 Objective of the Study Visit:

 We apply temporary (admmision) importation in full and partial relief.

 We implement the articles of 128 to 134 of Customs Law No. 4458,Articles 415 to 470 of Implementation
 Regulation of Customs Law No. 4458 and Articles 3 to 27 of the Council of Ministers dated om 05.02.2000 have
 same provisions as Articles 137 to 144 of the Council Regualtion (EEC) 2913/92 and 553 to 584 Commision
 Regulation (EEC) No. 993/2001 of May ammending Regulation (EEC ) No. 2454/93 By the end 2006 we have
 started the new work about changing the rules of Articles 3 to 27 of the Council of Ministers dated on
 05.02.2000 and in the short term it will be enforced. however Council Regulation 2913/92 was changed and it
 was annouced in the Official Journal of the European Union on the fourth of June 2008 in L 145 so we have to
 make changes according to this regulation and its implementation regulation

 But we have some problems of implementing the temporary admission ( importation) procedure

 the first one : according to Article 4 of the Council of Ministers dated on 05.02.2000 customs adminstrations
 give autorize for holders to temporarily import goods for exhibition which has a parallel rule to Article 576
 Comission Regulation (EEC) No. 993/2001 of May ammending Regulation No. 2454/93 but for this provision we
 have a condition which is about holders should show a document which is given by exhibition organizaton but EU
 regulations have not a condition like that and Article 9 (d) and (e) of the saidCouncil Of Ministers have same rule
 573 (c) of Commision Regulation (EEC) No.993/2001 of May ammending Rregultion No.2454/93 which is about
 goods used to carry out tests,experiements or demonstrations without financial gain. So we want to learn that when
 the authorisation is given by customs administrations without declaring any document from exhibition organzaitons
 the goods for sale or event and goods fordemonstrations with condition of without financial gain how the decision
 will be taken by customs officer for goods can be temporarily imported with total relief or partial relief

  the second one : we have a rule of using document INF 6 but it rarely have a usage we would like to its
 implementation in European Union, which can be used for transfer of goods between authorisation holders,
 customs administirations and eurpoean union members

 the third one : in many eurpoean union members temporary admmission have usage in retrospective
 authorisation and full authurization Retrospective authorization is given in certain circumstances one of the
 criteria of this authorization are exceptional circumstances. We would like to see these exceptional circumstances .

    full authorization can be used to cover a series of imports under the same authorisation and the implementation of
    this authorisation will be important for us if we have a chance to regulate this authorisation

    the fourth one is about temporarily importation in inland waterway vessels, sea going vessels like pleasure craft
    and how the authorization is given for the means of transport w hich are used pivately or commercially by
    natural or legal persons establishing in Terriority Customs of Turkey.
