Geoghegan-Quinn created a Working Group on Key Enabling Technologies. The Key Enabling

modernization of EU industry. The ultimate aim is to foster knowledge-based, carbon-poor and sustainable
economy. The various working groups aim to develop long-term strategies and action plans to improve

Demonstration Action

The Demonstration Action (FP7-SME.2011.3) is a bottom-up scheme: the projects may address any research
topic across the entire field of science and technology. Projects must be centred on the needs of the SMEs to
carry out demonstration activities before being able to enter the market. Activities can include testing of
product-like prototypes, scale-up studies, performance verification and implementation of new technical and
non-technical solutions. This phase could also include detailed market studies/business plans or market
strategies. The consortium must consist of a minimum of 3 SMEs from at least 3 different Member States or
Associated Countries. These three SMEs must be/have been participants together in a 'Cooperative research'
project funded under the last FP6 call (FP6-2004-SME-COOP) or in a 'Research for SMEs' project.

Indirect Actions’.

Apart from an adaptation of the terminology due to the entry into force of the Lisbon Treaty, the main
following clarifications and additional information have been introduced:

Updates

         In accordance with the recently updated Guidance Notes for Auditors and Beneficiaries:
          Clarification on the acceptance and use of the Certificate on the Methodology for both personnel
          and indirect costs as well as the Certificate on the Methodology for average personnel costs
         Update on the eligibility of direct taxes and social charges related to personnel costs based on Based
          on the Communication regarding simplification of the recovery process in the framework of the
          implementation of the audit strategy under the Framework Programmes
         Updated information on the use of flat rates on subsistence costs and accommodation.
         Updates and clarifications on the flat rates of 20% and 60% for indirect costs including the
          extension of the duration of the transitional 60% flat rate as well as changes of indirect costs

                 EU: Network on evidence-based policy & practice in education & training

The European Commission has launched a Call for Proposals to support further transnational cooperation
aiming to strengthen the links between research, policy and practice in the wider field of education and
training. The overall objective of this Call is to establish a transnational European network of organisations
which will develop and maintain effective and robust "knowledge brokerage" mechanisms in the field of
education and training.

More specific objectives and expected results include:
 Assessment of research quality and accumulation of evidence to formulate policy and practical
   recommendations based on sound evidence. It can lead to the publication of a series of authoritative,
   high quality, comprehensive thematic reviews of research (knowledge summaries) written specifically
   for policy makers and the development of guidelines for authors of such reports. It could also include a
   series of thematic Briefing Papers for policy makers reporting key findings from research and the
   development of guidelines for such Briefing Papers
 Creation, testing and dissemination of concrete tools to share and disseminate knowledge (such as
   userfriendly web-based tools, printed material, video-based products, books, conferences, awareness-
   raising events, seminars targeting policy makers and practitioners at national and local level, etc). This
   can include training and support for researchers to help them improve their clear-writing and
   communication skills.
 Exchange of experience and good practice in knowledge brokerage
 Joint testing of innovative knowledge brokerage initiatives and activities
 Consolidation of international experience and of practices that are shown to work

                   EU: European Policy Network on Key Competences in school education


The 2006 Recommendation on key competences for lifelong learning defines the knowledge,
skills and attitudes that young people in the European Union should develop by the end of
their initial education and training and that adults should be given the opportunities to develop
and update in course of lifelong learning. The key competences are designed to serve for
personal fulfilment, social inclusion and active citizenship, and equip young people to master
their careers in the rapidly changing world of work. The key competences will become ever
more important with a view to the forecasts on the evolution of labour markets. The emerging
low-carbon economies, the development of digital technologies, increased need for health on
other services, inter alia, will require high professional skills accompanied by transversal key
competences that will help people to work together, communicate and innovate.

The Recommendation sets out eight key competences:
• Communication in the mother tongue;
• Communication in foreign languages;
• Mathematical competence and basic competences in science and technology;
• Digital competence;
• Learning to learn;
• Social and civic competences;
• Sense of initiative and entrepreneurship;
• Cultural awareness and expression.

These eight key competences are underpinned by critical thinking, creativity, problem
solving, initiative, risk assessment, decision-taking and management of one's own feelings.

The network should therefore bring together those organisations, researchers and stakeholder
groups whose area of interest and expertise is on school curriculum development, teacher
education, assessment and evaluation, learning support and any other area that is seen as
crucial for the development of a coherent policy for the promotion of key competences.

The network should examine how these areas policy areas can best contribute to the
development of key competences as set out in the 2006 Recommendation on key
competences; how these areas interlock, and what mix of these specific policies can help
schools better ensure the development of key competences by all students.

The network should take the form of partnerships of organisations in participating countries,
of which one will take the lead and act as partnership manager. With each participating
country, one organisation will coordinate the activities and contributions to the network of all
the organisations in that country.

The Commission will support its activities under the Lifelong Learning Programme through a
framework partnership agreement for the period 2011-2014.

          Erasmus Mundus Partnerships: South Mediterranean, Central Asia, Western Balkans


This action aims at fostering structured cooperation between European and third-country higher education
institutions through the promotion of mobility at all level of studies for students (undergraduate and masters),
doctoral candidates, researchers, academic and administrative staff. Staff mobility comprises 5-15% of
total mobility, student mobility the other 85%.

Specifically, main geographical concentration of this year’s call: cooperation between European and third

The European Observation Network for Territorial Development and Cohesion Programme supports policy
development related to EU Cohesion Policy. The budget is 1.950.000 covering two Targeted Analyses and
ESPON Database-Phase II. Scientists and experts from universities, research institutes and companies are
invited to become involved in new ESPON projects.

1. Call for Proposals for 2 Targeted Analyses (Priority 2 of the ESPON 2013 Programme)

Targeted Analyses supports the use of existing ESPON results in partnership with stakeholders, to (1)
enhance their understanding of the larger territorial context, (2) make comparisons to other territories, regions
and cities, and hereby (3) provide a European perspective to considerations on the development of their
territories. The expertise needed to carry through the analyses is found by Calls for Proposals. Potential
beneficiaries of this call are public and private bodies. Each project proposal may address one of up to two

2. Call for Proposals for ESPON Database Project Phase II

The Scientific Platform represents a core element in the knowledge base created by ESPON. Projects shall
contribute with facts and methodologies in support of quality evidence to the policy development processes.
In addition, they shall contribute to building of European datasets, indicators and tools that constitute a
foundation for a scientific community in the field of European territorial science.

The ESPON Database Project phase II project shall build on the ESPON Database Project (Phase I) and
maintain, improve and manage a geo-referenced information system within the ESPON 2013 Programme.
This database is meant to be accessible to researchers, policy makers and practitioners as well as the general
public via the ESPON website. Potential beneficiaries of this call are public and private bodies.

                                            Fulbright Foundation


Fulbright grants allow students, scholars, artists, and teachers to study, lecture, or conduct independent
research in the United States. National review committees appointed by the Fulbright Foundation in Greece
and the Foundation’s Board of Directors select the grantees on the basis of their academic excellence,
educational and professional achievement, civic engagement, leadership potential and character. Fulbright
grants are awarded in the Arts and Humanities, Business and Finance, Science, Technology, Environmental
Sciences, Education, Media, and Government

For professors or researchers with a Ph.D. degree followed by a minimum of five years of professional
experience in any field of study who wish to lecture and/or conduct research at universities or research
centers in the United States. Applicants must secure an institutional affiliation in the United States. Grants are
awarded for a period of two to three months. The time period cannot be divided. Work can be carried out at
up to two institutions. Open to all fields of study, with emphasis on the Humanities and Social Sciences. The
grant period begins as early as September 1, 2011 and must be completed by May 31, 2012. Up to five grants
will be awarded this year.

REGISTRATION PERIOD: September 1, 2010 - Monday November 1, 2010
All applicants must register during this period

APPLICATION DEADLINE: Wednesday November 10, 2010

Eligibility Requirements

         Applicants must have Greek citizenship. Candidates with dual citizenship (U.S./Greek) or
          permanent residence in the United States are not eligible.
         Research Scholars must return to Greece for at least two years after receipt of the fellowship.
         Preference will be given to mid-career scholars, and to qualified candidates who have not had
          substantial recent experience in the United States, i.e., for a period aggregating more than one
          academic year (nine months) during the past five years for study, teaching, research or employment.
         Excellent English language ability (written and spoken).

Grant Benefits

         Monthly maintenance allowance of U.S. $3,000. Recipients may continue projects under the
          Foundation’s sponsorship beyond 2 or 3-month period if funding from other sources is obtained.
          Proof of funds will be required.
         Round trip travel allowance.
         Limited health and accident insurance A+SPE (for grantee only).
