Established New Core Business Division. Drove the design/build/staffing/
certification and outfitting of a US Navy full flight simulator and the associated
training programs. This was a never before attempted project, demanding
new procedures, relationships and perspectives.
Resulted in the customer saving over $8M/yr in training costs.
Areas of accountability included: Customer Development/Sales, personnel
administration (interviewing, screening, hiring, training, performance reporting
and firing), curricula development; sub-contractor management, source
selection and contract negotiations; Real Estate management: lease
negotiation, construction and facility development,
Fleet Logistics Support Wing 2003 – 2005
Commander of the U.S.Navy's largest Air Wing with over $3B worth of capital
assets and 4,000 personnel. $1M a day operating budget. An organization
unique to the DoD, providing 100% of the Navy's on demand high priority
airborne logistics support around the globe 24/7.
Created and maintained ownership of program specific curricula and learning
facilities, garnered appropriate staffing to enhance overall program
Ensured long term sustainability through asset management, personnel
development and improving the customer/client relationship.
Surpassed recruiting and sustainment goals, delivering a 97% retention rate
among qualified personnel and allowed a 700% increase in product/mission
Head, Reserve Air Logistics Branch
Operations of the Navy (OPNAV) Staff 2001-2003
Principal advisor to the Chief of Naval Operations on all Navy Reserve land-
based fixed wing aircraft programs and policies. Formulated coordinated
budgetary input and long range strategic plans.
Established a new Operational unit during a time of fiscal downsizing.
Developed world wide rapid response security and mishap plans.
Established on-board force protection policies and secured manpower details.
Contributed to planning and implementation for the Logistics Support Air
element of operations Iraqi Freedom/Enduring Freedom.
Developed and delivered budgetary plans and briefings for/to senior staff.
