13   MECHANIC, AND, WITH THE FEDERAL AVIATION
14   ADMINISTRATION SOUTHERN REGION AND THE SOUTH
15   CAROLINA AERONAUTICS COMMISSION, URGE THE
16   CITIZENS OF SOUTH CAROLINA TO RECOGNIZE MAY
17   TWENTY-FOURTH OF EACH YEAR AS “AVIATION
18   MAINTENANCE TECHNICIAN DAY” IN HONOR OF
19   CHARLES EDWARD TAYLOR.

21   Whereas, born May 24, 1868, Charles Edward Taylor began
22   working in 1902 as a machinist for Orville and Wilbur Wright at
23   the Wright Cycle Company in Dayton, Ohio; and
24
25   Whereas, within six weeks, Charles Edward Taylor, using only a
26   lathe and drill press, built the first engine used to power the Wright
27   Flyer; and
28
29   Whereas, Mr. Taylor’s ingenuity earned him a place in aviation
30   history when the Wright Brothers successfully flew their airplane
31   on December 17, 1903; and
32
33   Whereas, after this historic event, Charles Edward Taylor
34   continued to design engines for the Wright Brothers and later
35   taught them to build aircraft engines; and
36
37   Whereas, in 1908, Mr. Taylor accompanied Orville Wright to Fort
38   Meyer, Virginia, for test flights by the United States Government
39   and the following year accompanied Wilbur Wright to New York
40   for the Hudson-Fulton flights; and

 1   Whereas, Charles Edward Taylor also served as lead mechanic for
 2   Calbraith “Cal” Rodgers, who made his first transcontinental flight
 3   in 1911; and
 4
 5   Whereas, for more than sixty years before his death in 1956,
 6   Charles Edward Taylor had a successful career in airplane
 7   maintenance. To honor this aviation pioneer, the Federal Aviation
 8   Administration established the Charles Edward Taylor Master
 9   Mechanic Award, which recognizes persons with fifty or more
10   years of aviation maintenance experience; and
11
12   Whereas, in light of his invaluable contributions to aviation, the
13   General Assembly wishes to express its appreciation for Mr.
14   Taylor’s lifework. Now, therefore,
15
16   Be it resolved by the Senate, the House of Representatives
17   concurring:
18
19   That the members of the South Carolina General Assembly, by this
20   resolution, honor the life and memory of Charles Edward Taylor,
21   the world’s first airplane mechanic, and, with the Federal Aviation
22   Administration Southern Region and the South Carolina
23   Aeronautics Commission, urge the citizens of South Carolina to
24   recognize May twenty-fourth of each year as “Aviation
25   Maintenance Technician Day” in honor of Charles Edward Taylor.

27   Be it further resolved that the members of the General Assembly
28   urge the citizens of the United States of America, the Federal
29   Aviation Administration Southern Region, and the South Carolina
30   Aeronautics     Commission      to  participate   in    activities
31   commemorating the one hundred seventh anniversary of the
32   Wright Brothers’ flight.
33
34   Be it further resolved that a copy of this resolution be forwarded to
35   the Federal Aviation Administration Southern Region and the
36   South Carolina Aeronautics Commission.
