CULWORTH PARISH COUNCIL
Minutes of meeting held on Monday 12th January 2009 at 7.00pm in the Village Hall.
1. Present Councillors D. Langdale, K. Cook, J.Powell, M. Rowling, T.Howse,
B. Whitford, J. Golding, and the Clerk Mrs J. M. Rowling.
2. Apologies for absence None
3. Members of public present Mr. I Simonsen
4. Valerie Whitaker. The Chairman announced her death on January 1st 2009.
The Chairman paid tribute to Ms Whitaker’s great contribution to life in the
village as a Parish Councillor, a citizen, and a member of CITY, SNC
Councillor and representative on many bodies. A letter has been sent to her
daughter Madeline Green.
5. Declarations of Interest None declared.
6. OPEN MEETING
‘Gates made by Harold Aris’. Concern was raised that these were made for the
Red Lion interior but had been rejected by the last landlord to be made into
gates for the garden there. It was explained that the Brewery had given
permission for the safe removal to the Parish Council and are now the property
of the Parish Council. No guarantee could be given that a future purchaser or
tenant would continue to want the village memorabilia. For referral to Cricket
Field Advisory Cttee meeting scheduled late Jan-early February. And for
March Parish Council agenda.
7. Minutes of last meeting distributed earlier for November, and revised Minutes
for December were signed as a correct record by the Chairman.
8. Matters arising
a) SNC Housing Survey ready for distribution at end of January.
Councillors Howse and Whitford not available to help with delivery.
b) Cricket Field gates, moles and management for next Advisory Cttee
meeting
c) Play Area. Councillor Powell reported on positive response to
newsletter appeal. A meeting is planned in near future to progress
funding applications.
d) Speedwatch Councillor Golding reported that Culworth slots are 14/2-
21/3, and 4/4 – 16/5.
e) Newsletter. A5 summary now on notice board for inclusion in next
newsletter. Further articles required from village.
f) Village market Councillor Golding reported on the success of the
December market. Another market may be arranged for February but
with a revision of stalls.
g) Highway issues. Work on Banbury Lane completed satisfactorily but
new school sign, village sign, and problem gullies at The Red House
and outside Green bus shelter to be reviewed. Councillor Rowling
constantly contacting Street Doctor re Chipping Warden Road railings.
h) Freedom of Information leaflet displayed on Noticeboard outside
Forge by January 1st 2009.
i) Green Policy. Councillor Cook had circulated the updated policy
which is on the website and the summary will go in the newsletter and
on noticeboard.
j) Annual parish Assembly 20th April 2009 at 7pm. Clerk to request a
representative from SNC Environmental Services to talk about the

recycling schemes and their real effectiveness. Play area, Harold Aris
gates, and speedwatch so far added to agenda.
k) Red Lion incidents Councillor Golding reported on the invasion of the
pub premises by the local youth who have been climbing on the roof
and in the garden. All possible sources of hazard have been removed.
PC Martyn Dearsley maintains observations on the pub.

12. Any other business
a) Youths and football. Reported that children are playing football on Ivy
House roadside wall and Church wall, which could stones to fall out.
Children are to advised of hazards when seen playing football there.
b) Overgrown vegetation Red Lion footpath Householder to be asked to
reduce this.
