Catawba Presbytery met Tuesday, March 8, 2011 at the Sharon Associate Reformed
Presbyterian Church, Sharon, SC. The Moderator J. Steve Maloney called the meeting to order
at 10:00 a.m. Following the singing of Bible Songs #313, Mr. Maloney constituted the meeting
with prayer.

The program was altered because the candidate scheduled to preach was late arriving.

Jerry West, elder from Sharon, welcomed the Presbytery.

Guy H. Smith, Stated Clerk/Administrator, moved that the Minutes of the October 12, 2010
Stated Meeting be adopted as circulated. The motion was ADOPTED.

Mark E. Ross, Reading Clerk, moved that the program as printed in today’s bulletin be adopted.

Mrs. Huffman presented the annual report from the Women’s Ministry. A motion was made and

   REPORT OF THE AD HOC COMMITTEE ON SECURING CHURCH FINANCES

This Committee was tasked with making suggestions for church treasures and deacons about
ways to avoid church embezzlement and theft. The Committee was comprised of Mr. Buddy
Lever, Treasurer of Catawba Presbytery, Mr. Charles Montgomery, CPA with the firm
Montgomery and Yarborough, and the chairman, Bill Fleming.

The Problem
The Committee wishes to commend to the churches the following statistics:
    1. According to missiologist David Barrett, the Church of Jesus Christ lost 16 billion       Formatted: Indent: Left: 0.33", Hanging:
          dollars in a single year (2000) to embezzlement, with 75 billion dollars lost between   0.42", Bulleted + Level: 1 + Aligned at: 1.25"

          1980 and 2000. That is more than the combined expenditures of all churches on           stops: 0.75", List tab + Not at 1.5"
          foreign missions during the same period.
    2.    Eighty percent of church thefts go unreported and uncaught.
    3. Church embezzlers are rarely intentional criminals. They have included treasurers,
          elders, deacons, pastors, secretaries, bishops, and even denominational leaders.
          The typical church embezzler has stolen for 5-10 years before being caught. They
          are generally assumed to be beyond reproach by those around them. Most are in
          their fifties or sixties when they are caught. Churches would be advised to set up
          financial accountability procedures that would keep temptation far from those who
          handle the church's property or finances.

The Signs
First, it is important to recognize signs that might be red flags that embezzling may be occurring.
They include.
               Unusual drop in church revenue
               Disorganized records
               Unexplained non-payment of bills
               Missing documentation for expenses
               Missing donations
               An employee rewriting records for the sake of "neatness"
               An employee refusing to take vacations and working excessive overtime
               An employee or volunteer who is unwilling to allow examination of records by
                 other church leaders.

Preventative Measures
These signs in themselves do not constitute proof of embezzlement. But they may indicate the
possibility of embezzlement occurring.
Here are some steps that a local church may take which can help prevent embezzlement.
             1. Insist that church financial officers meet the Biblical requirements of church
                 officers set down in 1 Timothy 3:1-10, especially verses 2-4 which requires
                 overseers be “above reproach, the husband of but one wife, temperate, self-
                 controlled, respectable, hospitable, able to teach, not given to drunkenness, not
                 violent but gentle, not quarrelsome, not a lover of money. He must manage his
                 own family well “
             2. Make sure that more than one person is present to count offerings, and that
                 someone else be responsible for depositing cash.
             3. Require two signatures on all church checks.
             4. Make sure that the person who signs the checks is different from the one who
                 balances the checkbook.
             5. Have the treasurer give financial reports which include the number, amount, and
                 payee for all checks.
             6. Use church financial software such as Power Church so there will be electronic
                 records of all transactions, including the printing of electronic checks. Some
                 churches have even used Quick Books or another generic financial management
                 problem
             7. Insist on annual or semi-annual examination of the books by an impartial third
                 party. This is not a recommendation for a formal church audit. A formal audit
                 may cost between three and ten thousand dollars, which is beyond the budget of
                 most churches, and focuses on proper accounting techniques, not on catching
                 theft. An informal audit by a person familiar with accounting and church finances
                 may be a better choice for most churches.
             8. Have a church finance committee comprised of the treasurer, the diaconate
                 chairman, and at least one member familiar with financial accounting. This
                 committee would be responsible for regularly inquiring about church finances for
                 those accountable for managing accounts and writing checks. All accounts
                 should be open to the finance committee.
             9. Have church treasurers bonded against loss.
             10. Keep under lock and key an inventory of church property, including serial
                 numbers for all electronic equipment.

Members of the committee Buddy Lever and Charles Montgomery wish it to be known that they
are willing to assist any church which wishes advisement and assistance setting up proper
safeguards. Each has had experience with their own church, and with other churches as well.

The Resources
Additionally, here is a list of recommended resources for churches seeking to secure their
finances against theft.
             The National Association of Church Business Administration. NACBA offers                Formatted: Indent: Left: 0.75", Bulleted +

                management. This has published a book, "Weeds in the Garden," about                   tab + Not at 1.5" + 1.54"
                preventing fraud the Body of Christ.
             The Evangelical Council for Financial Accountability. The ECFA website is a
                valuable resource for good financial practices. The ECFA also publishes a
                quarterly newsletter, Focus on Accountability.
             Secure Your Church Finances, an electronic training resource from
                ChurchSafety.com. They offer a free online assessment that will help a church
                determine whether their money is at risk.
             Safe Ways to Handle Your Church's Money, an electronic training resource from
                ChurchSafety.com.
             Church Finance Today, a monthly newsletter written by Richard Hammar. This
                periodical covers key financial and tax developments that church leaders should
                know.
             Essential Guide to Church Finances (Christianity Today International, 2009), co-
                written by Richard Vargo and Vonna Laue. This book explains how to plan and
                budget, how to set performance measurements, how to create church financial
                reports, how to conduct church audits, and how to minimize the risk for
                embezzlement.

This report is submitted as information. It is not intended to be in any way binding upon
churches within the Ppresbytery, but simply a tool to use in securing a church’s finances.

                     REPORT OF THE STATED CLERK/ADMINSTRATOR

Information:
At the direction of the Chairman of the Commission an endorsement was signed by the Clerk
approving the application of Jonathan R. Williams, a licentiate in our Presbytery, for possible
service as an Army Chaplain.

As instructed by Presbytery a letter was sent to all church concerning Clergy Compensation
Procedures to serve as guidelines for churches concerning salaries of those serving under the
terms of a call. [APPENDIX B]

Executive Committee:
As Clerk, I received a request a Listing Agreement for the IBL Property. Since Presbytery has
not approved my signing this paper, the Executive Committee voted to consider in as an urgent

matter under the provision of our Rules of Procedure. The Executive Committee gave its
unanimous approval for the Stated Clerk to sign the document in behalf of Presbytery since the
document only determines if there is any interest in the property.

The Executive Committee was of the opinion that a final sale on the property will need to be the
prerogative of the Presbytery and will take a Presbytery action to complete the sale. By signing
the Listing Agreement, the Executive Committee believes we are not obligating the Presbytery
in a financial way but simply preparing the way for a possible future sale. The Outreach
Committee was informed of this opinion.

Correspondence:

A letter was received from the Pleasant Hill congregation stating: “The congregation of the
Pleasant Hill Associate Reformed Presbyterian Church at its annual business meeting on
January 16, 2011 adopted the following motion: “That the congregation petition Catawba
Presbytery to exercise its authority and dissolve this congregation.

This letter is the formal request for Catawba Presbytery to exercise its authority in this matter.”

The Moderator of Presbytery has appointed an ad hoc committee to work out the details of this
request. The Ad Hoc Committee consists of the Trustees of Presbytery: J. Steve Maloney,
Chairman, Guy H. Smith, Stated Clerk/Administrator, T. C. S. Lever, Treasurer along with
former Moderator W. T. Clary and C. Ronald Beard, Principal Clerk of Synod. The Committee
will report at the March meeting of Presbytery.

Annual Reports:

Reports from the various churches were received and compiled. {A copy will be sent prior to
Presbytery.} The Salary Review report was forwarded to the Commission for review and
recommendation. The Congregational information was referred to the State of the Church for
their study and recommendations.

Recommendations:
1.   That the report be received as information and printed in the Minutes.
2.   That the action of the Executive Committee be sustained.
3.   That the compilation of the reports be approved and forwarded to the General Synod.

The report of the Ad Hoc Committee on Pleasant Hill was presented and ADOPTED as follows:

       REPORT OF THE MODERATOR’S AD HOC COMMITTEE ON PLEASANT HILL
The Committee met with the Moderator of the Pleasant Hill Session, Dwight Pearson and the
Pleasant Hill Session, Mitchell Faulkenberry and Oscar Ray Rutledge. The meeting was in
response to the letter from the Pleasant Hill congregation requesting that the Presbytery
“exercise its authority and dissolve this congregation.” The Committee appreciates the

openness, the sincerity and the compassion of the Session members as they discussed the
situation at Pleasant Hill.

The Pleasant Hill Church has been a viable, active congregation in Catawba Presbytery since
its organization in 1899. The members have always been active in and supportive of the
Presbytery, the Synod and its agencies not only financially but also in the giving of time and
talent to serve. Sadly, however, the Session members reported that the demographics of the
area around Pleasant Hill have been changing for a number of years and the congregation has
slowly dwindled in size. Presently only 11 are able to attend services on a regular basis and
they continue to lose older members. The matter of closing has been evident to them for some
time. The congregation did consider closing over a year ago and decided to wait another year
and see if circumstances changed. No change has been evident and as a result the
congregation has expressed its desire to close the Church even though it is a very painful
decision. They have requested that the Presbytery act to close the Church and to do so in such
a way that it can be an orderly closing. While there were 4 negative votes to closing, the
Session informed the Committee these four simply could not bring themselves to vote to close
even though they believe it is in the best interest of the Church. There is no other property
involved other than the sanctuary and education building.

The Committee sympathizes with the Session and Pleasant Hill congregation at this very
difficult decision and agrees with them that it should be done in an orderly manner.

We therefore recommend the following:
1.    That the closing date be November 6, 2011 according to the wishes of the Session and
      congregation or sooner should circumstances require.
2.    That the Executive Committee be empowered to act on behalf of Presbytery in the event
      of a possible sale or lease between the meetings of Presbytery.
3.    That Catawba Presbytery continue to work to keep the wishes and best interest of
      Pleasant Hill Congregation and Session in mind.
4.    That this Committee be designated to continue working with the Session and Pleasant
      Hill congregation through this process.
5.    That the members of Presbytery continue to pray for the Session and the Pleasant Hill
      congregation as they move through this process.
6.    That this Committee continue to report to the Presbytery as needed.

The report of the Committee on Christian Education was presented and ADOPTED as follows:
                 REPORT OF THE COMMITTEE ON CHRISTIAN EDUCATION
        Catawba Presbytery’s Christian Education Committee met at 7:00 pm on January 30,
2011 at Chester ARP Church. Your committee received and examined various reports from the
directors of Presbytery’s existing ministries. The following statistical data was received as
information and passed on to you for the same purpose.
     Fall High School Super Retreat (First, Second, and Catawba Presbyteries) – 11
        churches in participation from Catawba Presbytery with an attendance numbered at 140
        persons. The total attendance from all the presbyteries was 317.
     Fall Middle School Retreat – 12 churches from Catawba Presbytery participated with
        an attendance numbered at 175.

       You Committee also received, reviewed, and approved the following plans from the
spring middle and high school retreats and the senior adult retreat planning teams and passes
them on to the Presbytery for approval.
     Spring Middle School Retreat – The spring retreat for Middle School students is
       scheduled for March 25-27, 2011 at Bonclarken. The theme will be “Why Do We
       Believe?” Garison Taylor, Director of Student Ministries at Greenville ARP Church, will
       be the keynote speaker, and the Dylan McKeeman Band will lead the music.
     Spring High School Retreat – The spring retreat for High School students is scheduled
      for March 4-6, 2011. Four different speakers, all from ARP Synod agencies, will speak
      on the theme: “Giving Your Life Away.” Josh Bales, a retreat favorite, will lead the
      students in worship.
    Adult Retreat – The Adult Retreat is scheduled for May 5, 2011 at Neelys Creek ARP
      Church. The retreat’s theme is “Prayer: Our National Heritage.” More details regarding
      this retreat will be finalized by the stated meeting of Presbytery.
    Children’s Retreat – The Children’s Retreat is scheduled for April 2, 2011 at Tirzah
      ARP Church, Rock Hill. The retreat’s theme will be “Fruits of the Spirit.” Donna Thomas
      will lead in worship and Margaret Kiser and Rev. Bob Elliott will share the teaching
      responsibilities.
Recommendations:
   1. That the report be received as information.
   2. That the plans for the upcoming Presbytery retreats be approved.

INFORMATION as follows:

            REPORT OF THE COMMISSION OF THE OLD BRICK CHURCH (OBC)
Since its last report to Presbytery the Commission met on 3 February 2011 in order to discuss
several items of business and reports the following activity:
Items:
     The Commission sponsored a worship service at the OBC on the afternoon of the
        Sabbath of 17 October 2010 at 3:00 p.m. Leading in worship were Mr. Steve Maloney,
        Dr. Clyde McCants, Dr. Sinclair Ferguson, and the choir of Centennial A.R.P. Church.
        Over 150 worshippers attended the service, and $2362 was collected for the ongoing
        maintenance and upkeep of the church.
     A motion was made and carried to accept the proposal of Mr. Danny Holt to demolish
        and remove the caretaker’s cottage and repair the east wall of the cemetery for $2500,
        with a contingency of $1000 for additional repairs should the northwest corner of the wall
        collapse. The Commission was unanimous in emphasizing the need to have this done
        as soon as possible.
     The Commission received for information an architectural/historical summary prepared
        by Dr. Carl Lounsbury of the Colonial Williamsburg Foundation.
     The Commission has scheduled a cemetery preservation workshop at the OBC on
        Saturday, 26 March 2011 to be conducted by Dr. Michael Trinkley of the Chicora
        Foundation, Columbia, S.C. Emphasis of the workshop will focus on preservation
        planning and ongoing maintenance issues to include the cleaning and repair of
        gravestones. The workshop will be promoted throughout the denomination as well as to
        local historical and genealogical groups.
     As part of implementing the recommendations of the needs assessment plan, the
        Commission charged Mr. Harwell with obtaining pine straw mulch for the south wall of
        the church building and to obtain estimates for installation of a French drain at the
        southwest corner of the church. It was also noted that noted that pews had been

        access by animals to the crawl space.
     Other items under discussion and ongoing attention include landscaping, security, and          Formatted: Font: 11 pt

                     REPORT OF THE COMMITTEE ON OUTREACH
This Committee met on January 4 and 25, 2011, at the Bethel ARP Church in Winnsboro, SC.

        On January 4 we prayed and searched for ways to help us in the months ahead. Mrs.
Diaz will be doing her practice teaching through May. This eliminates her salary for this period
of time and perhaps even until the next school year begins. She will be able to retain the family

Health Insurance with the State of SC. Our commitment to her last year was to pay her portion
of that insurance ($5,101). Financial support for Rev. J. J Diaz ended on December 31, 2010.
         At the last meeting (October) Presbytery approved an emergency fund of $11,000 for
2011. This Committee has requested the Treasurer to use that funding to fill the void through
March. We are facing an obvious crisis.
         This Committee has made known to Presbytery on several occasions that this in not a
good climate to engage in fund raising. Neither is it a good time to sell property. However, we
have begun both.
         At the January 4, 2011 meeting the Committee unanimously voted to secure a firm to
proceed with the sale of the Gregg Street property.
         At the meeting on January 25 the Committee approved a plan with two purposes:
1. Give the people of our Presbytery an opportunity to know the people of the group called IBL.
2. Use the area meetings to begin a financial campaign for the work of this Committee.
         Letters were sent on January 26 to all pastors, Clerks of Sessions, Diaconate Chairmen,
President of Women’s Ministries and others in each church. In the letter we briefly identified
IBL, the Outreach Committee and our purposes for having area meetings. (We plan to have a
report from some of these meetings at this meeting of Presbytery.)
          A second important matter was finalized at the January 25 meeting. The property on
Gregg Street was put on the market with the commercial real estate firm of Dial, Dunlap &
Edwards, LLC. Through the guidance of Mr. Cal McMeekin (an ARP) we have set an asking
price of $250,000.00. The firm will have an exclusive right to represent us for 181 days. The
commission will be7% of the final sale price. This agreement has been duly approved by the
Executive Committee of Presbytery and signed by Guy H. Smith, Stated Clerk/Administrator.
         Our report to you contains a sad note. After over 20 years of service in this ministry, it
has become necessary for the Rev. Diaz to be relieved of his pastoral status. For more than a
year we have suffered with him, his family and the congregation of IBL over his gradual slipping
into the inability to perform his duties as Pastor and leader of this group. Everybody who has
ever known JJ loves him dearly and respects him to the highest. Disability retirement papers
have been filed with the General Synod and are now being processed. We have been advised
that this process normally takes some time to finalize.
RECOMMENDATIONS;
    1. That pastors encourage the people under their care to respond, as they feel led by God,
         to provide prayer support and financial support for the work of the Committee on
         Outreach.
    2. That all matters pertaining to the Gregg Street property become a matter of record.
    3. That Presbytery re-instate the support for Rev. Diaz until such time his disability
         retirement becomes official.
     4. That funding for the work of this Committee during 2011 be provided as follows:
                 Travel Expenses               $2,000.00
                 Promotional Materials         $2,000.00

                REPORT OF THE COMMITTEE ON THE STATE OF THE CHURCH
        The Committee met prior to the meeting of Presbytery to review the 2010 Annual
Reports and make recommendations. The reports had been distributed prior to the meeting by
email for review.
        The Committee notes that there are some churches in Catawba Presbytery that have not
been represented consistently by ruling elders at Presbytery and Synod meetings. The
Committee reminds the churches that they are entitled under the Form of Government XII, C, 2
and XIII, C, I, to have minister and elder representation at these meetings.
        The Committee understands there are some congregations in the Presbytery that
struggle to remain viable and are unable to be represented at Presbytery and Synod meetings.
The Committee requests that Presbytery pray for renewal and revival in these churches, and to
offer thanks to Almighty God for the faithful members who continue to persevere to keep them
going.
        The Committee also understands that there are few congregations that likely could have
minister and elder representation at Presbytery and Synod meetings. These congregations are
encouraged to take their privileges and duties as members of a connectional church seriously.
        The Committee reminds all ministers, elders and congregations of Presbytery of their
privilege and duty to support the General Synod and its agencies by prayer, participation and
monetary giving.
        The Committee also examined session records of churches whose names begin with the
letters A-H as well as others listed in the meeting notice. When exceptions to the Rules were
found during examination, these exceptions and suggestions for improvement were noted on
the check list.

Recommendations:
1.   That Catawba Presbytery pray for revival and renewal in her churches that struggle to
     remain viable, and give thanks to Almighty God for the faithful members who continue to
     persevere and keep going.
2.   That Catawba Presbytery remind all congregations of their privilege and duty to be
     represented at Presbytery and Synod meetings.
3.   That Catawba Presbytery remind all congregations of their privilege and duty to support
     the General Synod and its agencies.
4.   That the following records be approved without exception: Arsenal Hill, Bethel, Bethany,
     Calhoun, Centennial, Clover, Ebenezer, Edgemoor, Edwards Memorial, First Columbia,
     Good Shepherd, Hopewell, Hickory Grove, Westminster and White Oak.
5.   That the following records be approved with minor exceptions: Blacksburg, Crossings
     Community, Effingham, Faith, First Hardeeville, Sherwood Forest and Shiloh.
6.   That the following records be brought to the Fall meeting of Presbytery for examination:

                 REPORT OF THE COMMITTEE ON CHURCH EXTENSION
The Committee is encouraged by the interest in evangelism in our Presbytery. There are a
number of works in progress and some new works to be proposed here.

At this time, the work of Grace Mission continues in earnest with the search for a Mission
developer. This may come to fruition by the time of our next meeting. (Grace is the new work
that is proceeding with the guidance of First Church, Columbia.)

We continue to have several churches in the Rock Hill area that are working together in a
Parenting Church Community to plant new churches in York County. This team effort is being
guided by Global Church Advancement and funded by Outreach North America. Kyle Sims has
served as a catalyst for this group for the past year and a half and now guides the search for a
Mission developer for the first plant in Rock Hill.

We have approved the exploration of three new fields beginning later this year. Following the
successful work of other presbyteries, we have taken the decision for a resident evangelist
approach for two of them.

First, we have studied and approved a resident evangelist for the York County area. The
evangelist would be required to have a pastoral mentor for encouragement and accountability,
and a church-planting coach for specific training in current church-planting methodology. The
designated pastoral mentor for this work is Rev. Martin Taylor. This is one year exploratory
work would be used to determine the feasibility and possible plan for a mission in York County,
which could be presented at next year’s spring meeting. This approach will only require a one-
year agreement on the part of the Church Extension Committee, representing Presbytery, and
the resident evangelist, which makes use of a Call as an Evangelist for Church Planting.
Candidate details will be provided at the upcoming meeting.

Second, we have studied and approved a residency for San Antonio, TX metro area. The
resident would be required to have a pastoral mentor/coach for encouragement and
accountability, and specific training in current church-planting methodology. The designated
mentor coach for this work is Rev. Jan Sattem. This one year exploratory work would be used
to determine the feasibility and possible plan for a mission in San Antonio, TX, which could be
presented at next year’s spring meeting. This exploration will require a one-year agreement on
the part of presbytery and the resident, which makes use of a Call as an Evangelist for Church
Planting. Candidate details will be provided at the upcoming meeting.

Third, our Committee recommended one candidate, an A.R.P. minister, to the February Church
Planter Assessment. This candidate is interested in planting a church in Dallas, TX.

Our plans for church revitalization will involve a meeting of interested churches following Ken
Priddy’s presentation at Gordon-Conwell in March.

Our current funds are sufficient for the works we have approved. In addition, we expect the
assistance of Outreach North America in each of these works.

Finally, the Committee would like to make available the remaining inventory of assets from the
work at Indian Land. If your church is interested in any of these items please contact the
chairman at revmarty@me.com, or 843-997-5571. A copy of the inventory is located in
APPENDIX E.

Recommendations
1.   Approve the one year exploratory work, as detailed, in York County, SC.
2.   Approve the one year exploratory work in San Antonio, TX.

Mr. Taylor presented each of the candidates who plan to undertake the various works. Each
gave a brief description of what would be involved.

It was noted by Mr. Taylor:
     Each call is a one year exploratory works and that anything beyond that would come
        back to Presbytery for approval.
     The Presbytery commitment to each work for the one year is $36,000.

Recommendation #1 was recommended and after discussion ADOPTED by a vote of 58-22.
Recommendation # 2 was ADOPTED.
Recommendation #3 was ADOPTED.
Recommendation # 4 was ADOPTED.
Recommendation # 5 was ADOPTED.

Guy H. Smith offered a motion that was ADOPTED as follows:
“I move that the Moderator appoint a Committee of 5-7 members consisting of teaching ruling
elders, two of whom shall be from churches whose active membership is less that fifty, one of
whom shall be a member of the Committee on Church Extension, and the remaining members
being at large members. The purpose of the Committee shall be:
     1. To study the role of the Presbytery with regard to assisting churches with declining
          membership;
     2. To recommend to the Presbytery concrete ways, including but not limited to financial
          assistance, with the goal that Presbytery may assist smaller churches in securing
          leadership that will enable them to continue as a viable ministry.
It is further recommended that this special Committee report its findings and recommendations
to the Presbytery not later than the October meeting of the Presbytery.”

disabled for LTD benefits by Assurant or through Social Security and that the funds come from

        The Commission received a Stated Supply request from the Faith Session which does
not meet the qualifications of the Presbytery as outlined in the Rules of Procedure. The
Commission did not approve the request, but continues in conversation with the Faith Session.
        The Commission received a request from the First Columbia Session that seminary
students Paul Robelot and Kevin Vickery be presented to the Presbytery for consideration of
coming under care of the Presbytery. The Commission met with these students.

    Vacant Churches: At the present time the Presbytery has 10 Vacant Churches, with 4
    actively searching for a new Pastor. The Vacant Churches and their Moderators are: Faith

        The Commission met the Church Extension Committee who was serving as a Pulpit
Search Committee for two exploratory works: York County, SC, and San Antonio, TX.
        The Rev. Andrew R. Stager, Associate of First ARP Church, Rock Hill, is the candidate
for the York County exploratory work. The Commission examined the candidate and the terms
of the call as a Presbytery Evangelist for Church Development for York County, SC. The call,
effective April 1, 2011, was found to be in order.
        The Rev. Timothy J. Bowers graduated from Beeson Divinity School with a M. Div. and
was ordained at Two Rivers Baptist Church, Nashville, TN. He served on staff with Westminster
PCA in Clinton, SC and more recently has served as a stated supply in two congregations in
First Presbytery Glenwood and Good Shepherd ARP Mission Church. During the summer of
2009, Tim went through the Assessment Center. The Commission examined the candidate and
the terms of the call as a Presbytery Evangelist for Church Development for San Antonio, TX.
The call, effective May 1, 2011, was found to be in order.
RECCOMENDATIONS:

   14.11.     That the pastoral relationship with Andrew R. Stager and First Rock Hill be
      dissolved effective March 31, 2011.
   15.12.     That the call to the Rev. Andrew R. Stager to serve as Presbytery Evangelist for
      Church Development to York County, SC be read, and if approved, be presented to Rev.
      Stager.
   16.13.     That the Presbytery examine Timothy J. Bowers for membership, and if the
      examination is sustained, that his ordination be accepted and that the call to serve as
      Presbytery Evangelist for Church Development to San Antonio, TX be read, and if
      approved, be presented to Rev. Bowers.
   17.14.     That Presbytery encourage Mr. Hieber to submit his request to labor out of
      bounds by April 1, 2011 and it be approved for one year and if not, forfeit the opportunity
      to register for Synod.

               a. Base Salary                                   $13,000
               b. Housing allowance                             $31,000
               c. Travel allowance                              $ 4,000
       2.      Pay into the Associate Reformed Presbyterian Retirement Plan as prescribed by
               the Synod.
       3.      Pay 100% of Synod’s life, and health and dental insurance package for the
               pastor and his family.
       4.      The Church Extension Committee will provide the Cost of Life, Long Term
               Disability and Accidental Death provided by and required by General Synod.
       5.      Two week to be away for evangelistic or other church related meetings.
       6.      One week and expenses for continuing education
       7.      Review with you annually the adequacy of this compensation. As part of the
               review the Committee shall be encouraged to consider an increase to the
               previous year’s base salary.
       8.      Grant you an annual vacation of 4 weeks.
       9.      Expenses for the meeting of General Synod
       10.     In the event of total disability, as defined in the Synod’s insurance program, we
               promise:
               a.      To continue for a minimum of three months the provisions of this call
                       awaiting commencement of benefits from Synod’s insurance program.
       11      In the event of death during the terms of this call, we promise:
               a.      To continue the provisions of this call dealing with annual salary, housing,
                       and group insurance for your immediate family for a minimum of six

Mr. Lauten conducted the examination of Mr. Bowers. After an opportunity of questions from
the floor, the examination was sustained with the understanding the ordination of Mr. Bowers by
the Southern Baptist Church was being accepted.

The call from the Committee on Church Extension for Timothy J. Bowers to serve as an
Evangelist for Church Development in the San Antonia, TX area was read and approved. Mr.
Bowers begins his service May 1, 2011 with the following terms:
       1.      When a housing allowance is provided, it shall provide
               Total Compensation of $57,000 that includes
               a. Base Salary                                   $33,600
               b. Housing allowance                             $14,400
               c. Travel allowance                              $ 9,000
       2.      Pay your moving expenses.
       3.      Pay into the Associate Reformed Presbyterian Retirement Plan as prescribed by
               the General Synod.
       4.      Insurance:
               a.      Pay 100% of Synod’s life, and health and dental insurance package for
                       the pastor.
               b.      Pastor waives medical and dental coverage under Synod’s group policy
                       for his dependents who are covered under the spouse’s group policy with
                       reimbursement of the costs by the Committee for the dependents.

The Form of Government further states that the Presbytery has power: “To examine and
approval calls and changes in the terms of calls.” [FOG, XII, B, l, page 226], [FOG, X, E, 20,
page 217]

The review of the call is normally conducted prior to the adoption of the yearly budget by the
congregation. [FOG, II, H, 1], [FOG, X, E, 20, page 217]

After review the congregation may decide to provide an increase to the minister’s salary:
“…Review with you annually the adequacy of this compensation. As part of the review the
congregation is encouraged to consider giving an increase to the previous year’s base
compensation.” [Catawba Presbytery Rules of Procedure, IX, Section 10, APPENDIX A, Section
2, b), page 38]

INCREASING BASIC COMPENSATION
The procedure for providing an increase in basic compensation is as follows:
       1.    The increase may be proposed by the local finance committee, the Board of
             Deacons or Session as part of the local budget process.
       2.    The proposal for increase is presented to the congregation as part of the
             adoption of the congregation budget for the next year. [FOG, II, H, 1]
       3.    The increase is reported to the Presbytery as part of the annual Report to the
             Presbytery prepared by the Session.

       4.      The Commission on the Minister and His Work will review the increases and
               make an appropriate recommendation to the Presbytery since the increase
               represents a change in the terms of the Call. [FOG, XII, B, l, page 226]

LOWERING BASIC COMPENSATION
The procedure for changing the terms of a call by lowering basic compensation is as follows:
       1.    When a congregation is no longer in a position to maintain the terms of a call and
             desires to reduce the basic compensation as stipulated in the Call for the
             Minister, and with the approval of the congregation since it involves the local
             budget, [FOG, II, H, 1] the Session shall consult the Commission on the Minister
             and His Work. [FOG, XII, B, l, page 226]
       2.    Since the Presbytery reviews changes in calls on a yearly bases it is desirable
             that decisions be made by the local congregation and presented to the
             Commission as early as possible before the end of the year.
       3.    At the request of the Session, the Commission will meet with the Session to
             review the action relative to the change in the terms of the call.
       4,    The Commission may require from the Session documentation that the
             congregation is no longer able to maintain the terms of a call. The
             documentation may be similar to that required for a call to be made to a Bi-
             vocation minister or an Evangelist. [Rules of Procedure, F, Appendix G, page
             48]
       5.    When the Commission has reviewed the documentation provided by the Session,
             the Commission on the Minister and His Work will make an appropriate
             recommendation to the Presbytery whether or not to approve the change in the
             terms of the call.
       6.    Once the Presbytery acts on the recommendation of the Commission the
             approved changes to the terms of the call may be enacted.

       Women’s ministry is first ministry to women. Titus 2:3-5 tells us that older women are to
be godly examples to younger women and to train them so “that the word of God may not be
reviled.” Colossians 3 tells us, “Let the word of Christ dwell in you richly, teaching and
admonishing one another in all wisdom, singing psalms and hymns and spiritual songs, with
thankfulness in your hearts to God.” Our first goal therefore is to minister to women, teaching
and training them so that they may grow in Christ and to develop the gifts that each of us are
given by the Spirit.
       Ministry to women, then, seems straightforward. But is that all there is to it? Certainly
not! For the second arm of women’s ministry is ministry of women. All of us as Christians, men
and women alike, have been given spiritual gifts that we are to use to build up the body of Christ
and to expand his kingdom. Women’s ministries help women to plug into the body wherever
their gifts may best be used.
       But what are the aspects of this arm of women’s ministry? The first is teaching. I have
already talked about the importance of teaching other women. This takes form in our churches
in women’s Sunday School classes, weekly Bible studies, monthly circles, one-on-one
discipling, and various conferences, such as the Prayer Emphasis conference at churches.
Teaching and training do not stop in our churches. It continues on the Presbyterial and
Synodical levels. Last year we began a new outreach to our church women’s ministry officers
called “Meet and Greet.” These meetings are a time of training from ministers and teachers, a
time of encouragement, a time for sharing ideas, and a time for prayer. In addition, the Catawba
and ARP Women’s Ministries Annual Meetings and the Family Bible Conference each summer
at Bonclarken afford further opportunities to grow in the knowledge of God’s Word. And may I
say personally what a blessing it was for me to sit under the teaching of the Rev. Joe Novenson
last year at the Family Bible Conference as he began to build the foundation for our studies in
Hebrews this year. Even as I taught last month at my circle I recalled and shared some of the
teaching he provided that week.
       Another aspect of women’s ministry is teaching in our homes and in the church,
specifically in children’s ministry. In Deuteronomy 6:7 God told the Israelites to be diligent in
teaching their children the words that he had commanded them. Proverbs 22:6 says, “Train up a
child in the way he should go; even when he is old he will not depart from it.” We turn to the
New Testament and look in 2 Timothy 1:5, where Paul speaks of the sincere faith that Timothy’s
mother, Eunice and his grandmother, Lois, had and passed down to him.
       Sometimes when we think of women’s ministries we think of luncheons, receptions, and
other gatherings for times of fellowship. The practice of hospitality is an important aspect of

women’s ministries in the body life of the church. Who hasn’t enjoyed a reception at church?
And several times, after coming home from presbytery, my husband has complimented the
ladies of your churches for the excellent lunch they so graciously provided. When a family is in
crisis, meals are taken to them. Circles and Bible studies often meet in homes. Ladies’
luncheons provide a medium for fellowship plus an opportunity for the body to be built up by a
special speaker. Luncheons and receptions also provide a place for friendship evangelism –
reaching out to those who may resist attending a Bible study.
       Now, you may be wondering what women’s ministries have to do with you. As our
pastors and elders, we sit under your authority. We need your help and leadership in being
effective in our ministry to women. Do you know what the circles of your church are studying?
What is being taught in the women’s Bible studies? Who are the speakers at our meetings,
luncheons, and conferences? I am grateful to our ministers who work with our circle Bible
teachers each month, preparing them to teach the Word faithfully. Your involvement, guidance,
encouragement, and prayer are of vital importance to us.
       Finally, I ask that you pray for us. Pray that we would grow in our relationships with the
Lord. Pray that we would use the gifts the Spirit has given us to build up the body and to expand
the Lord’s kingdom. Pray for our teachers, that they would “rightly handle the word of truth.”
Pray for those of us in leadership, that we would be guided by the Lord, and that our decisions
would reflect him.
       Last year, at one of our “Meet and Greet” meetings, Paul Bell of the Synod offices
provided ministry training. He finished his talk to us with this challenge: “Do you want your
women’s ministry to leave behind a legacy of punch and cookies, or do you want to leave a
legacy of love for Christ and his church?” I pray that it may always be the latter. Thank you.
