To find out the specifications of EU's approved sugar warehouses and operational procedures thereof, clarifying some hesitations about their status, such as: whether all sugar factory warehouses are compulsorily be approved or such warehouses only belong to the intervention agencies, are those warehouses used for only bulk sugar storage, which authority issues the approval certificates.

of sugar factories or individual for each of them, - how do the intervention agencies involve in the storage system and the approved warehouses, are these warehouses used only in the intervention times, which institution gives the approval certificates, how does the inspection mechanism operate. It is also required to have knowledge about the "private storage" system which is supposed to replace with the public intervention system according to the draft proposals which was prepared by the EU Commission and which is foreseen radical reforms in the EU sugar regime.
4. Other background information relating to the current situation in the Candidate Country:
Please give an outline of your country’s current situation concerning the sector of the acquis communautaire indicated and indicate any recent developments that may be relevant in this regard: Sugar Law no 4634 was entered into force on April 19, 2001. All of five regulations which had been foreseen to be legislated in the Law were prepared and entered ito force later on. Two of which are related to the Turkish Sugar Authority, which was established by the abovementioned Law. One of which is about arranging sugar quotas, one of which is about determining prices of raw material and sugar, the last is about storage deductions and reimbursement payments. The latest which is closely connected with our expertise demand from TAIEX, will be started to put into implementation since 2004/05 marketing year which will be started on 1 September 2004. However, there is some lack of information about the EU approved warehouses, which are the essential instruments of the storage system in the EU. It is necessary to implement the regulation properly; to find out the operational procedures of them, whether they have packaging units, if so, how they operate, to whom they belong, what is their relation with the intervention agencies, their inspection mechanisms, whether they are shared or individual for all of the sugar factories, their location and layout, qualifications and number of the staff of the warehouses.
