Market surveillance and auditing of toys are carried out basically by the central organization of Ministry of Health along with the provincial organization. Refik Saydam Hygiene Center has the responsibility to carry out the testing facilities of toys which are picked up from the market by the inspectors of Ministry and sent for safety analysis. At the moment, a toy safety laboratory is being established at the premises of Refik Saydam. Tendering process has just been completed for the procurement of necessary testing equipments and it is foreseen to commence operation in autumn 2007. Meanwhile, the Ministry carries out inspection activities, and prioritize some products, that are highly dangerous in chemical means, to be tested first. In Turkey such products could not be tested since any of the laboratories in Turkey does not have a validated method, especially for volatile compound detection in toys. On this account, the laboratory staff of Refik Saydam requires to gain knowladge and expertise on some chemical analyses, such as phtalates and volatile compounds in toys, sourced from plasticizers or petroleum products which are highly cancerogenic when it exceeds the permitted limits set by related standards. Following the set up of this new laboratory and the installement of equipments, the laboratory staff will require to visit the laboratories of a notified body on toys or a market surveillance authority to to see in place the implementation of the application of test methods in question, the validation procedures and the quality criteria to gain knowladge and expertise. Meanwhile, the laboratories of Refik Saydam has set its sight on being accredited for some of these methods as a next step. Thus this visit will enable the staff to observe the technical and physical infrastructure required to meet the criteria for accrediation so that they can do necessary renovations in return.

The Directive no. 88/378/EEC on Safety of Toys had been harmonized and The Regulation on Toys, published in Official Journal no. 24758 of 17.05.2002 had been put into force on 17.11.2003. In addition, the Regulation on the Amendments made to the Regulation on Toys has also been published in Official Journal no. 25293 on 18.11.2003. In addition, the Regulation on the Amendments made to the Regulation on Toys has also been published in Official Journal no 26354on 22.11.2006. “The Communique on Toys and Phthalats in Child Care Goods”, specifying the maximum quantity of some phthalats available in child care goods and toys made of soft PVC for kids under the age of three to take to their mouth, prepared with regard to the Commission Decision no 2004/781/EEC of 18/11/2004 which modified the Commission Decision no 99/815/EC of 7/12/1999, has been published in Official Journal no. 25972 and put into force on 20.10.2005.

Refik Saydam Hygiene Center has been the promoter of "Safety of Toys" Project TR/06/B/F/PP/178084 (20062008) supported by European Union Leonardo da Vinci Vocational Training Programme. The project aims to produce innovative training materials so as to raise awareness on safety aspects of toys among the target group of the project such as, representatives of toy sector, inspectors of Ministry of Health who carry out market surveillance activity, consumers and professionals who are/will be responsible for the education of 0-14 years of age. The content of the materials and the methodology of teaching will vary according to the kind of target group. The partnership has a multinational character involving experts from Italy, Portugal, Spain and Turkey. The project core team plans to carry out awareness raising campaignes via valorisation activities. Consequently once the consciousness and interest on safety aspects of toys become increasing and widespread, consumers would be aware of the lack of conformities and feel responsible to make necessary complaints to the competent authorities. This will activate the market surveillance activities which will force the sector representatives to produce/import safe products compliant to essential directives. Eventually like a chain reaction the project will have inevitable impacts on many sectors such as industry, education and control. Thus the Project will not only improve skills and competencies of people but also promote public health and social dialogue.
