					STANDARD TABLE 10 SYRINGE AVAILABILITY

JUSTIFICATION:

The European Council, meeting in Helsinki on 10 and 11 December 1999, endorsed the European Union Drugs Strategy
2000-2004 that covers all European Union drug-related activities and sets main targets. These targets include a substantial
reduction over five years of the incidence of drug-related health damage (such as HIV, hepatitis B and C and tuberculosis)
and the number of drug-related deaths. The European Union Action Plan on Drugs 2000-2004, endorsed in June 2000 at the
European Council meeting in Santa Maria da Feira, transposes the Strategy into concrete actions that follow a
comprehensive approach and cover all areas of drug abuse prevention, from discouraging the initial use to reducing the
negative health and social consequences.

On 18 June 2003, the Council Recommendation on the prevention and the reduction of health-related harm associated with
drug dependence (2003/488/EC) was adopted by the European Council. The Recommendation calls on Member States to
develop a range of specific services and facilities aiming at risk reduction, including, where appropriate, access to injection
materials through syringe exchange programmes and other distribution points.

It foresees provisions to be made on reporting at national and Community level to monitor the measures taken by the
Member States in this area, and the results hereof, and the way the Recommendation has been implemented.

With this Standard Table, data on syringe exchange, distribution and sale are collected with the aim to contribute to the
information on the availability of syringes to drug users. It is recommended to involve a national expert group in the
information collection for this table.

NOTES:


i    This Standard Table has been agreed to be filled in every two years. It should however contain data for one calender year only (the most recently
     completed year for which data are available = Reporting Year A). In addition, data from the year before can be provided in the next sheet of this
     workbook ("Reporting Year B"). Please put '999' when no information is available and 'XXX' when the category is not applicable. Indicate with an
     asterisk '*', when the value you provided is an estimate and provide further information on the basis of the estimate under no. 4 above.


ii   NSP = Needle and syringe programme, Fixed location: e.g.specialised drug agency, medical/emergency service.
iii   Syringe provision points: individual locations, physically distinct outlets where syringes can be obtained for free, against payment or in exchange
      against used ones. (e.g. Row 24: Number of pharmacies involved in syringe exchange programmes; Row 25: Total number of pharmacies, in
      countries where sale of syringes is legal).

iv    NSPs from a specially equipped mobile unit (van/bus) that services different locations on a regular basis. Refer in your reply to the number of
      different sites serviced by mobile unit as 'points'. Most mobile units are linked to and operated from a fixed programme, e.g. drugs agency with
      NSP. If the number of syringes distributed through the mobile units are not available separately, include the number of syringes provided under
      'Fixed NSPs', indicate under 'number of syringes' not available = XXX, but provide the remaining information.

v     NSPs though street-outreach by drugs agency staff; outreach to drug users' homes; delivery to drug user networks through peers (secondary
      exchange). Mostly, outreach is operated/coordinated from a fixed programme, e.g. drugs agency with NSP. If the number of syringes distributed
      through street outreach is not available separately, include it under 'Fixed NSPs', indicate under 'number of syringes' not available = XXX, but
      provide the remaining information.
