Name of Program: Community Housing Improvement Program (CHIP)
Agency: Ross County/Mid-Ohio Regional Planning Commission
Description: Housing Rehabilitation Assistance and Home Repair Assistance.
Eligibility: Owner occupied homeowners. Income cannot exceed 80% of area median
income. Assistance also targeted to those at or below 50% of area median
income.
Eligible Repairs: Rehabilitation: Installation and/or repairs to foundations, roofs, gutters
electrical upgrades, plumbing, furnaces, hot water heaters, insulation,
windows, doors, accessibility improvements and lead based paint reduction.
Home repair: roofs, handicapped accessibility, water taps, septic repairs or
replacements,foundation repairs, electrical repairs, plumbing repairs,
window replacement, new roofs, new furnaces, insulation, siding repair and
lead based paint reduction.
Type of Funding Home Repair Assistance is provided as a grant. Rehabilitation Assistance is
provided in the form of a deferred, no-interest loan, a portion of which may
be forgiven under certain conditions.

Name of Program: Emergency Home Repairs/Handicapped Accessibility Modifications
(OHTF)
Agency: Area Agency on Aging, District 7
Description: Provides assistance with emergency home repairs and handicapped
accessibility modifications.
Eligibility: Homeowners 60 years and older; living in the home where
modification/repair will be completed, recorded homeowner, life estate or life
lease, some restrictions apply to mobile homes. •For Housing Trust Fund--
income of entire household must be at or below 35% of county median
income •For Senior Community Services Home Repair--income of entire
household must be 175% of Federal Poverty Level (HEAP guidelines) In
Adams, Brown, Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto
and Vinton Counties.
Eligible Repairs: Home Modification and/or Repairs, including: heating systems, plumbing
systems,hot water tanks, water taps and lines, hazardous electrical
systems, severely deteriorated roofs, walls, floors and doors, ramps for
handicapped-accessibility, kitchen and bathroom modifications for
handicapped accessibility

Name of Program: Home Weatherization Assistance Program (HWAP)
Agency: Ross County Community Action Commission
Description: No-cost energy assistance program designed to increase the energy
efficiency of dwellings owned or occupied by income-eligible Ohioans,
reduce participants' household energy expenditures and improve
participants health and safety.

Eligibility Any individual, homeowner or renter with an income at or below 200% of the
federal poverty guidelines. HWAP providers give priority to people over the
age of 60 and those with disabilities.
Eligible Repairs: Safety inspection, tune-up/repair and if necessary, installation of heating
units; insulation of attics, sidewalls, heating ducts, floors, water tanks;
reduction of air leakage from major sources; personalized energy
management plans.
Type of Funding: Grant of direct service. No cash benefits.

Name of Program: Lead Hazard Control Grant
Agency: Ohio Department of Health through a grant from HUD
Description: Lead hazard control program for homeowner and tenant households. Must
be a resident of Ross county. Households must have low-to-moderate
incomes and lead in their unit. Program assists homeowners directly;
tenants are assisted by a grant to their landlord.
Eligibility: Household income cannot exceed 80% of area median income. If the
property is owner-occupied, either a child under 6 years of age must live in
the home or visit a significant amount of time, or there must be a pregnant
woman living in the home. If the home is a rental, the owner must agree to
not significantly raise the rent for a 3-year period and the owner must make
a good faith effort to rent to low income families with children. Structures
with more than 4 units are not eligible for assistance.

Name of Program: Very Low Income Housing Repair Program
Agency: USDA Rural Development
Description: Provides loans and grants to very low-income homeowners to repair,
improve, or modernize their home. COUNTY IS PARTIALLY ELIGIBLE.
Eligibility: Loans To obtain a loan, homeowner-occupants must be unable to obtain
affordable credit elsewhere and must have very low incomes, defined as
below 50 percent of the area median income. Loans are at 1 percent

Eligibility: Grants Grants are only available to homeowners who are 62 years old or older and
