If yes, please indicate details: Certification System and lab.analyses methods of species were partly studied and discussed at the PSO project. In addition to this, inspection lab. analyses of potato certified and labelling of potato is very important to exporting and importing of them. Thus, this expertise will be a complemantary mission for the PSO Project

Please list in detail the issues you would like to discuss with the visiting expert, such as implementing regulations, infrastructure, strategies, training and any other elements of relevance: To have recommendations concerning the aspects of technical substructure which is being planned to put in practise in near future with harmonization support of the current structure. Technical assistance from Netherland will help us to identify our shortcomings. .

4. Other background information relating to the current situation in the Candidate Country:
Please give an outline of your country’s current situation concerning the sector of the acquis communautaire indicated and indicate any recent developments that may be relevant in this regard: Turkey has had a seed law which regulates variety registration, seed certification, control and marketing since 1963. It has been a member of ISTA (International Seed Testing Association) and participating to OECD seed schemes thenceforth. National seed policy and regulations are quite suitable for private enterprise development in the sector. Especially after 1983, implementation of the some new economic policies encouraged development of private seed companies However, starting at the time, deregulation of seed trade and promoting the development of private seed companies, has dramatically changed both the composition and structure of the seed industry. Today, the seeds of some field and forage crops and almost all of the vegetable crops are being procured, produced, processed and marketed by private companies. Almost exclusively, private seed companies carry out international seed trade. Nevertheless, the development of the country's seed sector is still in progress, cooperatives and state farms are still major suppliers of seed of some field crops such as winter cereals and cotton.
5. Draft programme for the expertise:
The training programme is planned as a technical assistance including detailed discussion on the EU Directive on the marketing of potato seed and transfer of experience gained by the Member States regarding the implementation of the directives concerned and setting up a certification system.
