                              with a 12-gauge shotgun during a Feb. 8 call for a suspicious vehicle. Deputy
                              Xanthakis and his dog were in a marked patrol car at the time of the shooting.
                              The deputy and his dog survived. Two of the men were identified in an ICE
                              report as members of the Surenos gang, or SUR-13, a collection of Mexican-
                              American street gangs with origins in the oldest barrios of Southern California.
                              Hundreds of SUR-13 gangs operate in California and have spread too many
                              other parts of the country. Federal officials say SUR-13 are actively involved in
                              illegal-immigrant and drug smuggling. The suspects illegally entered the U.S.
                              from Mexico. A search of their house netted items thought to have been stolen
                              in vehicle break-ins such as GPS devices and car stereo systems. Deputies
                              recovered the shotgun that was used to shoot at Deputy Sheriff Xanthakis.
                              ICE agents, as part of a nationwide crackdown on gangs, have arrested
                              members of SUR-13 in Tennessee and Georgia on charges ranging from
 felony theft and illegal re-entry after deportation to murder, attempted murder, carjacking, armed robbery

 Analyst Note/Impact on D.C.: According to the DC Metropolitan Police Department, SUR-13 graffiti
 has been spotted at various locations within the city.

 MD: Two attempted abductions reported Friday                     (NCR Area of Interest/Criminal TTP)
 Police in Howard and Harford counties said they had no indication that the attempted abductions of boys
 on Friday incidents were related. An 11-year-old student of Howard County's Glenwood Middle School
 reported that he was approached by a maroon GMC sport utility vehicle shortly after getting off a school
 bus in Woodbine about 2:50 p.m., county police said. The boy heard a man ask for help finding a lost
 puppy. The boy said he could not see the man's face because the window was tinted and lowered only a
 few inches. The boy ran home and told his mother, who called police. Howard County police have asked
 that anyone with information call 410-313-3200. In Bel Air, an 8-year-old boy was walking home from his
 bus stop at about 3 p.m. Friday when he was approached by a man in a red pickup truck. The truck's
 driver opened his door and asked the boy to help find a lost cat. The boy ran home and told his mother,
 who called police. Anyone with information was asked to contact the Northern Precinct at 410-692-7880.

US raids target Mexican drug gang                                              (Narcoterrorism TTP)
A major crackdown on
Mexican      drug     traffickers
operating in the US has led to
the arrest of 755 people.
These included 52 people
detained on Wednesday in
California, Minnesota and
Maryland in raids targeting
the powerful Sinaloa cartel.
A 2008 justice department
report      found       Mexican
traffickers were the biggest
organized crime threat to the
US.      Most of the cocaine
available in the US is
smuggled       via   the     US-
Mexican        border,      while
Mexican      drug     traffickers
control most of the US drug
market.      As well as 755
arrests, Operation Xcellerator
led to the seizure of : money
totaling $59.1m; 23 tons of
narcotics, including 12,000 kg
cocaine, 7,257 kg of marijuana, 544 kg of methamphetamines and 1.3m Ecstasy pills; 149 vehicles,
three aircraft, 3 maritime vessels; and 169 weapons. The investigation had uncovered a "super meth
lab that is so sophisticated that we've seen none like it anywhere" and drug factory machines able to
produce 12,000 ecstasy tablets an hour. Operation Xcellerator had also disrupted the gang's
operations in Canada. The Sinaloa cartel is one of four main Mexican drug-trafficking gangs, the
others being the Gulf cartel, the Tijuana cartel and the Juarez cartel. Turf wars led to the deaths of
some 6,000 people last year as the traffickers fought each other and the authorities, and Mexican
media say so far this year there have been around 1,000 drug-related murders.

Toxic mixture said to be missing from Pennsylvania plant                     (Situational Awareness)
The state Department of Environmental Protection (DEP) is investigating a claim that
more than 2 gallons of a mixture containing a highly toxic heavy metal is missing from a
closed western Pennsylvania factory. Former Industrial Diamond Powders Inc. plant
manager recently told the DEP the mixture, which contained thallium, was missing.
Thallium is a suspected carcinogen once used in rat poison. One gram is enough to kill
a person and lesser amounts can damage the heart, brain, spinal cord and lungs. A
DEP spokeswoman says no thallium was found during a recent search, but the agency

Maryland Man Shines Laser Pointer at Police and News Helicopter                              (Officer Safety)
Officers     from        the
Montgomery          County
Police 3rd District have
arrested a 57-year-old
man for pointing a laser
pointer at a local news
helicopter as it flew over
the suspect's home.
Wednesday           officers
responded to the 800 block of Whittington Terrace in Silver Spring for the report of a disorderly
conduct incident that had just occurred. Through the course of the investigation it was determined
that the suspect was bothered by the noise the helicopter was making as it was flying above his
home. He walked to the rear of his house and shined the laser pointer beam at the pilot of the
helicopter, obstructing his view for a period of time. The helicopter pilot notified the news station
whose staff called police. Officers arrived at the residence and walked to the rear of the house. The
suspect shined the laser pointer in the officer's face and eyes. The suspect was taken into custody.
Gary Wort, was charged with one count of disorderly conduct, three counts of reckless

Analyst Comment: What makes the laser potentially dangerous to the eye and vision is the
concentration of the power in the beam. When directed into the eye, the beam forms an image at the
retina that may be as bright as the sun. Eye exposure to laser pointers could lead to temporary
blindness, retinal burns, and distractions which could cause serious injury or death. If you are flashed

reading for a duration of more than a few minutes, see your eyecare professional as soon as possible

Needles Found On Door Handles, Phone In Wash.                             (Public Health/Criminal TTP)
Police say they are investigating three cases of people who suffered punctures from hidden
hypodermic needles. Vancouver officers said that in two of the incidents the needles were
taped to door handles while the third was taped to a public phone receiver. In all three cases,
the needles caused the victim to bleed. The three incidents were all reported at Vancouver
businesses, including a Kinko's/FedEx and the Vancouver Public Library. Officers said the
three have been the only cases reported. One of the victims went to an area clinic, one was
treated by an ambulance and the third was seeking his or her own treatment. It is unknown

120-Ton Freight Train Taken On Joyride In Florida                          (Situational Awareness)
Authorities are investigating who took a 120-ton freight train for a weekend joy ride.
The CSX diesel locomotive disappeared from the Kendall area late Sunday night.
The locomotive was parked in storage while awaiting assignment. Following the
track southward, railroad personnel and Miami-Dade police located the missing train
early Monday about 7 miles away. CSX officials don't think it was an amateur who
took the train. They believe it would take someone with experience and a solid

Extremist attacks on global food chain increase                                  (Domestic Terrorism TTP)
Attacks on the global food chain from animal-rights and
environmental extremists jumped 42 percent — from 155 in
2007 to 220 in 2008 — according to the Animal Agriculture
Alliance. Claimed attacks on food retailers in the U.S. from
groups like the Animal Liberation Front exploded 377 percent.
The information compiled by the alliance showed that ALF,
ELF, DBF and related groups claimed a total of 640 acts of
sabotage, vandalism and arson in 2008, up from 467 in 2007,
an increase of over 35 percent. The overall level of animal-
rights extremist attacks in the U.S. on businesses that use
animals — including medical research, consumer product
safety, pets, circuses, rodeos, fur shops, hunting stores, farmers, ranchers, food retailers — surged
nearly 40 percent. An even more troubling development is the massive expansion of damages
inflicted upon food retailers. Claimed attacks on food retailers in the U.S., especially the brand names
of McDonald’s, Burger King, KFC and Hardee’s, increased from 9 in 2007 to 34 in 2008, an increase
of 377 percent. Destruction or defacement of property — especially smashing windows, etching
windows, and painting (or paint bombing) windows, buildings, vans and billboards — were the
techniques most frequently used by extremist groups in their attempts to intimidate food chain
businesses to shut down. The groups also adopted a new unsavory technique this year, using
sponges to block toilets and urinals to cause expensive flooding and extensive clean-up. In terms of
terrorist activities, global animal-rights extremist groups combined to claim over 600 separate terrorist
acts, including: Arson, Firebombing autos and trucks, Paint bombs, Death threats, Theft, bomb
threats, Product tampering hoaxes, Vandalizing gravesites, Acid-etching windows, Gluing locks, Paint
stripping cars, Slashing tires, Flooding facilities, Cutting off utilities to restaurants, Hacking web sites,
Damaging equipment. Mexico appears to be an emerging center for animal-rights terrorism. In 2008,
extremist groups in Mexico claimed more than double the amount of attacks than were claimed in the

Phishers ride on financial crisis theme                                              (Cybercrime TTP)
Phishing attacks have doubled during the months of January and February,
with phishers riding on the downturn in the economy to pose as financial
institutions. According cyber experts, the recession theme has seen a
revival in the past month, where spam is concerned. “At a time when
concerned consumers may not be surprised to hear from their banks,
phishing attacks have risen to one in 190 e-mail messages, from one in 396
in January 2009.” “Recession spam” messages have also surfaced,
carrying text strings such as “money is tight, times are hard.” February saw
the reappearance of search engine redirects referencing the financial crisis, for the first time in over a

Paris LTTE Kills French Policeman When Fund Raising Questioned                    (Terrorism TTP/O.S.)
The French police have arrested six allegedly LTTE connected Sri Lankan Tamils
including a woman for allegedly killing a French policeman with his own service pistol.
The incident had reportedly happened as the policeman who was passing by
questioned a group of Sri Lankan Tamils allegedly connected with the Liberation Tigers
of Tamil Eelam (LTTE) collecting funds for the banned terrorist outfit. Sri Lankan
sources suspect that there had been an argument between the policeman and the
Tamil Tiger supporters who are not supposed to collect funds for the banned terrorist
outfit and the argument developed into an attempt to manhandle the policeman. The
service pistol then dropped from the hand of the policeman and one of the Tamil Tigers picked it up and
shot at the policeman wounding him seriously. The policeman who is in his thirties and left on the street
profusely bleeding was found about half an hour later following the alleged incident by a passerby. He
was taken to a Paris hospital by an ambulance but found dead after the admission, Saturday night.

designated the U.S.-based Tamil Foundation under Executive Order 13224 as a support network for the
terrorist group Liberation Tigers of Tamil Eelam (LTTE). The Tamil Foundation is located in Cumberland,
Maryland. On November 15, 2007, the Tamils Rehabilitation Organization (TRO) in the US was
designated a Specially Designated Global Terrorist Group under Executive Order 13224. Over the course
of many years, the Tamil Foundation and the TRO have co-mingled funds and carried out coordinated
financial actions.

Bushmeat, an African delicacy, facing NY crackdown                                                    (Public Health)
U.S. health officials say a steady flow of “bushmeat” is brought illegally
into the U.S., largely by West and Central African immigrants. Officials
say the imports are a serious public health hazard. New York’s state
legislature may increase the penalties for smuggling, although
immigrants say the dangers are overblown. Officials say even a small
amount of tainted bushmeat — a staple of some African diets that
includes chimpanzee, gorilla, antelope, birds and rodents — could lead
to an outbreak of Ebola, monkey pox or other infectious diseases. “It
just takes one piece of meat that’s infected with Ebola virus for us to
have a major disaster on our hands,” said a former New York City
health commissioner and the former director of an immunization drive in West Africa. “It spreads very
rapidly. It is very difficult to contain and control.” The scientist and author of “Eating Apes” said Ebola can
be spread through butchering chimpanzees and that a person could possibly contract Ebola after the

  Analyst Comment: According to a study by the Wildlife Conservation Society (WCS), all recent Ebola
virus outbreaks in humans in forests between Gabon and the Republic of Congo were the result of
handling infected wild animal carcasses. Researchers have found that Ebola infections in wild animals
such as gorillas, chimpanzees, move across the human-wildlife divide through hunters taking either sick
animals or carcasses for meat. Common ways of preparing the meat -- drying, smoking or salting -- may
not always kill viruses that cause human disease. Salmonella and food poisoning also are serious
concerns. According to the CDC, the likelihood of contracting any viral hemorrhagic fever (VHF), including
Ebola, is considered extremely low unless there has been travel to the affected area and direct contact
with the body fluids of symptomatic infected persons or animals or with objects that have been
contaminated with body fluids. Although the disease is rare, it has the potential for person-to-person
spread, especially among health-care staff and family members or others who care for the patient.

Action Guide for emergency management at Institutions of Higher Education                    (Resource)
There are over 4,000 two-and four-year public and private institutions of higher
education in the U.S. totaling over 15 million students and several million staff,
faculty, and visitors. Each of these institutions has a commitment to ensure the
safety and general welfare of those on their campuses and to provide
appropriate policies, procedures, and strategies to maintain a safe campus.
Because of recent violent crimes, natural disasters, and other emergencies or
crises, colleges and universities are convening committees and task forces to
reexamine or conduct a comprehensive review of policies, procedures, and
systems related to campus safety and security. As with many critical areas on
the agendas of administrators, campus safety requires building support and
conducting a thorough and systematic process to produce a quality plan to
prepare for and manage emergencies on campus.

Hurricane Ike Impact Report                                                                     (Resource)
This Hurricane Ike Impact Report is a first-ever attempt to comprehensively compile
the damage assessment and impact information of federal, state and local
governments for use in the long-term recovery process. The primary objective of
this effort is to provide a central point for the collection and dissemination of
information gathered from preliminary damage and impact assessments of various
federal, state and local agencies and private-sector organizations. The primary
audiences for this report include: 1. State and federal agencies that seek to
effectively use and coordinate program resources to support community recovery.
2. Public and private organizations, businesses, associations and universities that
have resources and/or expertise that can help communities recover from Hurricane
Ike. 3. Local officials and residents interested in learning about the overall impacts
of Hurricane Ike. This report discusses the impacts of Ike on the social, built,
economic and natural environments, as well as the cumulative impacts of storms in this region and steps

Tampa Uses New Software to Strengthen Its Disaster-Preparedness Infrastructure
The City of Tampa, Fla., is using new software to help develop a disaster-
preparedness infrastructure and promote rapid, coordinated responses to
potentially catastrophic events. The city's disaster-preparedness team is using
Crystal Reports software to gain unified insight across the many agencies and
geographic branches that support its centralized Emergency Operations Center.
In addition, SAP BusinessObjects Business Intelligence solutions helps provide
users with easy access to accurate information and the ability to create
visualizations and conduct "what if" analyses -- regardless of their technical skill
levels. With real-time insight, the City of Tampa has improved its decision-making
processes and can respond more effectively to help address different situations,
ultimately helping to promote better protection for the public during major events like Super Bowl
XLIII, large city-wide parades, hurricane season and presidential visits.

Recommendations: Natl. Mass Patient & Evacuee Movement, Regulating, & Tracking System
In October 2005 the Agency for Healthcare Research and
Quality (AHRQ) awarded a contract to support development of a
national strategy for the design, development, and
implementation of an interagency mass patient and evacuee
movement, regulating and tracking system. The project had two
overall goals: 1. Develop recommendations for a National
Mass Patient and Evacuee Movement, Regulating, and Tracking
System that could be used during a mass casualty or
evacuation incident for the purposes of locating, tracking, and                Hurricane Katrina evacuees at the
regulating1 patients and evacuees, as well as provide decision               Houston Astrodome, September 1, 2005
support to persons and organizations with responsibility for
patient and evacuee movement and care, health care and transportation resource allocation, and incident
management. 2. Build a Web-based Mass Evacuation Transportation Planning Model for use
before a mass casualty / evacuation incident to estimate the transportation resources needed to evacuate
patients and evacuees from health care facilities and other locations. This report addresses the first of
these two project goals, the development of recommendations for a National System. A separate report to
AHRQ contains the Mass Evacuation Transportation Planning Model, available on the AHRQ Web site for
