury and ensure that they are listed on a register. Occupational health and safety committee There is no OHS committee because of the small number of staff. OHS is a permanent agenda item at staff meetings. Specific responsibilities for the principal The principal is required to ensure that this policy and the OHS program are implemented effectively and support staff to meet their specific responsibilities. More specifically, the principal is accountable for:   detecting unsafe or unhealthy conditions taking prompt remedial action to eliminate unsafe or unhealthy conditions or behaviour Specific responsibilities for teaching staff and other employees All permanent and casual staff members are required to support the OHS policy and programs to ensure their own health and safety and the health and the safety of others in the workplace. Specific responsibilities for contractors All contractors and sub-contractors engaged to perform work on the school premises are required, as part of their contract, to comply with the OHS policies', procedures and programs of the workplace. They are required to observe directions on OHS from designated members of staff. Occupational health and safety program In order to implement the general provisions of this policy, a program of activities and procedures will be developed, reviewed and implemented. The program will relate to all aspects of OHS including:  duties of employees  site guidelines for contractors identification  assessment and control of hazards  meeting the identified training needs of staff  communication strategies  auditing and review. Hazard identification Hazard identification is an ongoing task with hazard forms located in the staff room and tea room for reporting hazards. Hazard assessment Using the Hazpak guide, identified hazards will be rated for potential severity of injury and likelihood of occurrence and placed in priority order. Hazard control Within the parameters of the school budget, the principal will fund work to eliminate or control hazards where possible. For major plant items, the appropriate Departmental officer or specialised maintenance contractor should be contacted. Psychological hazards should be referred to the principal. Emergency Procedures There will be a red “Emergency Information” folder detailing how to contact emergency services, basic first aid information and chemical safety data Sheets. These folders will be kept in the office and tea room near the classrooms. Monitoring All staff are responsible for the ongoing monitoring of known hazards and the identification of new and emerging hazards.      All staff must report hazards using the hazard report forms. No one may use unsafe equipment, for example electrical devices with bared insulation or conduct unsafe activities. Outside contractors must follow safe work practices. Any staff observing contractors failing to work safely must report the fact to the principal immediately. All staff will be issued with this policy. This policy will be reviewed every two years Personal Protective Equipment (PPE) Personal protective equipment (PPE) is defined under the OH&S Regulation 2001, Clause 15(2) as „any substance used to protect health‟. Both employer and employee have legal responsibilities under the OH&S Act 2000 and OH&S Regulation 2001. Under the OH&S Regulation 2001, Clause 15(1) DET, as an employer, is responsible for providing PPE to all staff where there is an identified need to control risk. Under the OH&S Act 2000 Section 21, an employee is responsible for taking reasonable care of their PPE, and not modifying it or deliberately damaging it. Refusal or failure to use PPE without a valid reason is in breach of OH&S policy and the person could be charged under the OH&S Act 2000 Section 20 (2). REEC shall provide staff with funding for PPE. For legal and regulatory reasons, purchases are recorded. REEC will supply or pay for the cheapest legal, appropriate and functionally satisfactory PPE consistent with teaching outdoors. Generally the purchaser will pay the difference in costs if a more expensive brand is preferred over a cheaper brand that performs the same function and of equal safety standard e.g. designer Ray Ban sunglasses as opposed to base-model sunglasses from the NSW Cancer Council. The cost of laundering work clothing is a claimable expense against income tax. PPE for exposure to working in cold or wet conditions Long sleeved work shirt with collar and long work trousers; waterproof coat; warm jacket. PPE for Exposure to high levels of sunlight / ultraviolet radiation Long sleeved work shirt with collar, UPF rating of 40+; long work trousers. Hat with broad brim, sunglasses, sunscreen with a sun protector factor (SPF)30+, broad spectrum. Footware Shoes/boots suitable for outdoor hiking should be worn. REEC will contribute the following toward costs: approximately $400 per year 3 shirts per year ($40 ea); 1 warm top per year ($30); 3 trousers per year ($40); walking boots every 2 years ($150); hat ($20); sunglasses $20; waterproof coat every 5 years ($100) Revision: 2010
