					       2013 City of Lakewood Tourism Promotion Application

APPLICATION PERIOD OPENS: Thursday - July 26, 2012 at 8:30 am
APPLICATION PERIOD CLOSES: Thursday - August 16, 2012 at 5:00 pm

APPLICATIONS WILL BE CONSIDERED AS SUBMITTED. Submit a separate application for
each project. Incomplete applications and application packets received after 5:00 pm Thursday,
August 16, 2012, will not be considered for funding.

GRANT FUNDING OBJECTIVE: To support eligible projects, created by nonprofit 501(c)(3),
501(c)(6) or local governments which bring tourists to Lakewood from over 50 miles away.


PLEASE NOTE: PURSUANT TO CHANGES IN WA STATE RCW 67.28, THE CITY OF LAKEWOOD
WILL BE UNABLE TO MAKE REIMBURSEMENTS FOR THE FOLLOWING EXPENDITURES UNLESS
INVOICES FOR SUCH EXPENDITURES ARE RECEIVED ON OR BEFORE JUNE 14, 2013:

 Operation (as opposed to “marketing”) of special events and/or festivals designed to attract
  tourists (i.e. performer expenses, rental fees, stages, t-shirts, postage, etc.)
 Support of the operations and capital expenditures of tourism-related facilities owned by non-
  profit organizations (i.e. rent, salaries, phones, building improvement, copies, postage, etc.)


JANUARY 1, 2013, THROUGH JUNE 14, 2013, FUNDING:
WA State RCW 67.28 limits the use of lodging tax funds to one of the following uses:
 Tourism promotion and/or to market and operate special events and festivals, and/or
  acquisition or operation of tourism-related facilities owned by a non-profit organization as
  specified in RCW 67.28.080.

CHANGES TO RCW 67.28 THAT BECOMES EFFECTIVE ON JUNE 30, 2013, REQUIRE THE CITY OF
LAKEWOOD TO MAKE ANY REIMBURSEMENTS FOR THESE USES ON OR BEFORE JUNE 30, 2013.
AS SUCH, THE CITY OF LAKEWOOD MUST RECEIVE ALL INVOICES FOR SUCH EXPENDITURES NO
LATER THAN JUNE 14, 2013.

Useful Definitions – RCW 67.28.080:
 (5) “Tourism” means economic activity resulting from tourists, which may include sales of
  overnight lodging, meals, tours, gifts or souvenirs.
 (6) "Tourism promotion" means activities, operations, and expenditures designed to increase
  tourism, including but not limited to advertising, publicizing, or otherwise distributing information
  for the purpose of attracting and welcoming tourists; developing strategies to expand tourism;
  operating tourism promotion agencies; and funding the marketing of or the operation of special
  events and festivals designed to attract tourists.
 (7) "Tourism-related facility" means real or tangible personal property with a usable life of three
  or more years, or constructed with volunteer labor that is: (a)(i) Owned by a public entity; (ii)
  owned by a nonprofit organization described under section 501(c)(3) of the federal internal
  revenue code of 1986, as amended; or (iii) owned by a nonprofit organization described under
  section 501(c)(6) of the federal internal revenue code of 1986, as amended, a business
  organization, destination marketing organization, main street organization, lodging association,
  or chamber of commerce and (b) used to support tourism, performing arts, or to accommodate
  tourist activities.
 (8) “Tourist” means a person who travels from a place of residence to a different town, city,
  county, state, or country, for purposes of business, pleasure, recreation, education, arts,
  heritage, or culture.

PROPOSALS MUST BE FOR A USE SET FORTH IN RCW 67.28 (EFFECTIVE UNTIL JUNE 30,
2013) AND MEET ONE OR MORE OF THE FOLLOWING OBJECTIVES:
 Generate increased tourism and increase recognition of Lakewood throughout the region as a
  tourism destination.
 Generate economic benefit through sales of overnight lodging, meals, tours, gifts, or souvenirs
  and/or construction of tourism-related facilities.
 Increase opportunities for tourism by developing new tourism activities.


JUNE 15, 2013, THROUGH DECEMBER 31, 2013, FUNDING:
Effective June 30, 2013, WA State RCW 67.28 limits the use of lodging tax funds to one of the
following uses:
 Tourism marketing, promotion and advertising of special events, venues or festivals.1

NOTE: THE CITY OF LAKEWOOD WILL FUND THE PERIOD OF JUNE 15, 2013-DECEMBER
31, 2013, AS STATED ABOVE REGARDLESS OF WHETHER THE LAW CURRENTLY SET TO
EXPIRE ON JUNE 30, 2013, IS RENEWED.

No special consideration is given to lodging tax grant awardees for use of Clover Park Technical
College’s (CPTC) Sharon McGavick Conference Center.

Lakewood’s Lodging Tax Advisory Committee will schedule applicant presentations in September-
2012 and provide funding recommendations to the Lakewood City Council. Final funding decisions
will be made by the Lakewood City Council in November-2012.

The applicant hereby certifies and confirms:

1. That it does not now, nor will it during the performance of any contract resulting from this
   proposal, unlawfully discriminate against any employee, applicant for employment, client,
   customer, or other person(s) by reason of race, ethnicity, color, religion, age, gender, national

                                       CITY OF LAKEWOOD

                        E-VERIFY REQUIREMENTS FOR CONTRACTORS

By Ordinance, the City of Lakewood requires that all contractors who enter into agreements to
provide services or products to the City use the Department of Homeland Security’s E-Verify
system when hiring new employees for the term of the contract.

E-Verify is an electronic system designed to verify the documentation of job applicants. It is run by
the Department of Homeland Security.

Who is affected?
 All contractors doing business for the City of Lakewood. There is no minimum dollar value for
  contracts affected.
 All subcontractors employed by the general contractor on these contracts.

Are there exceptions?
 Contracts for “Commercial-Off-The-Shelf” items are exempted from this requirement.
 Individuals, Companies, or other organizations who do not have employees.

How long must the contractor comply with the E-Verify system?
 For at least the term of the contract.

Are there other stipulations?
 E-Verify must be used ONLY for NEW HIRES during the term of the contract. It is NOT to be
   used for EXISTING EMPLOYEES.
 E-Verify must be used to verify the documentation of ANY new employee during the term of the
   contract, not just those directly or indirectly working on deliverables related to the City of
   Lakewood contract.

How will the City of Lakewood check for compliance?
 All contractors will retain a copy of the E-Verify Memorandum of Understanding that they
   execute with the Department of Homeland Security AND
 Sign and submit to the City an Affidavit of Compliance with their signed contract.
 All General Contractors will be required to have their subcontractors sign an Affidavit of
   Compliance and retain that Affidavit for 4 years after end of the contract.
 The City of Lakewood has the right to audit the Contractor’s compliance with the E-Verify
   Ordinance.
