                               EXECUTIVE SUMMARY

TTPC assures that it is committed to the expeditious response for service throughout the tenure
of this continuing services contract. As a full service architectural firm, we pride ourselves in our
ability to engage any type of project at any stage with quick response. Our team is comprised of
dedicated professionals strategically assembled to provide service to the City of North Miami
Beach. If we are selected by the City of North Miami Beach, we promise to meet any location,
budget, task orders or minority business enterprise procurement goal that the City of North
Miami Beach sets.

Some of the techniques TTPC will use to control the budget and cost controls include the
following:

• Establish a clear agreement on the scope of the work between the City of North Miami Beach
and the TTPC Team at the start of each project;

• Establish a thorough understanding of the entire budget for the Project.

TTPC is committed to assist in achieving goals for each project and we have established a
proven track record for producing work on time and within budget by creating quality documents
and managing the lines of communication and cooperation to achieve scheduling and funding
requirements. Maintaining a project on schedule begins with the understanding of the key
issues involved. Today’s team is faced with the challenge of deriving the most value for the
dollar. The balance can be best achieved through a proactive cost management approach to
each project. Achieving quality control is accomplished through onsite visits, meeting to discuss
the schedule and progress of the work on a regular basis; our team is comprised of dedicated
and award winning disciplines from architectural to construction management.

TTPC will also warrant and represent that at all times, if awarded this agreement, it will maintain
in good standing all required licenses, certifications and permits required under federal, state
and local laws necessary to perform the services.

Miramar. We will utilize our in house talent and capabilities to ensure each and every phase is kept on track for

The Tamara Peacock Company develops an independent Quality Assurance/Quality Control (QA/QC) program
for each project. It begins with the most important aspect, detailed communication. It will be the assigned projects

manager’s responsibility for formulating this independent program and assuring compliance throughout the
duration of this project. The program will contain three main components.

A detailed blueprint of the scope of work will be prepared for the flow of communication starting with the City of

Miramar’s designated representative, directly to our project manager. This is to ensure that the requirements of




                                                                                                                       H
assignments issued are clearly under stood prior to the commencement of work orders. Once the scope of work
is formulated, he will be responsible for dissemination of the information to the staff professionals.

The communication plan will be distributed to the QA/QC principal, our project manager, for review and approval.

An independent QA/QC plan will be formulated for each work task. Comparable to the communications plan




                                                                                                                       T
described above, the project specific QA/QC plan will constitute the blue print to be followed by the project
team for execution of the work order. It will also be an interface tool between the city and our QA/QC principal
throughout the duration of the project.

In order to accomplish this plan to the quality required, a series of tracking devices will be utilized from a QA/
QC. The tracking devices consists of checklist and independent peer reviews guarantee that (1) the process is
communicated with clear understanding and documented (including direct communications and correspondence
team members), and (2) to ensure continual oversight thought the duration of the project.

We believe that communication plays a significant role to the success of any project. We believe that the tools
incorporated in our QA/QC program provide the necessary ingredient to the client and team required to produce
and deliver a quality “error-free” document. In addition the assigned project manager will:

Achieving Schedules

Our Team believes that schedules do not complete themselves. Proper planning, communication and persistence
by the Project Manager are required for a successful schedule. We approach each schedule with the following
fundamental principals:

Scheduling is a priority. We document, review, and update our schedule at each Team Meeting;

Realistic exceptions or alternatives are clearly established early in the programming process. We anticipate that
changes may occur and provide for these eventualities;

Project work elements are organized into sections necessary to clarify the critical path elements that deliver the
schedule;

Ownership by the Team performing the work is created. The Team must believe the schedule is achievable; if
not, discussions of alternatives are reviewed and implemented;

The Tamara Peacock Company Team meets to discuss the schedule and progress of work on a regular basis to
avoid delays. One team member’s delay may have a ripple effect throughout the project;

Brief History

The Tamara Peacock Company is registered in the State of Florida, and has been providing professional
services for more than 18 years from one location. We have been managing design and construction contracts
as a Certified Women Owned Business (WBE). The president and your point of contact, Tamara Peacock, has
over 25 years of experience with every aspect of architectural design, from historic preservation to construction
administration. She is a licensed building contractor and as a result we actually pull and manage building permits
on a daily basis, administer construction sites, and have performed cost estimating services for many clients.
Her areas of expertise include land use planning, design development, production, historic preservation and
contract administration for public sector and private commercial projects. Public sector projects include parks
and recreational facilities, schools, and master planning / city re-development. Tamara is widely recognized for
her community consensus building ability.

                               Architectural and Schematic Civil Services

                               The architect completed the architectural set of drawings
                               and provided schematic civil drawings to the City of Miramar
                               for the site plan approval process/building permit.

                               The initial build-out was approximately 9000SF. The
                               construction value of the existing schematic design is
                               $1,500,000.

School system starting in 1987. TTPC is proud of the team assembled for this proposal. This design team has
worked on a continuing contract basis, as well as on public projects. A listing of over ten municipalities served is

implementation plans related to the upcoming continuing Architectural and Structural Engineering projects to

After gaining this understanding the team would create a task matrix categorizing smaller projects within the

overall goal and showing areas of responsibility for available City staff and the consultant team members which

After this preliminary study is complete, production of the design documents will begin using the industry

Every phase of the project will be managed and monitored by a unified team. During the design phases, our
design team will work closely with the sub-consultants, which are involved as needed to provide supporting

information to the documents and conduct reviews. When construction commences, the team will provide support
to the owner and contractor by way of responding to correspondence, producing supplemental documentation
for direction and reviewing contractor submissions. The Tamara Peacock team will be involved as a whole for
the duration of each project.

The team will consist of the Senior Principal-in-Charge / President, Tamara Peacock, who holds a Professional
License in Architecture and a General Contractor’s License in the State of Florida; one senior architect and
project manager, one General Contractor, one Construction Manager, and a Diversity Director.

In the 14 cities that we have worked as the continuing contract architect, we have averaged approximately 6
projects in each totaling nearly 100 projects. All work was under the $250,000 budget amount standard to these
contracts. In the City of Pompano Beach, we worked on the Pompano Beach Community Center and the Public
Works Administrative Offices.
